General Technical Specification

CHAPTER 1 GENERAL REQUIREMENTS

SECTION 1.1 - PROJECT INFORMATION

1.1.1 Background Information

United Nations Office for Project Services (UNOPS) with the financial assistance from Department for
International Development, DFID of UK, is engaged in development of urban water supply infrastructure
in four major town Darfur, Sudan namely El Fasher in North Darfur, Nyala in Sotha Darfur, El Geneina
and Zalinge in West Darfur. The scope of work includes design and construction of water source
facilities, construction of pump station, a water transfer main, improvements to existing treatment facilities
and other ancillary works. The projects will be implemented in close consultation with Urban Water
Corporation (UWC) of Darfur and Public Water Corporation (PWC) of Khartoum.

1.1.2 Project Location and Geographical Setting

El Fasher is the Capital of Darfur and the main administrative centre in the region. The town is situated in
North Darfur and has an estimated resident population of 50,000 households and an large IDP
population. Golo reservoir located about 16km away from El Fasher town is the main source of surface
water for the town water supply scheme. The work under the proposed project is mainly located in Golo
(intake) and from Golo to existing Treatment Plant in El Fasher town (Raw Water Transmission Main).

1.1.3 Scope of Works

This Contract comprises following components of work.

• Construction of new water intake at Golo with a capacity of 3,000 m3/ day and supply and
installation of pumps and related electro-mechanical items
• Supply and installation of approximately 11 km long 315 mm dia. HDPE Raw water Transmission
main from Golo new Intake to existing Water Treatment Plant in El Fasher.
• Installation of relevant yard piping, connections and related automation systems at both Golo and
existing Treatment Plant Ends.

1.1.4 Contract Documents

The objective of the Contract Documents is to provide for the execution and completion of all details of
the works described in the Contract and it is to be understood that the Contractor shall be fully
responsible for provision of labour, material, constructional plant and equipment, tools, transportation,
necessary supplies, etc. required to execute the Contract in a satisfactory manner and in accordance with
the provisions in the Contract Documents.

In addition to fully complying with the requirements of the specifications and other provisions in the
Contract Documents, the construction programme of the Contractor shall also accommodate the following
specific requirements highlighted hereinafter.

ƒ Access to any of the roads and highways by the Contractor for the purpose of executing the contract
shall subject to prior approval of the relevant roads authorities. Submission of a well prepared
programme of work by the Contractor incorporating entire work in each section of road from trench
excavation through hydraulic pressure testing of pipelines, completion of backfilling to the satisfaction
of relevant road authority, temporary reinstatement of road surface and hand over to the roads
authorities on completion for permanent reinstatement where applicable, etc. is a prerequisite for
approval by the road authority.
ƒ Facilities to be provided by the Contractor to enhance effective supervision of the Works by the
Engineer shall be in place prior to commencing of any Permanent Works.
ƒ The contractor shall schedule to complete all residential accommodations and office building at
commencement of the works and provide electric power supply and water to enable for the use of the
supervising personnel. These services to be provided by the contractor shall be maintained through
out the entire implementation period.
ƒ A list containing materials supply schedule to the site by the manufacturer or his local agent nominated
by the bidder with a time frame shall be incorporated with the tender submission particularly to ensure
pipes and fixtures are built-in intake water retaining structure is carried out in one operation.
1.1.6 Compliance of Standards

The applicable technical standard specifications for the works appear in the contract documents are
intended to be the latest available version published by the relevant authorities. The Engineer may accept
certain materials meeting other internationally accepted standards for use in the project, provided they
are of an equal or higher quality than the reference standards. The Contractor shall provide sufficient
documentary evidence to substantiate that the standard of substituted material is better than or equal to
that stipulated in the specifications. The Engineer shall have the rights to accept or reject any proposal
offered by the Contractor. The Contractor shall provide copies of all relevant standards in English to the
Engineer for reference and approval at no additional cost to the Project.

1.1.7 Minimum Standard

The specifications, drawings and other contract documents stipulate a minimum standard required for
materials, manufacture and workmanship. The Contractor shall include in his tender the cost of any
additional work or improvements in the quality of the work that he may consider necessary to
unconditionally guarantee the performance of the completed works in conformity with the Contract. All
such proposals shall be given in the form of an annex but there is no obligation on the part of the
Employer to accept any of the proposals offered by the Contractor.

1.1.8 Workmanship

The quality of the workmanship and materials shall be compatible with the latest version of BS/BSEN ISO
9000 Series of Quality Control and Assurance Standards.

1.1.9 Contract Documents at Site

The Contractor shall have a complete copy set of Contract Documents including specifications, approved
construction drawings, standard specifications or parts of specifications applicable to works on site at all
times. The Contractor shall make available any document relevant to this Contract upon demand by the
Engineer. Failure to have copies of these documents on site shall be considered an infraction to the
Contract and any delays caused to the works as a result of this lapse shall be the responsibility of the
Contractor.

1.1.10 Pre-Construction Conference

A pre-construction meeting shall be held at a mutually agreed time and place attended by representatives
of the following organization prior to the start of Permanent Works at site.

ƒ The Contractor, the Engineer, the Employer and/or his representative and PWC / UWC.
ƒ Representatives of other agency or authority as appropriate, and
ƒ Others as requested by the Contractor, the Employer or the Engineer.

The Contractor shall submit to the Engineer a tentative proposal for each of the following at least seven
days prior to this meeting for discussion:

ƒ Site organization chart, key posts and curriculum vitae of the key staff to be employed for this
project on full time basis by the Contractor
ƒ Overall Construction Programme
ƒ List of construction equipment proposed for the works including category, number, type and
capacity and this list shall not be inferior to the one submitted during pre-qualification
ƒ Proposal for location and size of the camps, offices, workshops and stores etc.
ƒ Computer system and software to be used in producing detail programmes and sub programmes
as well for monitoring and updating the progress and resources throughout the project.
ƒ Details of normal working days and daily working hours
ƒ Forms of shop drawings for materials and other submittals for approval
ƒ Details of procurement of imported materials if, any
ƒ Details of procurement of local materials such as Ready Mix Concrete, Steel, Cement, etc.
ƒ Cash flow forecast
ƒ Draft format of monthly interim statement

The purpose of this meeting is to designate responsible personnel and establish a cordial working
relationship among the concerned parties. Matters requiring co-ordination for smooth implementation of
the project shall be discussed and procedures for handling such matters will be established. The agenda
for the meeting shall include but not limited to:

ƒ Tentative overall programme and sub programmes of the Contractor


ƒ Proposed method of work and site organisation of the Contractor
ƒ Transmittal, review and distribution of submittals by the Contractor
ƒ Processing applications for payment & payment procedures
ƒ Maintaining record documents
ƒ Critical work sequencing
ƒ Testing of materials and quality control procedures.
ƒ Field decisions and variations
ƒ Use of office and storage areas, security, and the Employer's needs
ƒ Major procured items, deliveries and priorities

ƒ Collection procedure of pipe materials and fittings from designated depots and storing
arrangements
ƒ Contractor's assignments for safety and first aid
ƒ Co-ordination with other agencies.
ƒ Any other relevant matters

1.1.11 Progress Meetings

The Engineer shall schedule and hold regular progress meetings at least ones a month and at other times
as required based on the degree of construction activities at site to review the progress of the work,
maintain co-ordination of efforts, discuss programme changes and resolve other associated problems
which may develop from time to time. Further regular site meetings shall be conducted at each sub
project at dates and intervals agreed with the Engineer.

The Engineer, Contractor and NWSDB shall be represented at each Progress Meeting. The Contractor
may at his discretion request the attendance of representatives of his material or equipment suppliers and
manufacturers. The Engineer shall preside the meetings and shall provide facilities for record keeping
and distribution of the minutes.

1.1.12 Site Administration

The Contractor shall be fully responsible for all areas of the site used by him in the performance of the
works. He shall exert full control over the actions of all his employees and other persons with respect to
the use and preservation of property and existing facilities, except such controls as may be specifically
reserved to the Engineer or others. The Contractor has the right to expel from the site all persons who
have no purpose related to the Works or its inspection or to operations related to dominant rights to the
site with the approval of the Engineer.

