(KALIBAPD), the only political party allowed by the Japanese, was established in
December 1942. In its frst assembly held on June 18, the Preparatory Commission
‘for Philippine Independence (PCPI was organized and was headed by Jose P: Laurel. 4
Senstitution was prepared and approved by the Japanese government, The constitution
provided for the creation of « unicameral legislature called the National Assembly from
‘whose ranks would be chosen the president of che Japanese-sponsored Republic. On
September 25, che National Assembly elected Jose P. Laurel as president of the Republic
