WASHO PROGRAMME UNDER SWAJALDHARA SCHEME

Introduction:

WASMO: Water and Sanitation Management Organization-“ WASMO” is an autonomous organization under Ministry
of water supply, Gujarat state was established by the Government of Gujarat in 2002. Through its various offices
WASMO has a presence in all districts of Gujarat. WASMO is a facilitating organization, working towards drinking
water security and habitat improvement by empowering communities to manage their local water sources, drinking
water supply and environmental sanitation. WASMO has won the ‘United Nation’s Public Service Award –2009’ in the
category of ‘Fostering participation in policy-making decisions through innovative mechanisms’. The award is given by
the United Nations’ Division for Public Economic and Public Administration- New York, for “institutionalization of
community-managed drinking water supply programme and user-level water quality,”

AIM of WASMO was created for bringing perceptible systemic changes through a paradigm shift in the role of
governance from provider to facilitator and citizen’s engagement in drinking water service delivery at users’ level in
rural areas of Gujarat State. WASMO's ultimate goal is to empower village communities to enable them to have
sustainable drinking water and sanitation facilities, and hygienic habitats. WASMO believes in 'building partnerships
and working together'.

Projects by Wasmo:

Wasmo, in partnership with local legal bodies (Gram Panchyat / Village Water Committee) have successfully
completed many projects towards drinking water security for rural areas with poor water quality. They are:

Water Quality Monitoring: Groundwater in Gujarat is contaminated due to depleting water tables and salinity
ingress. For tackling drinking water problems, WASMO is shifting from groundwater-based water supply systems to
surface water-based systems that are planned, owned and managed by the community. To achieve this goal WASMO
identified villages with poor water quality. After identification of villages with poor water an ideal technology is
identified. Based on suitable technology and a letter of interest from the village Pani Samiti tenders are floated
through regional news paper. Total project is carried through a financial participation in ratio of 90:10 is contributed
by WASMO and Pani Samiti respectively This financial participation covers construction of pump house, room
construction, and infrastructure required to install water treatment plant. After installation of treatment plant, Pani
Samiti members are trained on book-keeping, record maintenance, technical and quality issues. Training on operation
and maintenance (O & M) and tariff fixation is also imparted to the members of Pani Samiti and water supply system
operators.

Swajaldhara: Over the years, it has been seen that union government-controlled supply-driven programmes are
unable to meet people's aspirations, making the supply of drinking water supply unsustainable. Hence the
Swajaldhara programme was introduced on December 25, 2002.This strategy is demand-driven and stressed on
community participation to enhance the sustainability of drinking-water sources and systems. The Swajaldhara
programme has two streams. The first, Swajaldhara - I, is directed at gram panchayats, groups of gram panchayats and
intermediate panchayats at block or taluka level. Swajaldhara - II is directed at districts. The communities would get
the level of service they required on paying part of the capital costs and full operation and maintenance costs. At
present 13 Gujarat districts are part of the national Swajaldhara programme.

Hi-Tech have participated in all most every project initiated by WASMO. Hi-Tech has
aggressively and successfully managed to fulfill the goal targeted by WASMO towards
community potable water solutions.

TRIBAL AREA SUB-PLAN

Tribal Development Project:

The topography and scattered nature of habitations in tribal villages often make conventional water
supply schemes ineffective and call for innovative measures. Government has initiated a project to
address the drinking water issues for the tribal belt of Gujarat. Total project is carried through a
100% financial participation. This financial participation covers construction of pump house, room
construction, digging shallow bores and infrastructure required to install water treatment plant. The
challenges of difficult terrain and mobilizing a community scattered in tribal areas is addressed
through intensive and focused efforts, in a project mode. For this, WASMO has set up a Coordination,
Monitoring and Support Unit (CMSU) at Dharampur to facilitate the project with staff for
engineering, social mobilization and documentation and communication.

Tribal Area Sub-Plan identifies the villages of rural and tribal areas and under this scheme the
projects for development of tribal areas are taking place to enhance their financial, social and
physical level. With the help of this programme, TSP provide them the suitable source water with a
pure and safe drinking water under different schemes head like 4215 / 2215, where in the financial
helps are done by Gujarat Water Supply & Sanitation Board. The administrative execution is to be
done by the Project Administrator of respective TSP office and the technical sanction is to be
obtained from the Executive Engineer of GWSSB.

The process involves the 100 % finance for the scheme and for the initiation of it every village Gram
Panchayat or Water Committee has to send a written request to TSP office and according to the
population of the village, the capacity of the RO plant is to be decided. For the calculation of capacity,
the Government has given a guidelines as under.

Considering the current population of any village, the consumption of drinking water for a person is
defined as 5 Liters / Day, and working hours of the RO plant maximum as 8 hours a day, keeping in
mind the availability of the electricity supply in the rural areas.
For an example : Taking the population of a village as 1600 then the total pure and safe drinking
water needed is 1600 x 5 Ltrs which gives 8000 Ltrs in a day and if we consider the working hours of
RO plant per day as 8 hours then the capacity of RO plant comes as 1000 Ltrs / Hr.

QUALITY PROBLEM

Introduction:

The Gujarat State Water Supply & Sanitation Board (GWSSD) has designed the programme “Quality
Problem” to provide pure and safe drinking water facility to the villages of Rural Areas of Gujarat where
the quality of source water is poor.
The department has defined the guide lines under which all the district level offices of GWSSD has to
obtain the samples of source water from the villages pertaining to the rural areas and has to test the
quality of water to ensure and enlist such villages facing the problem of high contaminations so that the
Govt can provide them the facility to purify the source water and enable the community to drink Pure &
Safe Drinking Water.