The Contractor shall provide a sufficient number of interpreters at sites to facilitate effective
communication in English to the satisfaction of the Engineer.

1.1.13 Coordination with Authorities and Agencies

The Contractor shall be responsible for full compliance with the requirements of all duly constituted
Authorities and Agencies concerned with any or all of the work under this Contract. The Contractor shall
give to the Engineer copies of all written notices required by the authority and the responses given.

Specific requirements for dealing with authorities concerned with roads and rivers are included in this
specification but this shall not relieve the Contractor of his general obligations under this Clause. The
Contractor shall have early discussions with these authorities as regards their requirements and
procedures and seek the assistance of the Engineer where necessary to arrange such discussions.

SECTION 1.2 - CONTROL OF WORK

1.2.1 Land for Construction Purposes

(1) Public Property

The Contractor from relevant agencies shall obtain permits or approval for work to proceed with the
assistance of UNOPS/UWC. All works performed and all operations of the Contractor, his employees or
sub-contractors within the limit of the public property shall be in conformity with the requirements and be
under the control (through the Employer) of such agencies owning or having jurisdiction over and control
of the right-of-way in each case

Materials or equipment shall not be placed on the property until the relevant agency has agreed to the
location to be used for storage. The locations and extents of the areas so used shall be within the
property line directed by relevant agencies. The Contractor shall immediately move stored materials or
equipment at his own cost, if any occasion arises or when requested by the relevant agency and
instructed by the Engineer.

Utilities and other concerned agencies shall be contacted and permission obtained prior to cutting or
closing roads, streets or other traffic areas or excavating near underground or above ground level utilities.

(2). Private Property

The Contractor shall not enter for any deliveries or occupy for any other purpose with men, tools,
equipment, construction materials, or with materials excavated from any trench or pit in any private
property outside the designated way-leaves without written permission from the owner and/or tenant of
the property.

Whenever the way-leave is occupied by crops which will be damaged by construction operations, the
Contractor shall notify the Engineer and owner or tenant sufficiently in advance so that where possible the
crops may be harvested before excavation or trenching is started. The Contractor shall be responsible
for all damage outside of the way-leave and shall make satisfactory settlement at his own cost for the
damage directly with the property owner and/or tenant involved.

A Condition Report of the area likely to be affected by the works shall be prepared in advance by the
contractor for discussion and agreement with the owner/tenant and the Engineer prior to commencement
of any work.

(3). Access to Private Property

When it is necessary to temporarily deny access to owners or tenants to their property or when any utility
service connection has to be interrupted, the Contractor shall give written notice as prescribed herein or
by the relevant Authority sufficiently in advance to enable the affected persons to secure alternative
arrangement for their needs. Notices shall include appropriate information concerning the interruption
and instructions on how to limit their inconvenience.

1.2.2 Surveying and Setting Out

All Work shall be done to the lines, grades and elevations shown on the Drawings. Basic horizontal and
vertical control points shall be established by the Contractor based on the control points designated by
the Engineer on the drawings. These points shall be checked by the Contractor for accuracy and shall be
used as datum for the work. All additional survey, layout and measurement work shall be performed by
the Contractor as a part of the work without any additional cost to the Employer.

The Contractor shall provide qualified and experienced surveyors and instrument men, competent
assistants and such instruments, tools, stakes and other materials required to complete the survey, layout
and measurement work. In addition, the Contractor shall furnish without charge, competent men from his
force and such tools, stakes and other materials as the Engineer may require in establishing or
designating control points, in establishing construction easement boundaries or in checking survey,
layout, and measurement work performed by the Contractor.

The Contractor shall keep the Engineer informed, with a reasonable time in advance of the times and
places at which he wishes to do work so that horizontal and vertical control points may be checked by the
Engineer with minimum delay to the works.

The Contractor shall remove and reconstruct work, which is improperly located at his own cost and to the
satisfaction of the Engineer.

1.2.3 Constructional Plant and Equipment

The Contractor shall furnish adequate and appropriate construction plants and equipment with suitable
type and capacity to secure a satisfactory quality of work and rate of progress to ensure completion of the
project within the time limit stipulated in the Contract.

The Contractor shall also furnish to the Engineer a list containing all construction plants and equipment
that he intends to deploy at site before commencement of work. All these plants and equipment shall be
equivalent or higher in capacities and numbers as specified in the contract document or provided at the
pre-qualification or tender stage by the Contractor.

1.2.4 Locations of Work

Pipelines and connected structures have been located fairly accurately as indicated on the tender
drawings in cognisance of the data available at the time of detailed design stage in respect of existing
utilities. The Engineer reserves the right to modify locations to avoid interference with existing structures
and utilities or for other reasons.

1.2.5 Open Trench Safety

The particular environment shall control the length of open trench excavation together with surrounding
conditions, but shall always be confined to the limits prescribed by the Engineer, which may include but
not limited to overnight closure.

1.2.6 Uncovering Work for Inspection & Correction of Defective Works

Contractor shall perform all cutting, removal, patching and repairs required for the work as may be
necessary in connection with uncovering of work for inspection, for the correction of defective works, for
the installation of improperly timed work, to remove samples of installed materials for testing, and to
provide for alteration of existing facilities or the installation of new work in existing construction at no extra
cost to the Employer.

Except when the cutting or removal of existing construction is specified or indicated, the Contractor shall
not undertake any cutting or removal, which may affect the structural stability of the Work or existing
facilities without concurrence of the Engineer.

The Contractor shall provide all shoring, bracing, supports and protective devices as necessary to
safeguard all works and existing facilities during cutting, removal, patching and repair operations.
Materials shall be cut and removed to the extent indicated on the Drawings or as required to complete the
work. Materials shall be removed in a careful manner without inflicting any damage to adjacent facilities
or components. The Contractor shall remove and dispose of materials, which are not salvageable from
the site.

All works and existing facilities affected by cutting & patching operations shall be restored with new
materials or with salvaged materials acceptable to Engineer to obtain a finished installation with the
strength, appearance, and functional capacity required. If necessary, entire surfaces shall be redone and
refinished.

1.2.7 Protection of Existing Structures and Utilities

The Contractor shall assume full responsibility at no additional cost to the Employer for the protection of
all buildings, structures, natural embankment and utilities either public or private including poles, signs,
services to buildings, utilities in the street, water pipes, hydrants, drains, electric and telephone ducts and
conduits whether or not they are shown on the Drawings. The Contractor shall carefully support and
protect all such structures and utilities from inflicting injury of any kind.

The Contractor shall bear full responsibility for obtaining all locations of underground structures and
utilities and all such services shall be maintained uninterrupted during construction. Prior to
commencement of work in the vicinity of structures likely to be affected by the works, the Contractor shall
prepare a condition report of such structures to be agreed with owner and the Engineer. Some details of
existing utility services are available and incorporated on the relevant drawings and may also be
inspected at the office of the Engineer. The Employer accepts no responsibility whatsoever for any
omissions or for the incorrect representation on the drawings of these existing services.

The Contractor in collaboration with the Engineer shall contact the local officials of each of the statutory
authorities responsible for buried services and shall maintain close liaison with them throughout the
construction period. Under the co-ordination of the Engineer the positions of all main services liable to
interference by the construction work shall be established prior to commencement of work. Trial holes
shall be made at locations where necessary information are readily unavailable or cannot be derived from
records or surface indications without any additional cost to the Employer. Apart from verifying positions
of the underground existing services to avoid damage, scrutiny is needed to clarify those main services
that might conflict with the drawings. In the event of conflicts, the Engineer may consider possible
amendment to the design as an alternative to diversion of the existing service main.

Early scrutiny of these services is essential to enable for such diversions to be made in advance of the
construction. In addition to the scrutiny referred to above, the Contractor shall take all reasonable
precautions to prevent damage to existing buried main services and connections to buildings. The
Engineer may be able to extend assistance by writing only to the various authorities and requesting them
to disclose relevant information to the Contractor.

