General Safety Instructions For FIN FAN RE-TUBING SERVICES + CONTRACTOR shall have overall responsibility for safety at the work site. As a minimum, the CONTRACTOR shall appoint a safety inspector who will be responsible for monitoring all loss prevention activities on the work site and report findings to the SAUDI ARAMCO. + CONTRACTOR shall review the SAUDI ARAMCO’s safety manual and comply with the instructions contained in the manual. CONTRACTOR shall obtain the manual and instruction from the SAUD| ARAMCO's Industrial Security & Safety Department. All chemicals brought to site must be properly labelled and stored. * CONTRACTOR shall ensure that a valid Work Permit Receiver is present at all times at the WORK Site and is employed in a supervisory position ‘+ CONTRACTOR shall adhere to G.. 2.100 "Work Permits” throughout the WORK which is made part of this Contract by this reference. CONTRACTOR'S personnel will be authorized to receive Work Permits only after successful completion of SAUDI ARAMCO's "Work Permit Test” requirements + CONTRACTOR shall commence the WORK in restricted areas only after the receipt of Work Permits from the appropriate authority, and shall ensure that its designated employees take the "Work Permit Test" and acquire the Certificate within 10 calendar days of signing the Contract. ‘+ CONTRACTOR shall maintain sufficient qualified and certified WORK Permit Receivers to accommodate the WORK immediately ‘+ CONTRACTOR shall obtain "clearance to weld’ from SAUD! ARAMCO Inspection before any welding takes place on existing pipelines. The clearance to weld shall be issued by SAUDI ARAMCO Inspection only after the repair material has been fitted up to the pipeline fittings by means other than tack welding ‘+ CONTRACTOR shall ensure that all CONTRACTOR's WORK Site Supervisors are in possession of a valid Work Permit Receiver's Certificate. + CONTRACTOR shall obtain all necessary Work Permits on a daily basis and shall be responsible for closing these permits on a daily basis before leaving the WORK Site. ‘+ Contractor shall provide the nomination of a person to act as the point of contact between SAUDI ARAMCO. and CONTRACTOR for safety liaison ‘* Contractor shall provide a Safety Officer with a valid First Aid and CPR certificate, The safety officer could be one of the employees designated to do the job and he should be available all the time. + CONTRACTOR shall immediately report to SAUDI ARAMCO Rep. any accidentfincident occurrences, in ‘SAUDI ARAMCO premises resulting to personal injury or damage to property. ‘+ CONTRACTOR shall ensure that the CONTRACTOR's personnel wear, at all times while on WORK Site, CONTRACTOR supplied safety equipment including but not limited to: coveralls, safety hats, gloves, safety boots, goggles, life vests. SAUD! ARAMCO Loss Prevention shall approve all life vests. Failure to comply with such requirement may result in personnel being requested to leave the WORK Site until such time as they are able to comply with the requirement. Such requests by SAUDI ARAMCO shall not constitute a claim for standby time due to subsequent stoppages in part or in whole of WORK nor shall be allowed to affect the overall progress of the WORK or the "Critical Milestone Dates" ‘Saudi Aramco: Company General Use + CONTRACTOR shall provide adequate safety and warning signs around the work area to deter entry of unauthorized personnel and shall provide all the site workers with the required personal protective equipment (PPE). ‘+ CONTRACTOR shall take immediate corrective action if deficiencies are identified in the application of the safety precautions. + CONTRACTOR employees should attend the Safety orientation course prior to mobilization to Abqaiq Plants facilities as recommended by APMD-068/07 dated on 06/3/2007. ‘+ All hand and power tools and equipment shall be subject to inspection prior to commencement of work. SAUDI ARAMCO shall coordinate with CONTRACTOR and arrange the schedule of inspection. + Joint safety inspection together with the Area Authority and CONTRACTOR representative shall be conducted before signing and issuing the work permit. ‘+ Where proper working platform is not feasible when working at elevated areas, a full body hamess shall be required and must be worn by the operators engaged to such jobs ‘+ CONTRACTOR shall be responsible for ensuring that all vehicles are used in a safe manner and shall take such precautions as may be necessary to ensure that all personnel qualified to drive are fully knowledgeable with the relevant Loss Prevention Regulations governing the use of vehicles in SAUDI ARAMCO facilites, and G.I. 6.030, Traffic and Vehicle Safety. + CONTRACTOR at its expense shall provide to CONTRACTOR's employees safety equipment including, but not limited to, helmets (hard hats), eye protection, safety shoes, ear protectors, protective clothing, and protective gloves and shall ensure that CONTRACTOR's employees wear them on all SAUD! ARAMCO WORK Sites +» When required by WORK conditions, CONTRACTOR at its expense shall provide CONTRACTOR's employees with industrial gloves, noise reducing ear protection, gas masks, paint masks, and/or appropriate protective clothing to complete the WORK. + Per G.I. 7.025, all CONTRACTOR's heavy equipment operators shall possess a SAUDI ARAMCO Heavy Equipment Operator Certificate and a valid Saudi Arab Government Heavy Equipment License during any performance of WORK. ‘+ Per G.I. 7.025-1, all CONTRACTOR's crane operators shall possess a