Sir, On the subject cited matter,a scheme has been approved by the Govt of H.P. for installation of Grid Connected Solar Rooftop Plants for lighting of Street Lights. In the first phase,150 Nos. such Rooftop plants shall be provided. This scheme has been examined and in generally in line with the first amendment issued by the Himachal Pradesh Electricity Regulatory Commission on dated 06.11.2018 for Rooftop Solar PV Grid interactive system. It is, therefore, advised that the consent letters/certificates as per the requirement of Rooftop Solar Policy and the regulations may immediately be granted to all users wanting to instal these Rooftop Plants. Immediate action to Issue NOC /certificates on such proposal is desired from all concerned Assistant Engineer’s Operation in their respective areas. Sir, In the review meeting regarding the functioning of MPP& Power and NCES ON 24-5-2018 by the Hon’ble Cabinet, a target was fixed for the installation of | kWp Solar Power/Rooftop plant to give connection to the Street Lights in Selected panchayats as per the Solar Power Policy of the State. In this regard a scheme has been formulated for the installation of 150 Nos of Grid connected Roofiop Plants for lighting of Street Lights in S.C. concentrated villages in the first phase. It has been proposed that a separate connection specifically for installation of Street Lights will be taken by the panchayat for a load of 500 Watts, As per the First amendment notification issued by HPERC on dated 6-11- 2018 for Rooftop Solar PV grid interactive System for Net metering, the capacity of the Grid Connected Rooftop Plant allowed is 100% upto 5 kWp capacity and in view of this a 500 Watt capacity Grid connected Solar Plant will be installed in Panchayat/Community building for lighting of 20 Nos of Street Lights in the villages. You are therefore requested to examine the scheme and issue directions to the concerned Assistant Engineer, H.P.S.E.BLL. to give consent, so that further action can be initiated in this regard, ‘Thanking you, ‘Yous faithfully, (Ashutosh Garg, [AS) Chitf Executive Officer, HIMURJA, Shimla. PROPOSAL FOR SETTING UP SOLAR POWER PLANTS IN SCHEDULED CASTE VILLAGES UNDER THE SCHEDULED CASTE COMPONENT PLAN FOR THE OPERATION OF STREET LIGHTING SYSTEMS (LED TYPE) IN THE STATE OF HIMACHAL PRADESH. PREAMBLE: Himachal Pradesh, a wholly mountainous region in the lap of Himalayas, has the altitude ranging from 350 m to 6975 m above sea level. The total area according to Geological Survey of India (SGI) is 55673 Sq. Km and population of 60.77 lacs. The State can be divided into three zones namely (i) Shivalik Zone, (ii) Colder Zone (iii) Axis and crystalline core. Climate conditions vary from semi- tropical to semi-arctic. Substantial area of the state (constituting 42.5% of the total geographical area) remains under snow for about 4-5 months in a year. Due to heavy snowfall the reliability of the grid cannot be maintained specifically in the rural areas. With the day to day development, our rural areas are also being exposed to better methodology of lifestyle for which the existing energy solutions which was earlier confined to the Kitchen as a fuel for household, is now a major input for developmental services required particularly in rural areas. Keeping in view the depleting conventional energy sources, efforts have been made to create a mechanism so that these requirements are met thorough cost effective manner and suitable decentralized renewable energy system is evolved so as to answer the energy needs of rural areas. HIMURJA has been making efforts to provide solutions ‘to energy problems in household sector/Gram panchayats/villages, which accounts for significant percentage of the total energy requirement in rural areas. The need for the proposal to install Solar Power Plants for lighting the Solar Street Lights in the Scheduled Caste villages predominantly in the remote villages, is due to non availability of conventional type of Street Lighting Systems because of heavy energy bill of the conventional lights. A detailed proposal for the installation of Solar Street Lights has been framed, keeping in view the facts that though gird is available in the village but there is no provision of Street Light in the village paths and roads. Moreover, due to menace aa lhe a. of wild animals in these remote villages, it is very difficult for the villagers to ‘venture in the night because there is no provision of conventional street lights in most of our villages. 