The Engineer may agree for diversion of service connections where they conflict with the Permanent
Works in detail when such connections are encountered. Drain and sewer diversions shall be made by
the Contractor and other diversions by the statutory authority unless prior agreement is obtained from
them for the work to be done and shall issue detailed instructions for each diversion. The cost for
crossings of new pipeline under all existing service connections to individual premises or properties shall
be deemed to be included in the unit rates for pipe trench excavation.

The Contractor shall in any case provide adequate temporary support to all existing services and
connections that are exposed or partially exposed or otherwise weakened by the excavation. The
Contractor shall immediately notify the Engineer and relevant statutory authority and afford every facility
for their quick repair when any damage occurs to the services. No separate payment shall be made to the
Contractor for such repairs.

In addition to the precautions to be taken with buried services, the Contractor shall ensure that his plants
and equipment do not damage pipeline or pipe supports above ground level or any electricity or
telephone overhead cables. Adequate precautions shall be taken to prevent his plants from operating too
close to overhead high tension cables and shall in conjunction with the Engineer and electricity authority
establish all necessary precautions for crossings under such cables. No mechanical excavation shall be
permitted within 2 metres of the established positions of high voltage cables. If electric power lines need
to be diverted, the Contractor will have to initiate such action prior to commencement of work through the
agency concerned in liaison with the Engineer.

1.2.8 Obstruction of Utility Services

The Contractor shall ensure that all existing fire hydrants, control valves and other utility controls shall
remain unobstructed and readily accessible by the relevant authority at all times during the construction of
the work.

1.2.9 Operation of Utility Services

The Contractor shall obtain written approval from the authorities concerned before operating any valve,
switch, or other control on existing utility services. The Contractor in advance, the full detail of operation
date, time and probable length of time of service interruption shall notify all consumers affected by such
operation. In case of drinking water supplies, the Contractor shall provide alternative arrangements to
supply water (such as supply with water tanker) to the affected consumers without any charge.

1.2.10 Maintenance of Flow

The Contractor shall provide alternative arrangement for the flow of drains and watercourses interrupted
during the progress of the work and shall immediately remove all offensive matters on completion. The
entire procedure of maintaining existing flow shall be fully discussed with the Engineer well in advance of
the interference.

1.2.11 Provisions for Traffic and Detours

The Contractor shall conduct his construction activities in such a manner that interference with the flow of
traffic and inconvenience to road users are kept to a minimum. He shall construct temporary bridging

across his trenches where necessary to facilitate traffic including access to private property and to
pedestrians. Road shall not be closed unless permitted by the relevant road authority. The Contractor
shall provide all luminous barricades, red warning lights, and traffic signs required to divert the flow of
traffic where detours are permitted and shall expedite construction operations to minimise disruption.
1.2.12 Co-operation with other Contractors

The Contractor shall plan, schedule and co-ordinate his operations in a manner that will facilitate
simultaneous progress of the work of other contractors working on roads, electricity, telecom, etc.
implemented by other agencies.

1.2.13 Clean-up Work

The Contractor shall bear full responsibility for the protection of all finished exterior and interior surfaces,
fixtures and equipment from stains, marks, dirt or damage of any kind, from the time of their construction,
finishing or installation until the time of final handing over the fully completed work to the Employer.

Before requesting an inspection of the completed works with the intent of final acceptance, the Contractor
shall do all necessary cleaning, making good and touching up that may be required to leave all finished
surfaces, fixtures and equipment in acceptable condition in accordance with the full intent and meaning of
these specifications. The Contractor shall observe the following particular requirements, which shall be
recognised as setting the standard for the final condition of the work and the cost of such works shall be
included in the unit rates of relevant BoQ items.

(1) Building Sites

Remove all surpluses and excavated materials and leave the site in a clean neat and satisfactory
condition to the approval of the Engineer.

(2) All Exposed Concrete, Masonry and Sheet Metal

Thoroughly clean all exposed concrete, masonry and sheet metal surfaces to eliminate mortar droppings.

(3) Glass

If necessary repair, wash and thoroughly clean glass on all faces and free it from excess glazing
compound, paint and scratches. Air spaces of double-glazed sash shall be absolutely free from shavings,
sawdust or dirt of any kind.

(4) Painted, Enamelled and Varnished Surfaces

Clean all such surfaces free from of all marks, stains, scratches and fingerprints as well as repair all other
damages.

(5) Floor Surfaces

Remove all temporary protective coverings and shall leave all surfaces clean, unmarked and free from
stains, and where specified properly waxed and polished.

(6) Glazed Walls

Clean all glazed wall surfaces of stains or spattered paint.

(7) Finish Hardware, Lighting Fixtures and Electrical Outlet Plates

Clean and polish and leave free from paint, dirt or dust, particularly all hinges which shall be oiled.

(8) Duct Work

Remove dust and debris from all ductwork.

(9) Roof Surfaces

Ensure that roof topping where shown on the drawings is evenly spread, intact and free from construction
debris, nails or any other foreign matter.

(10) Electrical Equipment, Appurtenances

Ensure that all equipment is properly operating and maintained to the satisfaction of the Engineer, is
equipped with all necessary fittings and controls and that the applicable operating and maintenance
manuals for all equipment have been furnished to the Engineer.

(11) Plumbing and Plumbing Fixtures

Free all pipes and fittings from dirt and debris clean and polish all fixtures and ensure that facilities are in
proper working order.

(12) Pipe Work

Check all piping works for sufficient supports, water tightness, and cleanliness.

(13) Control and Safety Equipment

Ensure that all such equipment is properly operating, calibrated and maintained for the service intended
and left in a clean condition.

1.2.14 Flotation

The Contractor shall take all-necessary precautions against flotation of any structures or pipelines. The
Contractor shall be fully responsible for any damage caused by flotation and for making good of such
damage at no extra cost to the Employer.

1.2.15 Inconvenience and Right of Access

The construction of the works shall be carried out avoiding inconvenience as far as possible to the
owners and occupants of properties adjacent to the works.

1.2.16 Preventive Measures for Water Interruption

The Contractor shall also ensure that he has stocks of repair fittings and pipe materials at each pipe
laying gang location to enable effect immediate repairs and minimise interruption of water supplies in the
event of accidental pipe damage to existing services.

1.2.17 Excess Fill Material

The Contractor shall be responsible for making arrangements for the removal and disposal of all excess
materials from any excavation not considered for reuse in the grading and other purposes and for
handling of this excess material over whole distance from the point of excavation to the point of disposal.

1.2.18 Pumping and Drainage

The Contractor shall dispose of all groundwater and surface runoff to existing water courses with all
measures needed to prevent excessive solid materials being discharged, all in a manner approved by the
Engineer.

1.2.19 Overhead Construction

No machinery shall be employed which, in the opinion of the Engineer shall unduly interfere with cables
and other overhead construction.

1.2.20 Unfavourable Construction Conditions

The Contractor shall confine his operations to work that will not be affected adversely by unfavourable
weather situation either wet ground or other unsuitable construction conditions. No portion of the work
shall be constructed under conditions, which would adversely affect the quality or efficiency thereof,
unless special means or precautions are taken by the Contractor to perform the work in a proper and
satisfactory manner to the approval of the Engineer.

1.2.21 Public Notice of Starting Work

The Contractor shall provide and distribute to all residents in the area that may be affected by the work, a
full-page size printed notice in Arabic and English languages with wording similar to that shown in the
next page.

SECTION 1.3 - SUBMITTALS

1.3.1 Construction Programme

The Contractor shall submit six (06) copies of his overall construction programme together with a soft
copy within twenty-eight (28) days from the date of Contract Award. The Contractor shall comply with the
following aspects in the preparation and presentation of his programme:

(a) Employ appropriate computer based project management software approved by the Engineer for
this purpose. The system used shall clearly show the Contractor’s construction programme,
resources, procurement schedule and cash flow requirements, and during the course of the
contract be capable of clearly showing progress compared to the programme.

(b) The overall construction programme submitted in a bar chart form and shall show the start and
finish dates of the principal preparatory and construction operations including mobilisation,
approvals of materials and equipment, procurement and delivery of materials and equipment,
construction and installation, testing commissioning and hand-over.

