1. Background
To provide for more efficient planning, design, construction and maintenance of local
roads, the Local Road Management (LRM) Manual has been developed through the
Provincial Road Management Facility (PRMF) Program which was implemented from
2008-2016 through the assistance of the Australian Government. The Manual has
‘since been enhanced and updated in consideration of the latest issuances and
guidelines in the planning, design, construction and maintenance of local roads.
The LRM manual, which was crafted both through technical and sustainable lenses,
contains discussions and directions on local road network administration, planning,
surface treatment options, quantity calculation and cost estimation, construction
management, maintenance management, and environmental safeguards.
2. Purpose
The purpose of this Memorandum Circular is to provide all Local Government Units
with the LRM Manual as a guide for the planning, design, construction, repair,
rehabilitation, improvement, and maintenance of local road networks.
3. Scope/Coverage
All Provincial Governors, City Mayors and Municipal Mayors, DILG Regional Directors,
ARMM Regional Governor, and all others concerned,
4. Policy Content and Guidelines
4.1 All Local Government Units may utilize the LRM Manual in all activities related to
local road network planning, design, construction, repair, rehabilitation,
improvement, and maintenance.
4.2 All DILG Regional Directors and the ARMM Regional Governor shall cause the
immediate and widest dissemination of this Memorandum Circular to concerned
Local Government Units within their respective areas of jurisdiction.
5. Repealing Clause
All DILG Memorandum Circulars, directives, orders or other related issuances
inconsistent herewith in part or in full, are hereby modified, revoked, or repealed
accordingly.Effectivity
This Memorandum Circular shall take effect immediately upon publication at DILG
