BACKGROUND
The vision of MME is to create a Manual bringing International, Regional Best practices and knowledge
which shall serve as;
❑ Comprehensive guidelines, regulations, and standards for planning of utility & utility corridors;
❑ Overarching guidelines for designing of utility within ROW, Rail Protection Zone, utility corridors;
❑ Improved coordination and stakeholders’ approval process for construction, maintenance and
upgrades.
❑ a key reference for the continuing implementation of the Vision 2030 Plans and transition toward
more sustainable utilities and right of way planning.
❑ Providing baseline for future improvements, new requirements

PROJECT OBJECTIVE
In line with the visions,
1. Producing Qatar Utilities Management Manual incorporating international best practices.
2. Gap analysis, and producing coherent, compatible, harmonized integrated and consistent
guidelines for utilities projects in and outside right of ways
3. A manual providing strategic baseline for future improvements, updates and upgrades initiating
advanced technological use in the field of utility and corridors planning.