2. NEED FOR INSTALLATION OF THE COMMUNITY SOLAR POWER PLANT IN S.C. VILLAGES: Presently, funds are being provided under Major Head:2501 IREP by the State Govt. which are being spent on the installation of Solar Photovoltaic Street Lighting Systems in $.C. concentrated villages. The main purpose of this programme is to provide Solar Photovolatic Street Lighting Systems for community use in these Scheduled Caste villages for the upliftment of the living standard of scheduled castes. As per the guidelines the Solar Photovoltaic Street Lighting Systems are installed in the villages which are having Scheduled Caste population of 40% or more or in cluster of scheduled caste families having 90 persons or more in these villages as per the list prepared by the Department of Social Justice and Empowerment and made available to all the departments which are implementing the scheme(s) under the Scheduled Caste Component Plan. It is pertinent to mention here that at present the SPV Street Lights are being provided to these Scheduled Caste villages on the due recommendation of the M.L.A. of the concemed constituency. The budget is allocated to the 10 Districts in the State (except for tribal areas) in accordance with the Scheduled Caste population in these Districts. Further, it has been noticed that the Solar Photovoltaic Street Lighting Systems which have been installed in the Scheduled Caste villages are not being maintained properly as they have been installed at common places and nobody is taking the onus of regular maintenance or even informing the firm regarding the defects in the SPV Lights. In some of the cases it has been observed that the batteries of these SPV Street Lighting Systems have been stolen and these have become junk. In order to overcome the problem of regular maintenance of the SPV Street Lighting Systems and theft of the batteries, it is proposed to install Community Solar Photovoltaic Power Plant which would be used for running the SPV Street @o @ @ Lights in the village. Under this scheme Solar Photovoltaic Modules would be installed at a common place alongwith the Power Controller Unit and battery bank (if required). The power from the Solar Power Plant will be fed to the grid during daytime and in the evening it will be distributed in the Scheduled Caste concentrated village and will be used for lighting of paths/roads in the villages. The SPV Plants can be installed on the Off Grid mode or the Grid connected mode. — FUNDING PATTERN UNDER THE SCHEME As per the prevalent practice a brief proposal is submitted by HIMURIA to Department of Planning for providing budget under the Scheduled Caste component plan. Similarly, for the year 2018-19 a draft proposal was forwarded to the Planning Department for earmarking Rs 300.00 Lacs under the Annual Scheduled Caste Sub Plan for installing Solar Photovoltaic Street Lighting Systems in Scheduled Caste villages. As per the sanction received from the Finance department only Rs 100.Lacs have been earmarked during the current financial 2018-19 for the installation of SPV Street Lighting Systems in Scheduled Caste villages and has been decided that 50% of the cost of the SPV Street Lighting Systems will be from the Annual Scheduled Caste Sub Plan Budget and the balance 50% cost will have to be bome by thé concemed M.L.A./beneficiary. Now it has been consented by the Govt to substitute the scheme as “Installation of the Solar Power Plant in Scheduled Caste concentrated villages for operating SPV Street Lighting Systems”. Installation of these Solar Plants will be considered under the Grid connected Rooftop Solar programme for availing Central Financial Assistance. IMPLEMENTATION, OPERATION & MAINTENANCE METHODOLOGY Under this scheme the Pradhan/Secretary of the Gram Panchayat will apply for a new connection for a sanctioned load of 500 Watt with H.P.S.E.B.L. for the installation of Street Lights in S.C. villages. Based on the sanctioned connected load, the concerned Gram Panchayat will apply for Grid Connected Rooftop Plant connection which will iy bv Gil) (vy) be an exclusive connection for the Street Lights only and can be installed in the Panchayat/eommunity building in the village. U.P,S.E.B.L. will issue the consent for installation of the Grid” The concerned A,E connected Solar Power Plant. A Committee of the concerned Scheduled Caste Concentrated village will be constituted and got registered under the applicable rules. The committee shall exercise its function in the following way: a) Identification of suitable location within the village for the installation of the Solar Plant with mutual consent of the villagers. b) Sign agreement with concemed owner of the building/land for providing the same, ©) To keep record of the enerey generated on monthly basis. 