SUBSTANTIVE CHIT

From: The Delegate of China

It is pertinent to put the following points in the committee with respect to the illegitimate Question of
Statehood being raised for Tibet:

1. If questions of Somalia are brought up, this should also be said in the same breath as
Somaliland, which as per claims of the Delegate Of Germany itself, Somaliland fulfills all the
criteria however cannot be granted statehood since it lacks effective public authority.
2. Secondly, if only fulfillment of the Montevideo Conference was the criteria, California or North
Rhine Westphalia should be considered states but they are not since they lack constitutional
independence. The same only exists with PRC, ever since the promulgation of the Provisional
Constitution of China and thus must be honoured as per the Aaland Island and Palamas Case.