(c) A graph showing the build-up of staff and labour resources related to the tasks and work
identified in the Construction Programme.

(d) A schedule of major plant and their resident time on site related to the Construction Programme.

(e) A Critical Path Network (CPN) showing the optimum order of work, available time for each activity
and effects of delays. The CPN shall be updated during the course of the contract to show
construction sequence changes that may arise together with the changes in resources needed to
maintain the overall schedule for completion of the contract on time.

(f) Programming shall take into account:


ƒ The Notice to Commence Work
ƒ The periods for approval of the programme or subsequent revisions thereto
ƒ The periods for approvals procurement and delivery to site of materials and equipment
required for incorporation in the Permanent Works.

Approval of the programme and shop drawings shall not relieve the Contractor of any of his
responsibilities under the Contract.

(g) Six copies of programme revisions that become necessary during the course of the work shall be
submitted to the Engineer for approval of the details at least seven days before the proposed
revision is to be implemented. Six copies of the revised programme as approved shall be
supplied to the Engineer within three (03) days of approval being given.

(h) The overall programme shall be based on sub-programmes for each sub-project. The sub-
programmes shall include all the principal tasks envisaged to be required for the proper execution
of the sub-project.

In the case of pipe laying in roads, the periods required for obtaining permission from the relevant
authorities for entry into the roads and for the execution of the work until completion of testing and hand-
over to the authorities for final reinstatement work shall be included. The Contractor shall be required to
discuss the sub-programmes for each section of road with the Engineer and the relevant roads authorities
prior to start work and shall be expected to make such changes to the order of work as the authorities
may impose.

1.3.2 Progress of Works

(i). Contractors progress reports


The Contractor shall submit Monthly and Quarterly progress reports to the Engineer in quadruplicate at
least 7 days prior to the dates set for monthly and quarterly progress meetings together with soft copies.
The actual work done shall be superimposed on the approved programme of works. The contractor shall
furnish a valid justification for any deviation from the programme and shall state suitable proposals for
improving progress in the event of lapses in the accomplished progress in order to catch up the lost time.

(ii). Photographic Record


The Engineer will maintain the photographic records of various events in the project area every month
during the construction period. The Contractor shall submit a progress report in quadruplicate to the
Engineer incorporating with relevant Photo Prints using a digital camera.

(iii). Progress Meetings

The progress meetings shall be conducted by the Engineer in compliance with the provisions
incorporated in Clause 1.1.11 hereinbefore of this Chapter.

1.3.3 Survey Data

All field books, notes and other data developed by the Contractor in performing surveys required as part
of the work shall be made available to the Engineer for examination and verification throughout the
construction period. All such data shall be submitted to the Engineer in a systematic format with the other
documentation required for final acceptance of the work. The survey shall be done in the presence of the
Engineer or his representative where measurement for preparation of monthly invoices is required.

1.3.4 Shop Drawings and Engineering Data

All shop drawings regardless of origin shall be stamped bearing the approval of the Contractor and
identified with the name and number of this Contract, Contractor's name, and references to applicable
specification paragraphs and Contract Construction Drawings. Each submittal shall indicate the intended
use of the item in the work. When catalogue pages are submitted, applicable items shall be clearly
identified and printed brand name, manufacturer’s name and address clearly visible. The current
revision, issue number and/or date shall be indicated on all shop drawings and other descriptive data.

The Contractor's stamp of approval shall be representation to the Employer and the Engineer that the
Contractor has assumed full responsibility for determining and verifying all quantities, dimensions, field
construction criteria, materials, catalogue numbers, and similar data, and that he has reviewed or co-

ordinated each submittal with the requirements of the work and the Contract Documents. The Engineer
shall accept no shop drawing or other submittal from anyone but the Contractor. The Contractor shall be
responsible for any submittals from his suppliers and manufacturers.

Engineering data covering all equipment and fabricated materials to be furnished under this contract shall
be submitted to the Engineer for review. These data shall include drawings and descriptive information in
sufficient detail to show the kind, size, arrangement, and operation of component materials and devices;
the external connections, anchorage, and supports required; performance characteristics; and
dimensions needed for installation and correlation with other materials and equipment and the standard
for which the equipment or material is manufactured.

The Contractor shall in writing direct specific attention to revision other than those called for by the
Engineer on previous submissions when corrected copies are resubmitted. Neither the work shall be
performed in connection with the fabrication or manufacture of materials and equipment nor shall any
accessory or appurtenance be purchased until the Engineer reviewed the shop drawings and data thereof
except at Contractor's own risk and responsibility.

The Engineer shall be provided with four (4) copies of each shop drawing and necessary data initially for
review. In the event of the shop drawings and data [two (2) copies] are returned to the Contractor with
remarks “EXCEPTIONS NOTED”, the corrections shall be made as noted thereon and as instructed by
the Engineer and not less than two (2) additional copies of all such amended shop drawings and data
shall be furnished for final review. The drawings and data that are returned marked “NO EXCEPTIONS
NOTED” shall be considered as approved and the contractor shall provide at least two (2) additional
copies for the use of the Engineer.

The Engineer's review of shop drawings and data submitted by the Contractor shall cover general
conformity to the Drawings and specifications, mistakes, contradiction, external connections, and
dimensions which affect the layout. The Engineer's review of shop drawings returned marked “NO
EXCEPTIONS NOTED” or “EXCEPTIONS NOTED” does not indicate a thorough review of all
dimensions, quantities, and details of the material, equipment, device, or items shown.

All shop drawings and data after final processing by the Engineer shall become a part of the Contract
Documents and work shall conform to the shop drawings and data unless otherwise authorised by the
Engineer. Any need for re-submission, or any other delay in obtaining the Engineer's review of submittals
shall not entitle the Contractor to extension of the Contract Period.

1.3.5 “As-Built” Drawings

The Contractor shall submit one copy of the draft “As Built” drawings for Engineer's approval as soon as
each portion of work is completed. The “As-Built” Drawings are required as a record of all work carried
out. The Original “As-Built” drawings shall be furnished in electronic format (3 No. soft copies) together
with three sets of hard copy in A3 size all bound properly in orderly manner. In these drawings, it is
necessary to indicate "As-Built" conditions including field modifications and furnish additional copies for
insertion in equipment instruction books or operation and maintenance manuals as required. All such
copies shall be clearly marked "AS-BUILT" and production of “As-Built” Drawings shall proceed in parallel
with the construction work and shall be considered as part of the completed product.

In the case of the Distribution System and Transmission Mains, the “As-Built” Drawings shall indicate at
least three (3) tie measurements for each and every tee junction, sluice valve, washout valve, air valve,

non-return valve, fire hydrants and bends facilitating subsequent identification of buried installations. If
such locations occur more than 200m apart along the pipeline, tie measurements for additional locations
on pipeline shall be provided so that the locations with tie measurements are not more than 200m apart.
Where pipelines are laid to curvature with deflection at joints, tie measurements shall be indicated at
closer intervals to the approval of the Engineer.

The “As-Built” Drawings, at the junctions showing the schematic arrangements (Junction Details) shall be
presented on A3 size sheets, arranged in sequential order along each pipeline. Lettering shall also be
sized and arranged to enable legible reading in A3 size.

1.3.6 Operation and Maintenance Data and Manuals

All operation and maintenance data manuals shall be only in English language. Adequate operation and
maintenance information shall be supplied for all equipment requiring operation and maintenance or other
attention. The Contractor shall prepare an operation and maintenance manual for each type of
equipment provided by him as indicated herein. Parts lists and operation and maintenance instructions
shall be furnished for other equipment not listed in this schedule when requested by the Engineer. In
addition to the Operation and Maintenance manual prepared by the Contractor, the Contractor shall
furnish the Manufacturer’s operation and maintenance manuals for each equipment supplied under the
contract.