The Project Layout :

The programme administration is handled by the individual Districts through their Public Civil Works
Department in co-ordination with GWSSD. Under the guide lines of the Executive Engineer of the Dept,
the Water Committee formed by the Gram Panchayat will come forward to avail the water testing
facility from the dept with their respective water samples to get tested for the water quality check
through the designated laboratory of the dept itself.
After the quality check, if the water quality is declared as Un-Fit through the test reports, then the Ex
Engr approves the suitable technology of Reverse Osmosis Water Treatment for the respective village
and provide them with the fund for required infrastructure and the RO plant with suitable capacity
along with 1st year’s O&M Charges..
For availing the facility of infrastructure and RO plant, the Water Committee of that village has to do an
agreement with the dept.

The Process Involved :


• List of affected villages with poor water quality.
• A requisition letter from the Water Committee to Ex Engr.
• Water Quality test report from respective GWSSD laboratory.
• Estimation and Abstract submission by Ex Engr for the individual village.
• An agreement between Ex Engr and President of Water Committee.
• Execution of the project works at the village for required civil, electrical, plumbing works and
installation and commissioning of RO system.
• Measurement of the executed works by Asst Engr of Dept.
• Invoicing to village water committee by the respective suppliers.
• Direct payment to the suppliers by Water Committee or a Power Of Attorney in the name of
Suppliers to get their respective payments from Dept.
• The bill submission and payment to the Supplier of RO plant for O&M is to be paid by
Water Committee on quarterly basis.

DE-FLUORIDATION PROJECT
EXECUTION BY BHARAT NIRMAN CELL-MAHARASHTRA

CONCEPT OF PROPOSED GOVT. PROJECT :


WSSD-The Water Supply & Sanitation Board, in co-ordination with Bharat Nirman Cell and Maharashtra
Jivan Pradhikaran published an advertisement on 7th July 2008 in Maharashtra Times, the reason was for
inviting the letter of interest from various manufacturer and suppliers from all over India to offer a
suitable technology for fluoride removal from the ground water of affected districts of Maharashtra like
Vidarbh, Nagpur, Yavatmal
and so on.

The message sounds clear that the State Govt. of Maharashtra has targeted the high Fluoride and TDS
affected
200 villages for that up coming Pilot Project, wherein the source water found highly contaminated by
dissolved chemicals in the ground water.

The given parameters in the advertisement reflects the intention of sourcing the suitable technology to
remove Fluorides of the source water like by usage of Alum, Activated Alumina or by any other water
treatment process like Reverse Osmosis.

To calculate the capacities of the plants required for these 200 affected villages and their populations, it is
clearly mentioned to consider a daily consumption of water as 10 liters per person per day.

The calculations considering the total working hours of any plant in any of the given villages, keeping the
total power supply availability in mind as 4 – 5 hours a day, it clearly gives the result as under.

Considering the minimum population as 200 people in any village, it gives the capacity of required plant
for 200 people X 10 liters
-------------------------- = requires plant of 500 Liters / hr, ,
4 working hrs

Thus, the calculations derives the minimum approximate capacity of the plant as 250-500 liters / hour.
The other required parameters to design the technicality of the water treatment plant for the given
purpose, apparently needs certain important information like what is the TDS, Silica, Turbidity, p H ,
Chlorides, COD, BOD, Total Hardness (C a + Mg) and last but not the least and that is the content of
fluorides in the source water. All the required parameters either in ppm or in mg / Liter.

It is equally important to know the available infrastructural facilities in these villages like source of water,
pump house, Water committee and many more points are the major issue to identify.

The project would be more rapid & successful if the above points are taken in accounts properly.

Punjab govt. award village RO Project to Hi-Tech

Hi-Tech Sweet Water Technologies Pvt. Ltd., a Gujarat based company, has taken initiative in
catering the community based drinking water projects to provide Pure & Safe drinking water to
the village community and have successfully completed many such projects in various states of
India as Gujarat, Maharashtra, Punjab, Haryana, Rajasthan, Karnataka, Jharkhand and
Chhattisgarh.

Recently, Hi-Tech get an order from Water Supply and Sanitation Dept (WSSD), Punjab for
supply, installation, operation & maintenance of RO based water treatment plants on BOOT
basis for its 325 quality affected villages’ worth of Rs. 36 crores. The company would be
responsible for O&M of water treatment plants for coming 7 years and during the period;
company will sell purified drinking water to village community @ 10 paisa per liter only.

Thus by consistently catering village community with RO treated pure & safe drinking water for
years, the Company & Punjab government will serve a noble cause. Punjab government is
working on such noble project from last many years and covered majority of quality affected
villages. Recently State Deputy Chief Minister Shri Sukhbeer Singh Badal inaugurated Hi-Tech
installed RO plants of Ballur village.

Hi-Tech is also enlisted for 100% central sponsored project “Jalmani” by High Level Technical
Committee (HLTC) of Ministry of Rural Development. Hi-Tech worked on Jalmani project for
setting up Stand alone water purification systems in primary schools of Maharashtra,
Karnataka, Gujarat, Uttar Pradesh, Assam, West Bengal etc.

From last 10 years, company is working on various projects of government for water treatment
and community based drinking water projects. Hi-tech’s MD Mr. Vijay Shah says that he is
working on a mission to create awareness among village people for water borne diseases, RO
technology and its advantages so that more and more people start consuming treated water for
safety of their family members and thus making the Central and State Government’s dream
project successful.