SAUDI ARAMCO Crane Operator Certificate for the specific crane to be used and a valid Saudi Arab Government Heavy Equipment License during any performance of WORK. + SAUDI ARAMCO, when the WORK requires, shall make available to the CONTRACTOR the following safety equipment that shall be returned to the point of issue on completion of the WORK: © Test Equipment © Scott Air Packs © Breathing Masks © SAUDI ARAMCO shall inspect the safety conditions, and issue the necessary work permits to the Contractor. ‘Saudi Aramco: Company General Use Scope Of Work For Fin Fan Re-Tubing Services Contract Objective To supply all Materials, Machinery, Tools, Supervision, Skilled Labor, Management, QA/QC and other services necessary to Re-tubing fin fan condensers in accordance to Saudi Aramco drawings, specifications and procedure. Important Notes: ‘All bidders shall be aware that the subject service is targeted to last of three (3) years. ‘© Payments will be performed on the number of unit(s) released and completed only. ‘+ There is no minimum guarantee of work quantities, cells release will depend on either a failure or planned ‘5/0 window so there is no guarantee. ‘+ No material procurement shall be attempted from the contractor end unless an official request is been received from the appointed Saudi Aramco representative ‘+ Alltubes must be procured by the contractor from an approved Saudi Aramco Manufacturer. Prior to any procurement, contractor shall obtain an endorsement for their targeted supplier from Saudi Aramco representative. ‘* Upon material arrival, contractor must inform Aramco rep. to facilitate material inspection ‘© For each job, contractor must submit a detail work schedule and agree with Aramco rep. on each phase. Inspection team will be involved at various phases as quality control and witness of job performance & quality. ‘+ Allwelders involved in the process must have a valid Saudi Aramco welding certificate covering the material used and shall pass ABQ internal test. Contractor Shall: 1. Procure required tube materials from Aramco approved supplier 2. Provide MTCs forall the materials and Consumables 3. Provide qualified management, supervision and labor for the timely and successful completion of the work. 4. Prepare and submit ITP, Method of Statement, Re Tubing Procedures and WPS/PQR prior to start the job for approvals. Provide schedule chart. Provide all necessary tools, tackles and equipment to perform the re tubing. Transport Fin Fan condensers from Abgaiq Plants to contractor local shop. Set up the unit at convenient shop to repair. Re-tube the tube Bundle as per drawings using approved procedures. 10. Inspections after re tubing. 11. Provide all the NDT inspections as per agreed ITP. 12. Box up the unit. 13, Hydro-test the unit at shop and witness by ARAMCO. All testing must be done while having an approved calibrated gauges from an approved 3 party with a validity of less than one month. 14. After hydrotest, dry out the unit. 15. Transport the unit back to Abqaiq Plants. 16. Upon each job completion, a quality documentation report must be submitted, The repot must include: a. all Non Destructive Testing / OPT required Positive Material Identification Material test certificates Re-tubing and Expansion Procedure Test Reports ‘Saudi Aramco: Company General Use 17. Guarantees all materials and workmanship. This includes a basic warranty period of twelve (12) months. In the event of a defect being found and proved that is a result of workmanship or installation work, contractors shall carry out remedial works free of charge. Contractor may work on extended hours or ‘weekends (at no additional cost to Saudi Aramco) upon giving notice to the Company Representative. Contractor shall schedule Work during the day (within the timing per item 1 above) if possible to ensure that proper information and that the company Representative can assist the contractor during work. However, if the work requires; Contractor shall schedule his work suitable (i.e. two shift schedule or 24 hours round the clock) to meet the completion timetable in Paragraph 3 below. Contractor shall advise Company Representative if a slip in the completion of the work is forthcoming including justification of the delay and a remedial plan/new schedule completion date. Such remedial plan and schedule shall be approved by the Company Representative and shall not involve any additional cost to the Abgaig Plant. Contractor Responsibilities Be responsible to coordinate all activities and requirements (including material) in advance to avoid delays on work schedule. Re-tubing activities shall be performed in the contractor shop no longer than two weeks. Be responsible in the delivery at site of all equipment to be used in the project. Be responsible to the tubes from an approved Saudi Aramco Manufacturer right after receiving the order from the Maint. Engineer. ‘Submit Monthly reports, schedule, and activities bar chart and immediately report any delays in work progress. Comply fully with all applicable Saudi Aramco safety, traffic and operational procedures. Avoid interference with Plant Equipment and work activities Not claim any delay or stand by time due to Saudi Aramco operational requirement. Fully adhere to Saudi Aramco Safety Policies inside plant area. Provide all his personnel amenities such as food, accommodation, medical facilities, insurance, transport to and from the WORK site, local transport and safety requirements (PPE's). Adhere to all requirements