Operation and maintenance manuals shall generally include but not limited to the following as relevant:

ƒ Equipment function, normal operating characteristics, and limiting conditions


ƒ Assembly, installation, alignment, adjustment, and checking instructions
ƒ Lubrication and maintenance instructions
ƒ Schematic job guides showing operation procedures for major equipment and system (copy of
sketch or other proper presentation shall be suitably displayed on equipment side on plastic
panel)
ƒ Preventive maintenance procedure of electro-mechanical system
ƒ Guide to "troubleshooting"
ƒ Parts lists with part numbers and predicted life of parts subject to wear
ƒ Outline, cross section, and assembly drawings, engineering data, and wiring diagrams
ƒ Test data and performance curves, where applicable
ƒ Contact organisations / persons for after sale services

The operation and maintenance manuals shall be in addition to any instructions or parts lists packed with
or attached to the equipment when delivered, or which the Contractor may require.

Manuals, catalogues, spare parts manuals and other data shall be printed on heavy, highest quality
paper, A4 size with standard 2-hole punching with ring binder with a punching interval of 8 cm. Drawings
and diagrams shall be reduced to A4 or A3 size or where reduction is not practicable, larger drawings
shall be folded to A4 size separately and placed in envelopes, which are bound into the manuals. Each
envelope shall bear suitable identification on the outside.

Two (2) preliminary copies of each manual, temporarily bound in heavy paper covers bearing suitable
identification shall be submitted to the Engineer prior to the date of shipment of the equipment. After
review by the Engineer, the approved final of each operation and maintenance manual together with three
(3) copies shall be prepared and delivered to the Engineer not later than thirty (30) days prior to placing
the equipment in operation.

Finalized O&M manuals prepared after incorporating problems encountered during testing including all
parts lists and information shall be assembled in substantial and permanent, two-ring or two-post binders
in one or separate volumes as instructed by the Engineer. As much as possible, material shall be
assembled and bound in the same order as specified, and each volume shall have a table of contents
and suitable index tabs.

All material shall be marked with Project identification, and inapplicable information shall be marked out or
deleted.

1.3.7 Layout Data

The Contractor shall keep neat and legible notes of measurements and calculations made by him in
connection with the layout of the work. Copies of such data shall be furnished to the Engineer for use in
checking the Contractor's layout as provided under Lines and Grades. The Engineer shall transmit all
such data considered of value to the Employer with other records upon completion of the work to the
Employer.

1.3.8 Standards and Specifications

The Contractors shall provide the Engineer with two sets of each standard and specification referred to in
this specification concerning equipment, materials and workmanship in English.

SECTION 1.4 - CONTROL OF MATERIALS

1.4.1 Approval of Materials and Equipment

Brand new materials and equipment shall only be incorporated in the work. All materials and equipment
furnished by the Contractor shall be subject to the inspection and approval of the Engineer. No material
shall be incorporated into the work without prior approval of the Engineer. The Contractor shall submit to
the Engineer data relating to proposed materials and equipment to be furnished for the work. Such data
shall be of sufficient detail to enable the Engineer to identify the particular product and to form an opinion
as to its conformity to the specifications.

The Contractor shall furnish all required facilities including labour for the handling and inspection of all
materials and equipment. If the Engineer requires, either prior to beginning or during the progress of the
work, the Contractor shall submit samples of materials for such special tests to demonstrate that they
conform to the specifications. Such samples shall be furnished, stored and tested as directed at no extra
cost to the Employer.

The Contractor shall submit data and samples sufficiently early but not less than twenty-one (21) days
prior to the approval-required date to permit consideration and approval before materials are ordered.
Any delay of approval resulting from the Contractor's failure to timely submits samples or data shall not be
used as a basis for any claim financial or otherwise against the Employer. In order to demonstrate the
proficiency of workmen or to facilitate the choice among several textures, types, finishes and surfaces,
the Contractor shall provide such samples of workmanship of finish as may be required by the Engineer.

1.4.2 Inspection and Testing

The Bidders are required to ensure that the goods to be supplied under this contract shall conform to the
specifications and other requirements. The supplier shall obtain the certificates of Inspection for the
specific requirement of this contract document carried out by one of the following inspection agencies or
similar acceptable to the Engineer.

No material shall be delivered to the site without formal inspection having been carried out or waived in
writing by the Engineer and a certificate issued by the Contractor, which is endorsed by the Engineer that
the item conforms to the requirement of the Contract in all respects.

The Contractor shall perform or make arrangements for all tests and analysis of materials, equipment,
and structures in accordance with the relevant clauses of the specifications in the presence of the
Engineer when requested. All facilities, labour, and materials required for the satisfactory performance of
these tests, analysis, and inspections, whether on the site, at the place of delivery, at the manufacturer's
laboratory, or at an independent testing laboratory shall be supplied by the Contractor at his own
expense.

The Employer and/or Engineer may make surprise inspections at any of the manufacturing or shipping
points at any time in addition to the schedule provided in this specification at the cost of the Employer.
However, during such inspection, if it is found that any of the items is not being manufactured or shipped
in accordance with the specifications, the Contractor shall bear all expenses including fees incurred by
the Employer and/or Engineer in respect of such inspections.

The Engineer may require the Contractor to submit the material testing results for his approval before the
material is used. The testing shall be performed at an independent laboratory approved by the Engineer.

The Contractor shall furnish the required samples together with test results when requested at least three
(3) weeks before he anticipates ordering them to allow time for the Engineer to make a decision.

Any inspections carried out by the Engineer shall not relieve the Contractor of his obligations under the
Contract.

1.4.3 Equivalent Materials and Equipment

Whenever a material is specified using internationally accepted name of the standard and/or class, the
specified item mentioned shall be understood as the minimum acceptable standard. Other material may
be accepted provided that sufficient information is submitted as specified in elsewhere in this
Specification to allow the Engineer to determine that the materials proposed are equivalent or better than
those named. Such items shall be submitted to the Engineer at least 21 days prior to the expected date
of approval for review by the procedure set forth in Section 1.3 of this Specification "Submittals".

1.4.4 Handling and Storage of Materials

Cement and lime shall be stored off the ground, covered and kept completely dry at all times. All
structural steel, miscellaneous steel and reinforcing steel shall be stored off the ground or otherwise to
prevent accumulations of dirt or grease and in a position to prevent accumulations of standing water to
minimise rusting. Beams shall be stored with the webs vertical. Pre-cast concrete elements shall be
handled and stored in a manner to prevent accumulations of dirt and stagnation of water, staining,
chipping or cracking. Masonry products shall be handled and stored in a manner to reduce breakage,
chipping, cracking, and spilling to a minimum. Any materials considered to be damaged and unfit for the
intended use or specified work in the opinion of the Engineer shall be promptly removed from the site of
the work and the Contractor shall not be liable for any compensation for the replacement of the damaged
material or its removal.

1.4.5 Materials Stock Control

The Contractor shall store all goods in a methodical and systematic manner particularly the materials to
be used in the Permanent Works in order to control his work efficiently and also to permit the Engineer to
physically monitor the quantities in stock. The Contractor shall submit his up-to-date stock list of materials
required for the Permanent Works at each month or at such other times as may be requested by the
Engineer. In any case, such material list shall form part of the submission with his monthly valuation
certificate.

1.4.6 Salvage of Materials and Equipment

Any existing materials or equipment that were removed and not reused as a part of the work shall remain
the property of the relevant agency. The Contractor shall carefully remove in a manner to prevent
damage to materials and equipment specified or indicated to be salvaged and reused or to remain the
property of the relevant agency. Salvaged items specified or indicated to be reused in the work shall be
stored and protected. Salvaged items not to be reused in the work but remain the property of the relevant
agency shall be transported and delivered by the Contractor in good condition to the owner as may be
decided by the Engineer.

The Contractor shall replace items damaged during removal, storage, handling or transportation through
carelessness or improper procedures in kind with new items at his own cost. The Contractor may at his
own discretion and expense furnish and install new items acceptable to the Engineer without additional

cost in lieu of those specified or indicated to be salvaged and reused. In such event, the removed items
shall become the property of the Contractor. Existing materials and equipment removed by the Contractor
shall not be reused in the work except where so specified or indicated.