4) To work out a plan for future maintenance of the Solar plant. e To keep proper record of the revenue generated from the power supplied to the grid for which Bank account will be maintained. Ee £) To work out a plan for the distribution of revenue amongst al the stakeholders. g) To collect token amount from the beneficiaries for the maintenance of SPV Plant afler the expiry of warranty period, The field functionaries of HIMURJA in the particular District shall contact the MLL.A. of that constituency for finalizing the site/village. After finalization of the site, the number of SPV Street Lights points to be set up in the village will be worked out by the HIMURIA officer alongwith cumulative capacity of the Solar Power Plant. It is proposed to install 20 Nos of Street Lights with 7 Watt LED. It is proposed that HLP.S.E.B.L. will sanction 500 Watt capacity of the Grid connected Solar Plant for lighting of the Street Lights. a MONITORING OF THE SOLAR POWER PLANT. ‘The field functionaries of HIMURJA in the concerned District will conduct periodical site inspection to check the functioning of the Solar Plant and report defects, if any, to the firm immediately for quick rectification of the faults. The committee members will also ensure that the Solar Plant remain in working condition all the time. ¥ a EXPENSES ON REPAIR AND MAINTENANCE OF THE SOLAR PLANT The firm, whosoever will supply and install the Solar Plant will be responsible for the Repair and Maintenance of the Plant for 5 (five) years. However the SPV Module will be warranted for a period of Twenty Five (25) years. After expiry of this period, expenditure to be incurred on the repair and maintenance will be met out from the earnings of this plant in terms of power generated and fed into the H.P.S.E.BLL. grid. 2 OWNERSHIP OF THE SOLAR PLANT. The Gram Panchayat will be the overall owner of the Solar Plant. ‘TECHNICAL DETAILS OF THE SPV PLANT The SPV Power Plant proposed to be installed in each S.C. village will be of 500 Wp capacity which will be enough for placing 20 Street Light points in the village and viz viz operation of the Street Lights and some income generation. The SPV Power plant will comprise of the following: f) Solar Photovoltaic Modules 1kWp (250 Watt each & 4 Nos SPV Modules). g) Power Control Unit(PCU) h) Poles. i) Luminaries (7 Watt LED) §) Wire, Clamps ete » FINANCIAL IMPLICATION OF THE PROJECT Incase a 500 Wp Solar Power Plant is used for lighting of 150 Nos of S.C. villages in 10 Districts of the State the following will be the financial implication: Cost of 500 Wp Solar Plant Rs 27, 000=00 Cost of Poles for 20 Nos Lights = Rs 24,000=00 Cost of LED Luminaries (7 Watt) 20 Nos = Rs 20,000=00 Cost of Wiring = Rs 20,000=00 Fixing of Lights, clamps etc = Rs 5000=00 ‘Total Cost for One number 500Wp Solar Plant = Rs 96,000=00 For 150 S.C. Plan =Rs 1,00,00,000=00 Total share for the 66 Nos of M.L.A = Rs 15,65,000=00 Share per M.L.A for each SPV Plants = Rs 10433=00 approx (A) ENERGY CONSUMPTION BY THE STREET LIGHTS i) Energy consumption for 20 Nos of Street Lights = 1.4 Units per day Assuming 7 Watt LED for 10 hrs operation for a single plant in a village. 4) Energy consumption for 150 Nos of such plants = 210 Units per day Total energy consumption in a year = 76,650 units per annum (B) ENERGY GENERATED FROM THE SPV PLANT iv) Energy generation from Solar Plant 500 Wp = 560 Units Assuming 280 days of sunshine v) Energy generation for 150 Nos of SPV Plants = 84,000 Units HIMACHAL PRADESH ELECTRICITY REGULATORY COMMISSION, SHIMLA NOTIFICATION Shimla, the 6 November, 2018 No. HPERC-H(1)-11/2015.-The Himachal Pradesh Electricity Regulatory Commission, in exercise of the powers conferred by Section 181, read with Sections 61, 66 and 86(1) (e) of the 2003 (36 of 2003), and all other powers enabling it in this behalf, after previous publications, hereby makes the following amendment regulations, namely:- REGULATIONS 1. Short title and commencement. - (1) These regulations may be called the Himachal Pradesh Electricity Regulatory Commission (Rooftop Solar PV Grid Interactive System based on Net Metering) (First Amendment) Regulations, 2018. (2) These regulations shall come into force from the date of their publication in the Rajpatra, Himachal Pradesh. 2. Amendment in regulation 2.