$3 REPUBLIC OF THE PHILIPPINES gas DEPARTMENT OF AGRARIAN REFORM ‘Tunay na Pagbabago sa Repormang Agraryo ADMINISTRATIVE ORDER NO. _06 SERIES OF 2018 SUBJECT: SUPPLEMENT TO DAR ADMINISTRATIVE ORDER NO. 2, SERIES OF 2018, AS AMENDED Department of Agrarian Reform (DAR) Administrative Order No. 2, Series of 2018, entitled "2018 Omnibus Summary Rules for Cancellation Cases of Emancipation Patents (EPs), Certificates of Land Ownership Award (CLOAs) and Other Titles Issued Under Any Agrarian Reform Program", as amended by Administrative Order No. 4, Series of 2018, otherwise known as “Amendment to the Omnibus Summary Rules for Cancellation cases of Emancipation Patents, Certificates of Land Ownership Award and other titles issued under any Agrarian Reform Program”, have prescribed forms which are templates to be used by applicants/DAR officials in the processing of cancellation cases. The forms in the abovementioned Administrative Orders are hereby modified and supplemented. The prescribed forms shall be incorporated in a Memorandum Circular which will be issued after the effectivity of this Administrative Order. The said prescribed forms merely guide the concerned PARPO II and other DAR personnel involved in the cancellation process on the contents of the cancellation forms. Such templates shall be utilized in a manner that will ensure that all necessary information and recommended actions are clearly indicated therein. Finally, the new Administrative Order no longer includes the participation of the Regional Directors in the cancellation process. These new rules have been issued to ensure faithful compliance with Section 24 of Republic Act No. 6657, as amended. ‘Thus: “All cases involving the cancellation of registered emancipation patents, certificates of land ownership award, and other titles issued under any agrarian reform program are within the exclusive and original jurisdiction of the Secretary of the DAR.” This Supplemental Administrative Order shall take effect ten (10) days after its publication in two (2) newspapers of general circulation.
