1. In chapter five of the “Laudato Si”, Pope Francis encourages the different countries
to work for the protection of the environment. Are you aware of your local
government’s programs to take care the surrounding of your community? Mention at
least two ordinances, discuss them in detail (ex. who is the author, goals, how’s the
implementation, etc.?).

“The Barangay Ecological Solid Waste Management Ordinance of Villavert-
Jimenez, Hamtic, Antique”. (Barangay Ordinance No. 17-2019)

Coverage: This ordinance shall apply to all residential buildings; commercial and
service establishments such as restaurants, eateries, department stores, groceries,
drug stores, sari-sari store, auto-repair shops, barber shops; institutions like
hospitals, schools, churches, public and private offices; industrial establishments of
any kind; and agricultural areas situated within the territorial jurisdiction of
Barangay Villavert-Jimenez, Hamtic, Antique.
Legal Basis: This ordinance is enacted to implement the provisions of Republic Act.
No. 9003 this mandates the proper segregation and collection of solid wastes.
Purpose: This ordinance is enacted for the following purposes:
To guide, and control and regulate the generation of solid wastes within the Barangay
and promote an orderly and sanitary system for the same;
To enhance the total environment of the locality through the necessary control and
mitigation of negative environmental impacts of solid wastes;
To promote and protect the health, safety, peace, convenience and the general welfare
of the inhabitants of the Barangay;
To minimize the generation of solid waste and maximize possible resource recovery,
recycling and utilization by:
a. Maximizing the use and consumption of goods
b. Encouraging the salvaging of possible “recoverable” from solid wastes
for re-use and/or recycling back to production process; and
c. Encouraging the recycling and resource recovery of wastes in
household backyards through composting.
Goal: The primary goal of this ordinance is to enhance ecological balance of the
community though sustainable and integrated waste management.
Objectives: The objectives of this ordinance are the following:
To ensure round-the-clock cleanliness through the orderly management of waste;
To eradicate unsightly, uncovered and overflowing waste containers in streets, public
places and open spaces;
To maximize and optimize sanitary resource recovery; and
To maximize pollution arising from harmful gases, smoke particulates produced by
needless burning/dumping, polluted runoffs and leachates into bodies of water and
water resources, and hazardous substances.

“Community Clean Up Drive” (Municipal Ordinance No. 2015-02)

Coverage: This ordianace shall apply to all residential houses; commercial
establishments such as restaurants, eateries, department stores, groceries, drug
stores, sari-sari store, auto-repair shops, barber shops; institutions like hospitals,
schools, churches, public and private offices; industrial establishments of any kind;
and agricultural areas situated within the territorial jurisdiction of Municipality of
Hamtic.
Policy: It is declared policy of the Municipal Government of Hamtic, Antique to:
Protect and promote the right to health of Hamticanon

2. Based on chapter six, Pope Francis reminds us of the negative effect on the
environment of man's irresponsible consumption. In your personal experience, how
your lifestyles contribute to environmental degradation?

Environmental degradation is the deterioration of the environment through depletion of resources

such as air, water and soil; the destruction of ecosystems; habitat destruction; the extinction of
wildlife; and pollution. We always do the clean up drive in our barangay. As a youth leader in our
barangay it is our role to lead and to help for the welfare of our community. We the barangay
officials and barangay tanods help one another in tree planting. Also everytime I see trash I pick it
up and put in the trash can. By keeping my own trash even the small pieces can help reduce the
destruction of environment.