-For Clause (18) of regulation 2 of Himachal Pradesh Electricity Regulatory Commission (Rooftop Solar PV the Grid Interactive System based on Net Metering) Regulations, 2015 (hereinafter referred as “the said regulations’), the following shall be substituted, namely:- “(18) “premises” means rooftops and/or open areas on the land, building or infrastructure or part or combination thereof in respect of which a separate meter or metering arrangements have been made by the licensee for supply of electrici 3. Amendment in regulation 5.- For the sub-regulation (2) of regulation 5 of the said regulations, the following shall be substituted, namely;- “(2) The maximum peak capacity of the rooftop solar system to be installed by any individual consumer covered under two part tariff shall not exceed 80 % of the sanctioned contract demand and such maximum limit in case of individual consumers, covered under single part tariff, shall be as follows, namely;- Table-1 No._| sanctioned connected load, Sr |For consumers having Maximum peak capacity of Solar PV Project. T [SEW or less. 100% of sanctioned connected load. 2 | Exceeding SkW but exceeding 10 kW. nat 70% of sanctioned connected load or 5 KW; whichever is higher. 3 | Exceeding 10 KW. 50% of sanctioned connected load or 7 KW; whichever is higher: Provided that, save as provided in the table-1 appearing in this sub-regulation, the capacity of rooftop solar PV system to be installed by an eligible consumer shall not normally exceed the limits given in Table-2 :- Table-2 Sr] Voltage at which consumers) gets | Maximum peak capacity of rooftop Solar No. supply PV System r ira) 7 EW | 2 TT86) 2OKWp cal 3 TLEV of higher T MWe: | voltage level i: Provided further that the officer(s) not below the rank of Superintending Engineer to be designated by the distribution licensee may, on request of the eligible consumer, allow, after considering all technical aspects such as the adequacy of the system and impact on the system parameters etc., installation of the rooftop solar PV system of capacity upto sanctioned connected load upto 50 kWp in cases where the consumer is getting supply through a dedicated feeder at 3 phase LT voltage: Provided further that the maximum peak capacity of the Rooftop Solar PV Grid Interactive System so worked out shall be rounded to next integral value: Provided further that the distribution licensee shall maintain the redundancy of 30% in its distribution system and in cases where any equipment of the distribution system is loaded or is likely to be loaded beyond 70% of the rated capacity as a result of the installation of such systems, the licensee shall, save as provided in Himachal Pradesh Electricity Regulatory Commission (Recovery of Expenditure for Supply of Electricity) Regulations, 2012, take immediate action to augment the system/equipment by making suitable provisions in CAPEX plan.” 4. Amendment of regulation 7.- in regulation 7 of the said regulations- (a) in sub-regulation (1), for the words “the distribution licensee to connect”, the words “the distribution licensee to install and connect” shall be substituted; (b) in sub-regulation(2), after the word “application” and before the words “and take all necessary actions’, the words “ as per the timelines given in the Table-3 of sub-regulation (9) of this regulation” shall be inserted; (c) in sub-regulation (3).- (i) for the words and figure “within 30 days” occurring for the first time, the words and figure “as per the timelines given in the Table-3” shall be substituted; (i) for the words and figure “within 30 days” occurring for the second time, the words and figure “ as per the timelines given in the Table- 2; (ii) for the words and figure “within 240 days”, the words and figure “as per the timelines given in the Table-3” shall be substituted; and (iv) in 3*4 proviso, the words “of 30 days” shall be omitted. (d) in sub-regulation (5).- ()) for the words and figure “within 10 days”, the words and figure “as per the timelines given in the Table-3” shall be substituted; and (ii) at the end the sentence “ If the distribution licensee has no stock of meters, the consumer will, upon intimation by the distribution licensee, purchase the same” shall be added; (c) in sub-regulation(6),- (i) for the words “ within one week” the words and figure “as per the timelines given in the Table-4” shall be substituted; and (i) at the end following words and figure, “and, thereafter, if considered eligible, shall record in principle approval and also take further action to grant subsidy , as per the timelines given in the Table-4” shall be added; (in sub-regulation (7), for words “ for purposes of procedure of these regulations", the words “ to avoid procedural delay in smooth implementation of these regulations” shall be substituted; and (@) the following sub-regulation (9) shall be added.