Philippines during the Spanish Colonization It was recognized as a part of the Government of Philippine Islands under the colony of Spain In 1898 when the Spaniards lost the Spanish-American war they ceded Guam to the United States 1986 Journal 20 and R.C.C. 20 of the Philippine Constitutional Commission: It was mentioned that Philippines could possibly include a claim over Marianas Island based on “historical right or legal title” Historical claim could be invoked since the Islands was a province of the Philippines according to Apolinario Mabini’s books and President Aguinaldo also claimed that Marianas was part of the Philippines as a province. However, no president pursued to claim Marianas and therefore it had become stale. Article 1 of the 1935 Constitution mentioned that “Philippines comprises all territory ceded to the United States by Spain through the Treaty of Paris.” “Including which the Government of the Philippine Islands has Jurisdiction”
