STL ICR a CRN eee Wace Lae LCF Few words about the DULT The Directorate of Urban Land Transport (DULT) has been set up by the Government of Karnataka (GoK) under the Urban Development Department (UDD) with the objective to coordinate planning and implementation of Urban Transport projects and programs. Karnataka is the only state in India to have an exclusive Directorate of Urban Land Transport (DULT). The Directorate has been set up in 2007 by the State Government close on the heels of the National Urban Transport Policy (NUTP) coming into force, to coordinate the urban transport matters in the State. The Directorate is responsible for overseeing all the urban land transport initiatives in Urban/ Local Planning Areas of Karnataka and administering the State Urban Transport Fund (SUTF). For the first time qualified personnel trained in Urban ‘Transport Policy were inducted into the government system. Since its inception, the Directorate has implemented several initiatives including service level benchmarking in Bangalore; preparation of policies on parking; preparation of mobility plans for cities in Karnataka; feasibility studies for mass transit systems etc, It is also working in tandem with BBMP, the city corporation of Bangalore and other city corporations on Non-motorized Transport (NMT) initiatives. The Directorate is also spearheading the implementation of Bus Rapid Transit (BRT) system between the twin cities of Hubballi and Dharwad, Public Bicycle Sharing (PBS) System in Mysore and Cycle Day Initiative across Bangalore City as part of its awareness and community outreach initiatives to promote sustainable transportation. Organizational Growth DULT functioned from 1,200 sq.ft of space in the fifth floor of the M.S. Building since its inception till 2013. It moved into a 14,000 sq.ft of larger and newer facility in the fourth floor of TMC, Shanthinagar on 20% March, 2013. The space has been designed to provide a comfortable working space for the staff; a central plaza which is the go-to place for office parties, workshops or for group activities; a pantry; multiple discussion rooms of varying sizes etc. In the year 2014 DULT took on lease 5,132 sq.ft of additional space in the third floor of the same building for setting up the Urban Design Studio and also to expand the space available for its ever-growing manpower. The redesigning of the space is going on. Further on, 2,602 sq.ft of space in the second floor has been take on lease for setting up Bangalore Transport Information Centre (BTIC). Till 2010, the organization had hardly four to nine transport planners and had depended mostly on services procured from consultants for taking up studies. Today, the organization has 23 transport planners/ urban planners/urban designers working on contract basis in addition to services of two assistant directors and one joint director procured on deputation from the Town and Country Planning department. The organization also has a joint director and an accounts officer to take care of administrative and accounts matters. The civil engineering wing has an assistant executive engineer on deputation from Public Works Department (PWD). ‘Securing a higher budget In 2010-11, the organization's total budget was Rs. 3.6 crores. In 2015-16, the DULT budget was Rs. 216 crores allocated under four heads of account including two which were created for meeting the expenditure under two externally-aided projects. The creation of SUTF (State Urban Transport Fund) in 2012 has provided DULT the opportunity to leverage the fund to promote introduction of public transport services in two-tier cities in a big way. STL ICR a CRN eee Wace Lae LCF 2016 In 2010, DULT had four interns. In 2015, the organization had already provided internship opportunity to 49 interns who came from various parts of the country. The demand was so high that the organization had to reject quite a few applications to be able to fulfill its training obligations. DULT has been able to put in place a HRD policy with well-defined compensation terms and conditions during 2015. A three-year contract policy for contract personnel was put in place a couple of years back. The current HRD policy document has built upon the existing policy to clarify ambiguous aspects and to lay down clear terms to govern compensation, medical benefits, leave benefits etc. The MAPA (mandatory annual performance appraisal) system has also been put in place in 2015. The MAPA envisages a regular mentoring mechanism. The internship handbook ensures that the DULT formulates a clear-cut programme and vision for training the interns, and exposes them to various dimensions of urban transport planning. 10 SURFING THE BIG WAVE — A Strategic Framework for Growth Diversified project portfolio & In the last few years, DULT had built an in-house capability to deliver quality urban transport solutions to the stakeholders. Our stakeholder-clients include BMTC, BBMP, BTP, HDBRTSCO, NEKRTC, NWKRTC and many urban local bodies. % The organization has also expanded its focus from mobility plans and traffic management studies to planning for public transport, NMT and urban design. The State Urban Transport fund has been leveraged to promote DULT’s mandate. The Directorate is responsible for overall monitoring and supervision of Hubli - Dharwad Bus Rapid Transit Project (HD-BRTS) which is being implemented at a project cost of Rs. 692 crores. Hubli - Dharwad BRTS project is the first BRTS in Karnataka. The directorate is also preparing a Detailed Project Report (DPR) for the implementation of Bus Rapid Transit System in the selected corridor in Bangalore and development of suburban rail network connecting Bangalore to other cities in close proximity to Bangalore. 4% Some of our main projects are as follows: SUTF Assistance for Introduction of Public Transport System in cities of Karnataka. In addition, the DULT has been instrumental in getting JICA to sponsor the preparation of ITS master plan for Bengaluru and Mysuru, A pilot project for the implementation of B-TIC (Bengaluru Traffic information centre) has been submitted to JICA for grant. Discussions were initiated with KW for assistance to the Bengaluru BRTS project. Ability to take up a variety of tasks including those requiring high-end simulation and GIS ‘The Directorate has been able to enhance its technical capabilities of using variety of tools like CUBE, ArcGIS, VISSIM (micro-simulation) etc. in planning for and providing solutions to urban transport issues. The Directorate has procured necessary high-end systems and software for setting up a transport modeling lab, and has recruited two GIS personnel. The focus would be on recruiting technical personnel with 5-10 years of experience. It is also proposed to build in-house capacity in ITS by recruiting people with background in Information Technology. Communication and outreach will be further strengthened by getting on board individuals with necessary skills, including those required to manage social media, The DULT will also strengthen its capacity to handle or handhold projects taken up on Public-Private Partnership basis. However, the groups would be porous, and transport planners may be assigned projects falling within more than one vertical or sometimes, a project may have components falling under more than one vertical. The verticals would be grouped under assistant director and above rank officers as follows: ‘Though the Directorate is a planning organization, the success of its plans can be gauged only if they are implemented. The organization's capability to convince the stakeholders and persuade them to put its plans into implementation is crucial for its success. The organization will aim to ensure that a minimum of 75% of its plans and recommendations get implemented. 19 SU a ChaCha ere act Pon The Directorate will implement e-office application and would strive to migrate a significant portion of its work to the electronic platform, An online project management system would be put in place to facilitate better management, monitoring and performance appraisal. A database application will be put in place to compile, validate and analyze urban transport related data of the State. Bengaluru traffic information center will be made operational. An innovation lab would be established in DULT to encourage the DULT personnel to come up with out-of-box ideas for solving urban transport and other related challenges. Atleast one innovative concept or solution would be implemented every year. DULT would also explore opportunities to work with start-ups in urban transport space. Creating an agile work space to promote exchange of ideas, collaborative working and collective problem solving would be on top of the agenda for future. The DULT will focus on further strengthening the capacities and capabilities of its staff by exposing them to new and emerging technologies and also best practices from elsewhere. Capacity building of stakeholders will also be a priority.