- “(9) The distribution licensee; the eligible consumers, State Nodal Agency and the Chief Electrical Inspector or any competent authority shall adhere to the time lines for various activities pertaining to them as given in the following Tables-3 and 4, namely;- Table-3 ‘Activity Responsibility Timeline (Maximum ‘Working Days) ‘Submission of application, the consumer Zero date ‘Acknowledgment of application by the the distribution 02. distribution Licensee. Amendment of regulation 9.- In regulation 9 of the said regulations- (i) for the sub-regulation (1), following shall be substituted, namely;-- “(1) The eligible consumer shall, for recording the electricity generation install and maintain main Solar Meter of 0.2s class accuracy with facility for recording meter reading using Meter Reading Instrument (MRI) or Wireless equipment. Check meter shall be mandatory for Rooftop Solar PV System having capacity of more than 20 kW. For installation of capacity of less than or equal to 20 kW, the solar check meter would be optional. The cost of such meter(s) shall be borne by the eligible consumer.”; and (ii) in sub-regulation (4) for the words “meter reading taken by the distribution licensee”, the words “the meter readings of the Net Meter as well as the Solar Meter (main as well as check meter where installed) taken by the distribution licensee” shall be substituted.” 5. Amendment of Regulation 10.- In sub-regulation (9) of regulation 10 of the said regulations: (A) for the existing sub-clause (b) of clause (i), the following shall be substituted, namely ;- “(b) The distribution licensee shall settle the quantum of energy to be settled for any time of the day at the end of the settlement period in accordance with sub-regulation (5) and (8), in the following manner, namely;- () in cases where the Letter of Approval is issued as per the sub- regulation (3) of Regulation 7, also duly taking into account the 34 proviso to the same, on or before 15.11.2018, the amount payable to the consumers for such energy shall be worked out at a fixed rate of Rs. 5.00 per kWh of the energy to be settled in case of consumers covered under single part tariff and at a fixed rate Rs. 4.50 per KVAh in case of consumers covered under two parts tariff: Provided that if the amount of subsidy or grant or both, available to eligible consumer under the relevant scheme(s) of the Government(s) (State or Centre) or their agencies, exceeds 50% of the normative capital cost of the rooftop solar PV system, the aforesaid rates of Rs. 5.00 per kWh and Rs. 4.50 per kVAh, as applicable, shall be reduced by 50% and such eligible consumer shall, for such purposes, be deemed to have availed the total (maximum) subsidy or grant, or both, as available under such scheme(s) irrespective of the amount actually availed by him; (i) in cases where the Letter of Approval is issued as per the sub- regulation (3) of Regulation 7, also duly taking into account the 3" proviso to the same, after 15.11.2018- (@) in case of the domestic supply consumers, the amount payable to the consumers for such energy shall be worked out at the rate(s) determined by the Commission from time to time by considering the subsidy available to such consumers (in percentage) under the relevant scheme(s) of Government(s) (State or Centre) or their agency(ies), appropriate financial and technical parameters alongwith other terms and conditions; and (b) in case of consumers, other than domestic supply consumers, the distribution licensee shall settle such energy at the end of the settlement period at zero rate i.e. without any payment for the same.” (B) for clause (iii), the following shall be substituted, namely;- “(iii) Other charges:- (a) Any other charges as per the applicable tariff shall be charged to the consumer at par with other consumers of similar category who are not generating any Rooftop Solar PV power under this scheme. (b) In cases where the consumer is getting supply at a voltage lower than the standard supply voltage specified in the Supply Code, the Low Voltage Supply Surcharge (LVSS) shall be charged as per the rate(s) approved in the tariff orders issued by the Commission from time to time on the sum total of the solar generation and the total consumption of the consumer in each billing month.”; and (C)_ at the end sub-regulation (10) but before the sign “; the words, and also for computing the energy consumption of the consumer”, shall be added.
