PA-01 IMPROVEMENTS

Hello, In this RUN it can be seen that there is a DUPLICATE tender: https://parser.tender-
service.com/ion/import/logs/208935

Upon investigation, I see that we have a bid ID PN-2020003008CM039289 and then its cancellation ID
PN-2020003008CM039289-C

Now they have re-published the same tender with the same ID number for which it has been duplicated
but it is a new one with a new date.

Here you can see the two tenders (one canceled) and the new one:

We think it is best to add the date to the External ID so it doesn't happen again in the future.
