Bill Title - The Sacksteder Mandatory Recycling Bill

115th Congress

2nd Session

HB or SB #37

IN THE HOUSE OF REPRESENTATIVES OR SENATE

Date 10/8/2020

A BILL

Be it enacted by the Senate OR House of Representatives of the United States of America

in Congress assembled,
SECTION 1. TITLE.

This Act may be cited as the Sacksteder Mandatory Recycling Bill.

SECTION 2. STATEMENT OF PURPOSE/NEED

(1)We use around 70 million plastic bottles a day in the United States. That's a lot of
plastic so if we had mandatory recylclying most of that would get recycled and not thrown
around the streets or in the water.

(2)There are already some places that have made recycling mandatory such as Seattle,
San Diego, and Pittsburgh. Also in Gainesville, Florida and Honolulu, Hawaii it’s
mandatory for businesses to recycle but not residents yet.

(3)There are 3,141 counties in the United States. That means if there are 3,141 counties
then there will need to be 3,141 recycling centers so one center for each county. It will be
very expensive but worth it because there will be less pollution.

(4)The World would look a lot different if everyone recycled. The world would be
obviously a lot cleaner since there are no bottles and plastic laying around, The landfills
would be a lot smaller and there would be more recycling centers. We can also make
clothes and benches and tables with recycled plastic.
SECTION 3. PROVISIONS - BENEFITS AND ELIGIBILITY

(1)This affects every person who lives in the United States because they will be required
to recycle.

(2)It also affects businesses in the United States too because they will also be required
to recycle too.

(3)

(4)

(5)

SECTION 4. PROVISIONS - TERMS AND BENEFITS OF SERVICE

(1)This Bill helps out our environment because if there is mandatory recycling then there
will be less plastic bottles and cans everywhere. It will keep our oceans more clean and
sea creatures wont eat the plastic and die.

(2)This Bill does not only just clean up the environment you can use the plastic and
aluminum to make clothing and park benches or tables. This bill would also help reduce
green house gas emissions.
(3)This Bill will create a ton of jobs for people. For the recycling centers there would need
to be truck drivers to go pick up the recycling from houses and businesses and there
would also need to be people working at the center to organize the recycling and to
crush it and everything.

(4)

(5)

(6)

(7)

SECTION 5. ADMINISTRATION (Government agencies and department to execute the law once its
passed)

SECTION 6. AUTHORIZATION OF APPROPRIATIONS (Include amount of funding requested AND

rationale)
This Bill is not cheap, it is really expensive, but it does a lot of good things for us in return. It costs a
lot of money because you have to pick all the recycling up from each house and bring it back and
sort everything then crush it all and make it into more bottles or clothing or something useful. It can
cost anywhere from $50 all the way to $150 per ton of plastic. Then you have to pay all the workers
and build a ton of recycling centers. So this will cost a lot of money but in the long run it is worth it
because it will keep our world clean and there will be less pollution and recycling is a profitable
business.
