On the other hand, unity must ensure the establishment of a broad democracy both

economically and socially. If the participants in the seminar opted for a Maghreb
for the benefit of the masses, they recommended, for its realization, the
socialization of the means of production, which implies one of the structures
without which it will be difficult to eliminate all the vicissitudes of the
situation inherited from the colonial era and without which it will be impossible
to prevent the radical reform formation of a privileged minority whose sole aim
will be to enrich themselves as quickly as possible. To achieve this, it could
even go so far as to become the agent of imperialism. This will hamper both the
consolidation of independence and the establishment of a democracy. Unity will
then be against the masses and not in their favor. To avoid this reversal of the
situation, “Maghreb students are convinced that the economic and social development
of the Maghreb is conditioned by the adoption of a socialist economic policy,
which, by relying on radical structural reforms and taking into account Maghreb
realities, will ensure an economic, social and political democracy ”(1). If the
option is clear in favor of socialism as a development policy, we have not yet
succeeded in defining it, or in giving it a concrete and precise content. For Mr.
Ben Salah, it would be about a Maghreb socialism, original, which would respond to
an independence of mind. In short, it would be a neo-Destourian socialism
transposed to the Maghreb scale.