1.4.7 Manufacturer's Field Services

(1) Services Furnished Under This Contract

An experienced, competent and authorised representative of the manufacturer of equipment and/or


system shall visit the site of the work and install, inspect, check, adjust if necessary and approve the
equipment installation. In each case, the manufacturer's representative shall be present when the
equipment is placed in operation. The manufacturer's representative shall visit the job site as often as
necessary until all troubles are corrected and the equipment installation and operation are performed to
satisfaction of the Engineer.

Each manufacturer's representative shall furnish to the Engineer, through the Contractor, a written report
certifying that the equipment has been properly installed and lubricated; is in accurate alignment; is free
of any undue stress imposed by connecting pipe or anchor bolts; and has been operated under full load
conditions and that it operated satisfactorily.

All costs pertaining to these services shall be borne by the Contractor.

(2) Field Service Schedule

The Contractor shall provide the necessary field service of the manufacturers, when deemed necessary,
at his own cost.

SECTION 1.5 - GENERAL EQUIPMENT STIPULATIONS

1.5.1 Scope

All equipment furnished and installed under this Contract shall conform to the general stipulations set
forth in this Section except as otherwise specified in other sections of the Specifications. The Civil
contractor shall obtain prior approval from the Engineer for deviations to buildings and structures for
proper accommodation of pumps and equipment, and for their installation. Prior to commencing of any
building work, Equipment Contractor and the Civil Contractor shall agree upon such deviations together
with the Engineer. The contractor shall obtain the prior written approval of the Engineer for any such
alterations and for modified drawings before commencing the work.

1.5.2 Co-ordination

The Contractor shall co-ordinate all details of the equipment with other related parts of the work, including
verification that all structures, piping, wiring, and equipment components are compatible. The Contractor
shall be responsible for all structural and other alterations in the work required to accommodate
equipment differing in dimensions or other characteristics from that contemplated in the Contract
Drawings or Specifications. No additional payment shall be considered for the contractor for complying
with the modifications to buildings or structures proposed by his equipment sub-contractor to facilitate
proper installations of plant and equipment.

1.5.3 Manufacturer's Experience

The required experiences of the Manufacturers for various items of supply have been expressed in
Volume I of the contract document. The equipment requirements specified in this Section shall strictly be
applicable to the items supplied by the contractor.

1.5.4 Workmanship and Materials

The Contractor shall furnish guarantees from manufacturers for all equipment provided by him against
faulty or inadequate design, improper assembly or erection, defective workmanship or materials, and
leakage, breakage or other failure for a period of five (5) years, unless otherwise specified elsewhere in
the contract document. The Contractor shall agree to replace or correct without any delay such fault
including the failure of any equipment or any part thereof to successfully perform within the limits of the
specifications and further shall make good any damage caused by such failure under this guarantee
without any additional cost to the Employer. The Engineer shall give prompt written notice of observed
defects to the Contractor. Should the manufacturer fails to proceed promptly to comply with the terms of
his guarantee subsequent to due notification, the Contractor shall be held liable for all expenses incurred
by the Employer in replacing or getting the defects remedied and for all other losses.

All equipment shall be designed, fabricated, assembled, and installed in accordance with the best modern
engineering and shop practice. Individual parts shall be manufactured to standard sizes and gauges so
that spare parts, furnished at any time can be installed in the field. Like parts of duplicate units shall be
interchangeable. Equipment shall be new and not have been in service at any time prior to delivery,
except as required by tests.

1.5.5 Anchor Bolts

Equipment suppliers shall furnish suitable anchor bolts with nuts, washers and sleeves of adequate
design as required for proper anchorage of the bases and bedplates to the concrete base for each item of
equipment. Anchor bolts together with templates and setting drawings shall be delivered in a
predetermined timely manner to permit setting the anchor bolts when the structural concrete is placed.

Unless otherwise indicated or specified, anchor bolts for items of equipment mounted on base plates shall
be long enough to permit a minimum 40 mm of grout beneath the base plate and to provide adequate
anchorage into structural concrete. Anchor bolts, nuts, washers and sleeves for use under submerged or
intermittently submerged condition shall be of stainless steel.

1.5.6 Equipment Bases

The Contractor shall provide the equipment bases for pumps etc. when precise detail have been provided
by the M & E Contractor and unless otherwise specified all electromechanical equipment shall be
installed on concrete bases at least 100 mm above the finished floor level of the building.

1.5.7 Special Tools and Accessories

Equipment requiring periodic repair and adjustment shall be furnished complete with all special tools,
instruments, and accessories required for proper maintenance without additional cost to the Employer.
Equipment requiring special devices for lifting or handling shall be furnished complete with those devices
also without additional cost to the employer.

1.5.8 Shop Painting

All steel and iron surfaces shall be protected by suitable paint or coatings applied in the shop. Surfaces
that will be inaccessible after assembly shall be protected for the life of the equipment. Exposed surfaces
shall be finished smooth, thoroughly cleaned, and filled as necessary to provide a smooth uniform base
for painting. Surfaces to be painted after installation shall be shop painted with one or more coats of a
primer, which will adequately protect the equipment until finish coats are applied.

Machined, polished, and non-ferrous surfaces, which are not to be painted, shall be coated with rust
preventive compound.

1.5.9 Preparation for Shipment

All equipment and materials shall be suitably packaged, sea-worthy where required, to facilitate handling
and protect against damage during transit and storage. These equipment and material shall be boxed,
crated, or otherwise completely enclosed and/or protected during shipment, handling, and storage. All
equipment shall be protected from exposure to the detrimental elements and shall be kept thoroughly dry
at all times.

Painted surfaces shall be protected against impact, abrasion, discoloration, and other damage. The
painted surfaces that are damaged prior to acceptance of equipment shall be repainted to the satisfaction
of Engineer.

Grease and lubricating oil shall be applied to all bearings and similar items.

Each item of equipment and material shall be tagged or marked as identified in the delivery schedule
and/or on the shop drawings. Complete packing lists and bills of material shall be included with each
shipment.

1.5.10 Storage

All plant, equipment and materials received at the site shall be properly stored immediately on arrival and
protected until installed in the designated location of the work.

Equipment and materials shall not show any pitting, rust, decay, or other deleterious effects of storage
when installed in the work.

1.5.11 Installation and Operation

All equipment installed under this Contract shall be placed into successful operation according to the
written instructions of the manufacturer or the instructions of the manufacturer's field representative. All
required adjustments, tests, operation checks, and other start-up activity shall be provided under the
supervision of authorized representative of the manufacturer through the Contract.

SECTION 1.6 - TEMPORARY FACILITIES

1.6.1 Field Office for the Contractor

Field offices for the Contractor shall be established in proximity to each job site at the location approved
by the Engineer and shall be maintained in a clean orderly condition by the Contractor for the duration of
construction unless earlier removal is authorised by the Engineer. The Contractor or his authorised
representative shall be present in the office at all times while work is in progress. Instructions received
there from the Engineer shall be considered as delivered to the Contractor. The Contractor shall also
provide mobile offices for each construction and pipeline work site as required.

1.6.2 Temporary Workshop and Dwellings for Employees

The contractor shall obtain permission from the Engineer prior to constructing workshop or dwellings at
the job site. Workshops shall be constructed in such a manner that they are not be an obstacle to the
movements of the general public, shall not cause noise pollution, shall be aesthetically acceptable and
the area shall be kept clean at all times. If the Contractor provides living accommodation for those
employed by him, the dwellings shall be maintained in a clean and sanitary condition. Each dwelling unit
shall be properly furnished and provided with electricity, water supply and sanitary facilities.

1.6.3 Facilities for Engineer

In view of security situation of locations of Work, the Contractor is not required to provide separate office
for Engineer’s staff or provide transport facilities to them for site inspection.

1.6.4 Survey and Measuring Instruments

The Contractor shall provide all survey and measuring instruments of every kind necessary for his own
use in the execution of the Works and others as required by and for the exclusive use of the Engineer.
Each item shall be approved in writing by the Engineer before being accepted and shall be new at the
start of the Contract and these instruments shall remain the property of the Contractor. The Contractor
shall include a list of survey instruments he is proposing for the execution of the project with his tender.

