Declaration on the ‘Guidelines on the Recognition of New States in Eastern Europe
and in he Soret Union (16 December 1999) 0
In compliance with the European Council's request, Ministers bave assessed developments in
Eastern Europe and the Soviet Union with a view to elaborating an approach regarding relations
with new sates,
In this connection they have adopted the following guidelines on the formal cecognition of
new states in Eastern Europe and inthe Soviet Union:

‘They affirm their readiness w recognize, subject to the normal standards of international
‘practice and the political realities in each case, those new States which, following the historic