provided by Abgaiq plants inspector with respect to: a. Welding procedure & certificates b. Hydro testing procedure & requirements . Agreed upon inspection points. Aramco Responsibility: 1 To provide access for vehicle and equipment. To assist in obtaining gate passes, if applicable To assign an ARAMCO representative for focal point. To remove and install fin fan units. To load and unload units in side ARAMCO premises. To receive the unit. ‘Saudi Aramco: Company General Use 7. Totest the unit after installation, 8. To provide first Aid during working hours only for personnel engaged to the work Operating Condition ‘© Contractor shall start all required work and procurement immediately after receiving an official request from the appointed representative. Contractor shall supply required manpower, supervision, equipment and any miscellaneous material required to complete the job to the entire satisfaction of the appointed Maint. Engineer(s) Contractor shall supply tools and any miscellaneous material required to complete the work. ‘The contractor shall be responsible for the safety training to his employees before signing the contract. This, includes but not limited to, attending SAOO safety orientation, ‘+ _Itis required that supervisor allocated to this contract shall have the ability to communicate in the English language in a competent manner, such that the written and verbal instruction issued by the Company Representative is fully understood. Additionally, the Supervisor shall be able to communicate in a competent manner with all members on the contractor's work force allocated to this contract. Should inspection or test reveal defect in Contractor's workman ship, Contractor shall promptly correct such defect at no cost to Saudi Aramco without delaying the completion of work beyond the date specified in the contract. Contractor shall maintain weekly communication with the appointed Maint. Engineer(s) once a job is active. It applies when material is to be packed and shipped in accordance with Saudi Aramco Packing Specifications 8314-03 to 8314-08. In some instances, these requirements are designed to provide protection during outside storage in Saudi Arabia 2. USE: This specification is a statement of minimum requirements. The vendor's own ‘experience and practice should be used to determine whether certain items require more than the minimum standards in this specification to ensure safe delivery to their final destination. The specification may also be used by Saudi Aramco receiving staff at loading ports to determine if goods are adequately packed for export 3. REQUIREMENTS: These requirements are in addition to any that may be in the material descriptions or other Saudi Aramco specifications. Deviation from these requirements is not allowed without the Buyer's prior written approval. Substitution by the vendor's standard packing which provides equal or better protection at a lesser or equal cost will be allowed after the Buyer's prior review and written approval. 3.1 Atmospheric protection: All items require protection from rain, sea spray, condensation, high humidity, high temperature, and fine dust. 3.1.1 Alll surfaces subject to corrosion must be treated with an appropriate protective compound. 3.1.2 Material that must be sealed against atmospheric intrusion must be placed in moisture-/vapor-proof packages, protected with a suitable desiccant. 3.1.3 All openings in equipment or material susceptible to atmospheric damage must be securely sealed. 3.2 Packing: The pack must adequately protect the material prior to, during and after handling, stacking and shipping. 3.2.1 Alll packaging, including protectors and atmospheric inhibitors, must be sound and undamaged after packing 3.3 34 3.2.2 3.2.3 top. 3.24 3.25 3.2.6 3.27 -2- Finished and coated surfaces must be protected from rubbing or abrasion. All hazardous materials must be identified by the proper shipping name and packaged, packed, and labeled in accordance with the applicable directives, regulations, and specifications established in paragraph 3.3 and the purchase order. Deviation from these requirements is not permitted without prior written approval from Saudi Aramco Dhahran Materials & Logistics Department! Traffic Division, Dhahran Marking: Individual items, packages, packs, and unitized loads must be marked in accordance with instructions provided with the Saudi Aramco purchase order. 3.5 Use of packing specifications: 3.5.1 Saudi Aramco's packing mode for items in the "Request for Quotation/Purchase Order’ is indicated in the RFQ/PO document; the corresponding packing specifications are attached (Part I) 3.5.2 Consolidation of suitable material into a single unit is preferred up to a gross weight limit of 5 tonnes, (Material with different purchase order numbers is not to be packed together unless authorized by the Buyer. Purchase order line-item numbers should preferably be packed separately, when possible, without increasing the packing cost.) 3.5.3 If the indicated packing mode is unsuitable for any reason such as order size or nature of material, the Buyer must be contacted. 3.5.4 This specification does not apply to shipments weighing less than 25 kg (55 Ib) net weight. Such small shipments require heavy standard domestic pack suitable for containerization, air or overland shipment in accordance with Saudi Aramco Packing Specification 8314-00. 3.6 Exceptions: Deviation from this specification is not allowed without the Buyer's prior written approval.
