Solution
Code congestion will happen in single carrier cell or F1 cell. If single carrier cell experience
very serious code congestion, expanding 2 carriers is recommended.
To solve code congestion, we recommend using LDR algorithm also. The MML configuration
is as follows:
Switch on the LDR switch:

-HS PDSCH utilization set Automatic, HS PDSCH Min Code define from 5 to 1 and Max 15
-Reduce Quantity of RRC Retransmission
Quantity of RRC setup request Retransmissions: N300 (this can be set to a small value like 1
for special events that last only a temporary time, a day or 2 or so)
T300, time between Retransmissions (maybe from 600 ms to 2 s), for special events that
last only a short time (a day or so)
-Enable LDR
-Code based DRD
-Power Based DRB
For CE UL Congestion
-disable 2mms TTI
-Shift R99 users to HSPA or reducing PS384 to PS 256
-enable CE Overbooking feature to enhance and information of actual CE credit availability