The Contractor shall provide for the Engineer's Representative and his staff such waterproof clothing,
safety helmets, rubber boots, torches and the like as may reasonably be required by them to facilitate the
supervision activities.

1.6.5 Field Laboratory

In view of operational and logistic difficulties, the Contractor shall not be required to maintain his own
laboratory exclusively for the project, but shall be required to obtain services for quality control tests from
reputed laboratories already established. In this respect, the Contractor shall propose for Engineer’s
approval, a list of laboratories he would wish to utilize for quality control tests, no later than one month
after the commencement of the Contract, with such information as the quality control tests each

laboratory is capable of carrying out and the experience of staff to enable the Engineer to determine the
suitability of laboratories so proposed. Such laboratories, so proposed by the Contractor, shall have the
minimum capability to carry out following quality control tests exclusively on the behalf of the Contractor.

1.6.6 Water

The Contractor shall be responsible for the provision and maintenance of adequate supply of potable
water for the use of Engineer and his staff, contractor and his subcontractor's workmen for construction
and domestic consumption. He shall install and maintain necessary supply connections and piping for the
same, but only at selected locations approved by the Engineer. The supply pipe connections to the
permanent structures shall be carried out on a permanent basis in accordance with the tender drawings.
However, the other temporary connections and piping installed by the Contractor shall be removed to the
satisfaction of the Engineer before final acceptance of the Works unless requested by the Engineer to
leave behind upon agreement on price.

1.6.7 Electricity

All electrical power required by the Contractor for his work and for the use of Engineer and his staff shall
be provided by the Contractor. All temporary connections for the power supply shall be subject to the
approval of the Engineer. Temporary lines shall be furnished, installed, connected and maintained by the
Contractor in a workmanlike manner through out the contract in accordance to the acceptable safety
standards and to the satisfaction of the Engineer. The Contractor in like manner prior to final acceptance
of the works shall remove these facilities unless requested by the Engineer otherwise.

1.6.8 Sanitary Arrangements

The Contractor shall provide and maintain temporary sanitary facilities such as pour flush latrines and
septic tanks on the sites for the use of all persons connected with the work. The Contractor shall keep
the site in a clean and sanitary condition, and shall post notices and take such precautions as may be
necessary to keep the site clean. The Contractor shall carry out any cleaning whatsoever as may be
directed by the Engineer to maintain such sanitary conditions palatable.

1.6.9 First Aid

The Contractor shall provide all necessary first aid facilities, attendants and supplies for his labour force,
all sub-contractors and suppliers in accordance with all government rules and regulations and all other
statutory requirements and/or to the satisfaction of the appropriate government departments, the
Employer and the Engineer. First aid box with adequate supplies shall be maintained at the Engineer’s
office at all times.

1.6.10 Barricades and Lights

All streets, roads, highways and other public thoroughfares, which are allowed by the authorities to be
closed to traffic, shall be protected by effective barricades on which light and acceptable warning signs
shall be placed. Barricades shall be located at the nearest intersecting public highway or street on either
side of the blocked section.

All open trenches and other excavations shall have suitable barricades, warning signs, and lights to
provide adequate protection to the public. Obstructions such as material piles and equipment shall be
provided with similar warning signs and lights. All barricades and obstructions shall be illuminated with
warning lights from sunset to sunrise. Material storage and conduct of the work on or alongside public
streets and highways shall cause minimum obstruction and inconvenience to the travelling public.

All barricades, traffic cones, warning tapes, signs, lights and other protective devices shall be installed
and maintained in conformity with applicable statutory requirements and, where within railroad and
highway right-of-way as required by the agency having jurisdiction thereupon.

1.6.11 Fences

The Contractor shall maintain all existing fences affected by the work until completion of the work at no
extra cost to the Employer. Fences which interfere with construction operations shall not be relocated or
dismantled until written permission is obtained from the owner of the fence and the period the fence may
be left relocated or dismantled has been agreed upon. Where fences must be maintained across the
construction easement, adequate gates shall be installed. Gates shall be kept closed and locked at all
times when not in use.

On completion of the work across any tract of land, the Contractor shall restore all fences to their original
or to a better condition and at their original location without any additional cost to the Employer.

1.6.12 Protection of Public and Private Property

The Contractor shall protect, shore, brace, support, and maintain all structures, underground pipes,
conduits, drains and other underground constructions uncovered or otherwise affected by his construction
operations. All pavement, surfacing, driveways, curbs, walks, buildings, utility poles, guy wires, fences
and other surface structures affected by construction operations together with all sod and shrubs in yards
and parking shall be restored to their original condition, whether within or outside the easement. All
replacements shall be made with new materials.

The Contractor shall be responsible for all damage to structures, streets, roads, highways, shoulders,
ditches, embankments, culverts, bridges, and other public or private property, regardless of location or
character, which may be caused by transporting equipment, materials, or men to or from the work or any

part or site thereof, whether by him or his sub-contractors. The Contractor shall make satisfactory and
acceptable arrangements with the owner of, or the agency or authority having jurisdiction thereupon, the
damaged property concerning its repair or replacement or payment of costs incurred in connection with
the damage.

All fire hydrants and water control valves shall be kept free from obstruction and available for use at all
times. The Contractor shall minimise the cutting and removal of trees and other vegetation. All cutting and
removal shall be with the approval of the Engineer, and if necessary with the approval of the relevant
Government Authority.

1.6.13 Security

The Contractor shall be responsible for protection of the site and all works, materials, equipment, facilities
to Engineer and existing facilities thereof against vandals and other unauthorised persons. No claim shall
be made against the Employer by reason of any act of an employee or trespasser and the Contractor
shall make good all damage to the property of the owner resulting from his failure to provide security
measures as specified. Security measures shall be at least equal to those usually provided by the UWC
to protect the similar existing facilities during normal operation but shall also include any additional
security fencing, barricades, lighting, watchman services or other measures as required to protect the
site.

1.6.14 Access Roads

The Contractor shall arrange with property owners to establish and maintain temporary access roads to
various parts of his site as required to complete the Project at his cost. Such roads shall be available for
the use of all others performing work or furnishing services in connection with the Project. The Contractor
shall also maintain existing public access roads used by the Contractor in connection with the execution
of the Contract.

1.6.15 Parking

The Contractor shall provide and maintain suitable and adequate parking areas for the use of all
construction workers and others performing work or furnishing services in connection with the contract at
the site as required to avoid parking personal vehicles where they may interfere with public traffic,
property owner's operations or construction activities.

1.6.16 Noise Control

The Contractor shall take reasonable measures to avoid unnecessary noise. Such measures shall be
appropriate to maintain the legal noise levels applicable to each area. All construction machinery and
vehicles shall be equipped with practical sound muffling devices and operated in a manner to cause the
least noise consistent with efficient performance of the work. During construction activities on or adjacent
to occupied buildings and when appropriate, the Contractor shall erect screens or barriers effective in
reducing noise in the building and shall conduct his operations to avoid unnecessary noise which might
interfere with the activities of building occupants.

1.6.17 Dust and Mosquito Control

The Contractor shall take reasonable measures to control air pollution due to dust from his construction
activities. Earth surfaces causing emission of dust shall be kept moist with water or by application of a
chemical dust suppressant. Dusty materials in piles or in transit shall be covered as practicable as
possible to prevent blowing.

Buildings or operating facilities that may be affected adversely by dust particles shall be adequately
protected. Suitable dust screens shall protect existing or new machinery, motors, instrument panels or
similar equipment. Proper ventilation shall be provided with dust screens.

No open receptacles capable of collecting water and forming breeding places for mosquitoes are to be
left in the open and the Contractor is responsible during the course of the work for all measures
necessary to prevent the breeding of mosquitoes on the site.

1.6.18 Temporary Drainage Provisions

The Contractor shall provide for the drainage of storm water and such water as may be applied or
discharged on the site in performance of the work. Drainage facilities shall be adequate to prevent
damage to the work, the site, and adjacent property.

