PAPER: SELT- STRATEGIC ENVIRONMENT FOR LOGISTICS AND TRANSPORT

The aim of this examination is to establish your understanding of the general

principles involved. Answers to questions should always include the relevant
theory and principles which apply to land, sea, rail, and road transport. Specific
examples and descriptions may be taken from any appropriate mode.

FOUR, but not more than four questions should be attempted.

All questions carry equal marks.

Question 1.
Describe the importance of Licensing by government of transport operators and their
staff? What are the apparent advantages and disadvantages of such a policy to both the
operators/staff customers and the government? Illustrate your answers with relevant
examples from any mode of transport you are familiar with.

What are the benefits of logistics planning and research on such factors as population
growth, economic and social development, industrial development, global trade,
integrated urban transport systems, and technology transfer? Give examples wherever
possible. (25 Marks)

Question 3.
Describe the characteristics of perfect and imperfect markets. Discuss how ownership
of wealth is distributed in the market. Illustrate your answer with relevant examples from
any mode of transport you are familiar with.

Due to privatization, most of the countries’ businesses are in private hands. This leaves
the government without any option but to outsource most of its services. Discuss the
methods used in outsourcing. What are the reasons most advanced for outsourcing?

Question 5.
What advantages and disadvantages exist between a state and a private owned
transport system? Discuss the usual measures taken by the government to ensure that
there is equity in the provision of transport services in the countries where the private
sector controls all the transport system.

Discuss the results of operating a transport business in an unsustainable way? Describe
the current trends that most governments are pursuing to enforce sustainable policies in
the private sector. What steps must the private sector undertake to improve
sustainability in their operations?
