a. According to the 1987 Constitution, who are considered to be natural born citizens of the
Philippines? 5 pts.
- Pursuant to Section 2, Article IV, natural-born citizens of the Philippines are those who are
citizens from birth without having to perform any act to acquire citizenship or by virtue of Jus
Sanguini principle; and those born before January 17, 1973, of Filipino mothers, who elect
Philippine citizenship upon reaching the age of majority are deemed natural-born citizens.

b. Having reacquired Philippine citizenship, is Fernando a natural-born or a naturalized


Filipino citizen today? Explain your answer. 5 pts.
- Fernando is deemed a natural-born citizen. In accordance with the jurisprudence and Section 3
of R.A. 9225, a former natural-born citizen who lost his Philippine citizenship by naturalization in
a foreign country shall be deemed a natural-born citizen upon reacquisition through repatriation.
c. Give five ways or reasons that a Filipino may lose his Philippine citizenship. 5 pts.
- Pursuant to Commonwealth Act No. 63 and R.A. 9225, five ways to lose Filipino citizenship are
as follow: (1) by express renunciation of citizenship, (2) by cancellation of naturalization, (3) by
having been declared by the competent court a deserter of war, (4) by naturalization in a foreign
country, however, subject to the conditions of R.A. 9225, and (5) by subscribing to an oath of
allegiance to support the Constitution or laws of a foreign country upon attaining 21 years of age
except when the Philippines is at war.
