Uniformed Officers from the Denver Police Department, Arapahoe County Sheriff's Office and Douglas County Sheriff's Office were assigned duty for crowd control. Lee andl WHE long with multiple other people, crossed W. 14" Ave. toward the passage between the main branch of the Denver Public Library (10 W. 14" Ave., City & County of Denver) and the Denver Art Museum. This path was identified as the route of egress from the rally. While walking, Lee John KELTNER and SI 0949/1993 engaged ina verbal dispute. Both men yelled and postured, leading several witnesses, including 10'@/1986, to believe the men may engage tercation! 18/1960 inserted himself between Lee KELTNER andl urging both men to stop. This dispute, which lasted several minutes, was captured on Denver HALO cameras, as well as cell phone video and digital photography from multiple witnesses, Review of the video and still images show [MAINES 01MBBR995 and Matthew DOLOFF (03/07/1990 become engaged in an altercation with Lee KELTNER while he is arguing with (JB (GRRE At this time Lec KELTNER is observed holding a can of OC spray. At approximately 3:36 pm. Lee KELTNER tums his attention aD and Mr. DOLOFF. Mr. KELTNER and face each other and Mr. KELTNER strikes Mr. DOLOFF in the side of the head with an ‘open hand. Mr. DOLOFF is then observed drawing « handgun from his waistband, aiming at Lee KELTNER and shooting once, striking Mr. KELTNER, as Mr. KELTNER discharges his OC spray. Mr. KELTNER collapsed to the ground, Uniformed officers quickly responded and took custody of Mr. DOLOFF who was still holding « semiautomatic handgun.