Existing drainage channels and conduits shall be cleaned, enlarged or supplemented as necessary to
carry all increased runoff attributable to the Contractor's operations. Dikes shall be constructed as
necessary to divert increased runoff from entering adjacent property (except in natural channels) to
protect property owner's facilities and the work and to direct water to drainage channels or conduits.
Stilling Pools shall be provided as necessary to prevent downstream flooding.

1.6.19 Erosion Control

The Contractor shall prevent erosion of soil on the site and adjacent property resulting from his
construction activities. Effective measures shall be instituted prior to the commencement of clearing,
grading, excavation or other operation that will disturb the natural protection.

Work shall be scheduled to expose areas subject to erosion for the shortest possible time and natural
vegetation preserved to the greatest extent practicable. Temporary storage and construction buildings
shall be located, and construction traffic routed properly to minimise erosion. Temporary fast growing
vegetation or other suitable ground cover shall be provided as necessary to control runoff.

1.6.20 Pollution Control

The Contractor shall prevent pollution of drains and watercourses by sanitary wastes, sediment, debris
and other substances resulting from construction activities. No sanitary wastes shall be permitted to
enter any drain or watercourse other than sanitary sewers unless satisfactorily treated to the approval of
the Engineer. No sediment, debris or other substance shall be permitted to enter sanitary sewers and
reasonable measures shall be taken to prevent such materials from entering any drain or watercourses.

SECTION 1.7 - SPECIAL PROVISIONS

1.7.1 General

The Contractor is required to carry out instructions set out below at no additional cost to the Employer.
All costs relating to the following special provisions shall deem to be included in the unit rates of relevant
items provided in the Bill of Quantities.

1.7.2 Work in Roads

(a). General

Procedures for dealing with Road Authorities (RA) for entering into and for cutting roads for the purposes
of pipe laying, junction connections, installation of chambers valves etc., and making connections to
existing pipeline, backfilling and temporary reinstatement etc. are set out below:

ƒ The Contractor shall produce his proposed overall programme and sub-programmes for each
road section for installation works in roads for discussion with the Engineer at the earliest
possible time subsequent to award of Contract to show the date of start and completion of
excavation, laying, temporary reinstatement, hydraulic pressure testing, backfilling and
compaction in each road for the following:

(i). Pipelines along roads.


(ii). Junction connections, installation of valves & chambers, tapping of existing lines.
(iii) Pipelines across roads (Road Crossings).

Note: Programmes for this work shall allow for the time needed for prior approvals, trial pits,
ordering, manufacture and supply, and delivery of pipes and any special imported fittings.
Connection to existing lines shall be programmed for early completion together with the
transmission lines to supply the reservoirs.

ƒ When satisfied with the construction programme, the Engineer shall present it to RA who may
propose changes to the sequence according to their own road improvement programme if any.
The Contractor shall allow for some disruption to his programme and he shall not be entitled to
specific extra cost or extension of time that may arise as a result of RA’s comments.

ƒ The Contractor shall produce a final programme for action incorporating any changes requested
by the Engineer following discussions with the RA.

ƒ The Engineer shall agree with the RA the estimated permanent reinstatement costs for the roads
programmed for entry and execute works within the two months according to the Contractor’s
agreed programme or such other period as may be found more practical or appropriate similar
procedure with monthly or such other suitable period to keep sufficient work in hand thereafter.

ƒ The Employer shall pay the RA the agreed estimated amount. The Contractor shall apply for
permission to enter in to the defined roads following payment to the RA by the employer.

ƒ Road Crossings: Road Authority requirements are that Road Crossings may only be carried out
at times of low traffic density such as at night, at weekends and during public holidays and

Contractor must prepare his programme accordingly. Contractor must allow in his rates for his
extra costs involved in such work outside normal working hours.

ƒ Compaction of the back filling to trenches shall exceed 95% of the maximum dry density or
percentage specified in Part II - Section 1.2 on Modified Proctor Test. The Contractor shall allow
all costs for testing facilities and for ensuring correct moisture content to achieve the required
minimum compaction. Compaction tests of trench backfill shall be carried out whenever directed
and results shall be to the satisfaction of the Engineer.

ƒ Contractor is expected to use Asphalt Cutters and Pneumatic Tyre Wheeled Excavators for
roadwork to minimise damages to the road-wearing surface. The Contractor shall make all the
arrangements for any temporary work, scaffoldings etc. at his own cost, with the permission of
the relevant authorities where required.

(b). Road Crossings

The Contractor shall submit through the Engineer to the relevant RA, a method statement and obtain
Engineer’s and relevant RA’s prior approval before commencement of work on any road crossing. The
method statement shall include traffic by-pass arrangements (where required) and the safety measures
proposed during day and night. The Contractor shall maintain sufficient unobstructed width of the
carriageway at any given time and this width shall not be less than 3 metres to permit single lane traffic.

The Contractor shall adequately protect all existing service mains through out the construction and he
shall ensure that all existing services operate without interruption. The Contractor shall provide adequate
temporary supports to all existing service mains, which are either exposed or partially exposed or
otherwise weakened by the trench excavation.

1.7.3 Works within Areas of Private and Public Property

The Contractor is to take special care to avoid unnecessary damage to private and public property and he
shall pay the compensation for such damage as may in the opinion of the Engineer be due to the
execution of the work in a careless or un-workmanlike manner. Should the Contractor require for any
purpose additional land beyond the corridor widths as depicted on drawings, he shall provide it at his own
cost and shall forward to the Engineer a copy of the permits from the owner and occupier of such
additional land before entering thereon.

Where the work involving pipelines is carried out through, between or under buildings or other structures,
the gardens, orchards or cartilage of private houses and business premises or in other cases which in the
opinion of the Engineer render it impracticable or unreasonable for a specified width to be obtained for the
construction of the works, Contractor shall be deemed to have made allowance in his tender for any extra
expense which may be incurred in carrying out the work in the restricted width available.

The Contractor shall not disturb any monuments, property corners or survey markers without permission
from the Engineer and he shall bear the expense or resetting any monuments, property corners or survey
markers, which may be disturbed. The Contractor shall be responsible for all damages to streets, utilities,
railways, roads, highways, ditches, embankments, canals, bridges, culverts or other public or private
property which may be caused by transporting equipment, materials, or men to or from the work. The
Contractor shall make satisfactory and acceptable arrangements with the property owner over the
damaged property concerning its repair or replacement.

1.7.4 Railway Crossings

The Contractor is expected to construct the duct and carry out all associated construction work within the
way leave under the supervision of Railway Authority. Contractor shall supply all the materials, equipment
and labour as required by the Sudan Railway Authority and carry out the construction of the duct. On
completion of the construction of duct by the Contractor to the satisfaction of Sudan Railway Authority,
the Contractor shall proceed with the laying of the required main through the duct, including sealing the
duct on completion, to the satisfaction of the Engineer and the Government Authority.

The Contractor shall allow in his rates for making himself aware of, and fully complying with the
regulations and requirements of the Sudan Railway Authority whilst working in the vicinity of the railways.
The Sudan Railway Authority is responsible for the removal of rails and sleepers and subsequent
reinstatement of the tracks after the construction of the duct for which a payment is made to the
Government Authority under provisional sum or otherwise indicated in the Bill of Quantity.

The Contractor may be instructed to use thrust-boring technique instead of the open trenching method
described above. The Contractors rate for railway crossings shall include the cost to be incurred in any of
the two techniques without additional cost to the Employer.

1.7.5 Connections of New Mains to Existing Service Mains

The Contractor shall connect the existing yard piping in the Treatment Plant to the new Raw Water
Transmission main as shown on the Drawings.

ƒ Prior to any connections, the Contractor shall liase with the Operations and Maintenance Division
of UWC.
ƒ The Contractor shall prepare a method statement for major connections and shall obtain Engineers'
prior approval.
ƒ The Contractor shall carefully plan all pipe work, connections and any associated construction
works before interruption to the existing water supply.
ƒ The Contractor shall ensure that all the necessary pipes, fittings, & equipment required for the
works including those for an emergency situation are available before commencement of the
works.
ƒ The Contractor is required to properly organise the works and carry out construction works in the
most efficient manner and ensure that the period of interruption to the water supply is reduced to
bare minimum.
