Procedures in the Preparation of

Self-Monitoring Reports (SMRs)

(DENR Administrative Order No. 2003-27,


series of 2003 and EMB Memorandum

Basic Policy
It is the policy of the State, to uphold the right of
the Filipino to a balanced and healthful ecology in
accord with the rhythm and harmony of nature.
Towards this end, a strengthened Self-Monitoring
Report (SMR) System is hereby adopted by the
DENR, as part of the compliance monitoring
system of the Department.

Scope and Coverage
 Nationwide implementation, including areas
under the jurisdiction of LLDA.

 ALL firms satisfying the criteria as enunciated in


Annex A (Industry Classification Requiring the
Services of Accredited Pollution Control Officers)
and Annex B (Firms that should have full-time
Pollution Control Officer) of DAO 26 (Series of
1992)

Purpose
 It allows firms or establishments to demonstrate their
compliance with environmental regulations (e.g. P.D.
984, P.D. 1586, R.A. 6969, R.A. 8749); and,

 It allows EMB to confirm or validate that firms or


establishments comply with environmental
regulations or requirements and it also provides for the
mechanism needed to standardized SMR
requirements as provided in DAO 2003-14.

Submission of SMRs
 In SMR Format, described in Annex A, DAO 2003-27

 Quarterly submission, within fifteen (15) calendar days


after the end each quarter

 Submit completed, signed and notarized SMR to the


EMB Regional Office where the facility is covered

Mode of Submission
 Printed copies
 The EMB ROs shall individually provide guidelines to
each firm on the number of copies and the date of
submission of SMRs
 At most, three (3) copies should be submitted

 Electronic copies
 A facility’s e-mail address should be officially
registered with the concerned EMB RO
 To register an e-mail, the firm should submit a written
request to the EMB-RO, then the EMB-RO would
acknowledge receipt and registration of the e-mail
address
 A printed copy of Module 6 should be provided to the
EMB RO thru fax or delivery

SMR Modules
 MODULE 0. General Information Sheet – this
module provides basic information about the
establishment, firm or facility. This module shall only
be prepared once.

 MODULE 1. General Information – this module


provides background information about the
establishment, firm or facility including changes or
modifications of Module 0.

SMR Modules
 MODULE 2. R.A. 6969 – this module provides
information on compliance with the requirements of
R.A. 6969. This module is composed of three sub-
modules:
 Compliance with CCO-related requirements
 for hazardous wastes treater and recycler; and
 for hazardous wastes generator.

SMR Modules
 MODULE 3. P.D. 984 – this module provides
information on compliance with the requirements of
P.D. 984.

 MODULE 4. R.A. 8749 – this module provides


information on compliance with the requirements of
R.A. 8749.

SMR Modules
 MODULE 5. P.D. 1586 – this module provides
information on compliance with the requirements of
P.D. 1586.

 MODULE 6. Others – this module provides


additional information that are not exclusive to any
of the other module/s.

Confidentiality
 EMB-accepted SMRs are considered to be public
documents

 Access by the public should be formally requested and


approved by EMB

 The SMR format was designed such that no confidential


business is to be included. The confidentiality of specific
business information as guaranteed under R.A. 6969 and
its implementing rules and regulations (IRR) is
maintained.

Evaluation of SMR
 Approximately 15 working days are required to review
and evaluate one SMR

 A Notice of Deficiency is issued to the facility within


the evaluation period indicating that additional
documents should be submitted for proper
evaluation

 If a Notice of Deficiency is not issued within said


period, the SMR is deemed accepted

Notes on SMR Submissions
 Procedural and Reference Manual provided in EMB
MC2003-008;
 Failures, inadequacies in submissions may be a ground
for disqualification in related environmental
programs; e.g., Ecowatch, Philippine Environmental
Partnership Program (PEPP) ECONA
