2016- 2017.
It is submitted that vide Notification No.HS CATA/2016-2017

dated 16th September, 2016, the Free Travel Facility in respect of the Chief
Minister/Ministers/State Ministers/Leader of apposition/CPSs and Members of
the Haryana Vidhan Sabha has been revised/increased from Rs.2.00 Lac to
Rs.3.00 Lac w.e.f 01.04.2016. There is no provision in the current financial
year’s budget i.e 2016-2017 to incur the expenditure on account of
increased Free Travel Facility and arrears to be disbursed to the above said
mentioned dignitaries. It is therefore, requested to kindly allotment of
additonal Budget/funds amounting to Rs.90.00 Lac in the current Financial
year2016-17 to the C.A.T.A. Branch at the earliest so that the increased
Free Travel Facility arrear could be disbursed to the Hon’ble C.M, Ministers,
State Ministers, Leader of Opposition, C.P.Ss & Members of the Haryana
Vidhan Sabha.

Subject: Calculation of Income Tax paid/ Payable for the financial year 2019-20
(assessment year 2020-21) in view of revised rule-3 of Income Tax Rules in
respect of Ministers of Haryana.
Reference on the subject noted above the Under Secretary (CM Cell-II) has
requested to kindly supply the information regarding value of benefit to the Hon’ble
Chief Minister/ Deputy Chief Minister /Ministers/Ministers of State and Ex-Ministers
resulting from the provision of interest free and concessional loans made available to
them during the financial year 2019-20 (assessment year 2020-21) separately which is to
be determined as the sum equal to the simple interest, rate charged per annum by the
State Bank of India in respect of Loans for House, Conveyance and other loans on the
maximum outstanding monthly balance as reduced by interest, if any actually paid by
him. List of Ministers who fall in the senior citizen category may also be supplied and
also supply the information about the facilities to be provided to the chief Minister and
other Minister as M.L.A Ex-Ministers.
In this connection it is stated that only two facilities i.e. Telephone
allowance and Constituency allowance are being provided to the Chief Minister/ Deputy
Chief Minister /Ministers/Ministers of State and Ex-Ministers at the moment. If agreed
to, the required information alongwith a list of Ministers and Ex-Ministers who fall in the
senior citizen category as requested may be send to the Under Secretary (CM Cell-II) to
Govt. Haryana for further necessary action please.

It is submitted that the attended is invited to Section 3(2) (a) of the
Haryana Legislative Assembly (allowances and Pension of Member)Act,1975 which is
reproduced below:-

3(2)-if a member-----
fails to attend at least ninety per centum of
the total number of meeting held in any month or,

for that month be paid any compensatory allowance other than an allowance at the
rate of rupees one hundred for ever meeting actually attended by him as such
member unless he/she satisfies the Secretary of the Assembly that he was prevented
by reason of ill-health or any another sufficient cause from attending the requisite
number of meeting.
Provided that no member who drawn the compensatory allowance
prescribed in this sub-section shall receive a sum greater than ninety per centum or
the amount that would be due to requisite number of meetings.
Keeping in view of above, the cases of following
MLAs who attended less than 90% of the total number of meeting held in the month
of September, 2018 are required to be dealt with under Section 3(2) (a) of the ibid
Act and no compensatory allowance should be paid to then except an allowance @
Rs.100 per meeting ,for the meetings actually attended by him.

From the perusal of above tabulated statement it is clear that the 12

Members have failed to attend at least 90% of the total number of meetings
of the Assembly Session held during the month of September, 2018.
Therefore ,it approved no compensatory Allowance may be paid to the
said 12 Members for the month of September, 2018 except an allowance
at the rate of one hundred rupees per meetings, actually attended by them.
(past precedent in the same file at NP-02-CA/09(F/A).
The state Government has decided to Implement Digitization of

vouchers in Haryana. The Comptroller & Accountant General (CAG) has
given approval to Haryana state to switch over from manual to Digitized
voucher (E-Voucher)
In this connection, it is submitted that all the bills & Voucher sent to
treasury through scanned copy, therefore one Multi Function printer (MFP)is
urgently required in the CA/TA branch.

No.21/4/2012-13 Pol. Dated 23rd August, 2012, the maximum limit of
amount to a beneficiary at one time by the Hon’ble Deputy Speaker shall be
Rs. 50,000/-(Fifty thousand only). The actual payee receipts have been
obtained from the beneficiaries. Necessary entries in the Stock/Cash Register
have also been made. The expenditure incureed will be debited to the Major
Head-2011. Therefore, D.D.O. may kindly accord sanction to disburse the
Petty Grant i.e. 3,43,000/-(Three Lac forty three thousand only), as per the
enclosed list duly signed by Hon’ble Speaker.
