1. I am an Islamic scholar and alongside being an ambassador of peaceful message of Islam all around the world I
am performing my duties as chairman in one of the biggest political and religious organization. I am director of
Suffah Islamic University and leading the management in Jamia Muhammadia Rizvia. As an Islamic scholar, I
have visited Saudi Arabia, America, UK, Holland, Germany, France, Indonesia, UAE, and almost all other
countries to spread the message of Islam. I have spent almost 25 years in UK reciting Quran e Pak and for
lectures each year and have never violated any laws ever.

2. Now when I applied for visit visa on 15 th November, 2018 for which response came in 1 year 2 months. Home
officer refused saying he is not satisfied and that I like Mumtaz Qadri. In this regard, I would like to share below
mentioned thoughts. Issuing or declining visa is your authority. Alhamdulillah, I have been visiting UK for 25
years, testimony of my character can be verified by Islamic leaders, scholars and politicians of Leicester,
Glasgow, London, Birmingham and Bradford.

3. As far as I can remember I have never stayed in the UK for more than 45 days. At one point, I felt young
generation’s growing interest and inclination towards ISIS and did a speech against ISIS in 2014. I am suspecting
that the supporters of ISIS must have raised concerns against me in Embassy because of one of my speech
against them. While going to London I was stopped by immigration and was searched thoroughly. They only
found my diabetic medicine, they put up a case against me and banned my entry which was challenged by my
companions and alhamdulillah courts of Britain serve quick justice. They allowed me entry to UK. I had five years
multiple visa, which was valid for one more year during this time, I visited UK twice. Once my visa was expired,
embassy declined new visa every time with objection of bank statement. This time I applied and I am told that
my application is refused because I like Mumtaz Qadri. Whereas the case of Mumtaz Qadri is now 11 years old.
Many Sunni Sufi followers in UK love me and regard my skills highly and invite me on different Islamic events.

4. If embassy has any issues with me, they should call me for inquiry so that I can satisfy their concerns. This is my
moral and legal right. Alhamdulillah, I am proud that I have taught my followers brotherhood, love, respect,
inter religious harmony and have strongly raised voice against extremism, hatred and terrorism. I am often
invited for meetings with ambassadors of different countries for suggestions to eradicate terrorism and violence.

5. Courts of UK are famous for their justice, whereas you have not even allowed me to appeal five times. There is
no rule in the whole world where the applicant is denied to be listened and case gets rejected. My passport was
not returned to me for 14 months stopping me to go for Hajj, Umrah, and kept me from going to deliver Islamic
lectures in other countries. Is this not violation of human rights?

6. When I heard the news that my case is being inquired, I felt happy. However, I feel shocked to realize that during
this process you have not given any chance to me, administration of Islamic Center Leicester UK, administration
of Manchester Masjid or my country’s interior ministry, foreign ministry and intelligence agencies.

7. Alhamdulillah, I am follower of Bralevi Sufis of Ahl e Sunnah that has always been the strongest voice against all
the terrorist groups regardless of their connection with Talibaan, ISIS or any other extremist organization. I have
always obeyed all laws of UK during my 25 years tours and stay there. Now instead of appreciating my efforts,
you have banned my entry to UK and haven’t even allowed me to clear your doubts.
 8. As long as the case of Mumtaz Qadri is concerned, when you demand freedom of expression of individuals who
commit blasphemy causing terrorism in the world, then what is wrong with freedom of expression that believe
in raising voice against those who mock the Prophets? We as Muslims can never accept and allow blasphemy
against Prophets and I strongly believe that there should be laws prohibiting blasphemy on international level.
Allowing and denying visa is your right however the fact that killer of thousands of innocent lives Altaf Hussain is
not only living in your county but rather being protected who spreads hateful speeches online to get people
killed. The butcher of Muslims in Gujrat and now killer of thousands in Kashmir, even in India killing minorities
also, Modi freely visits UK and is never denied/rejected. The killers of innocent women and children of Palestine
are never banned in UK. Money launderers who looted billions from Pakistan like Ishaq Dar, Shahbaz Sharif and
Nawaz Sharif including his sons who are officially proclaimed offenders and are demanded by the police in
offenses, but they openly live in UK for their lavish and vicious lives. Hundreds of such cases can be mentioned
here but these few are enough for your attention only, I think justice should be equal for everyone.

9. If you discourage the ones preaching brotherhood, peace, respect, religious harmony, working against
extremism and terrorism then hatred and violence would become norm. I have mentioned some of my thoughts
to clear the exact situation, if you deem suitable you can ask your high commissioner to call me in Islamabad
office to listen my case thoroughly so that I can feel satisfied. Otherwise I would strongly believe that UK is not
working against ISIS but rather supporting them and in my case you would have to accept that “one law abiding
citizen lost and ISIS won.
