1 Scope
2.1 Any conflicts between this specification and other applicable Saudi Aramco
Materials System Specifications (SAMSSs), Engineering Standards (SAESs),
Standard Drawings (SASDs), or industry standards, codes, and forms shall be
resolved in writing by the Company or Buyer Representative through the
Manager, Process & Control Systems Department of Saudi Aramco, Dhahran.
2.2 Direct all requests to deviate from this specification in writing to the Company or
Buyer Representative, who shall follow internal company procedure SAEP-302
“Instructions for Obtaining a Waiver of a Mandatory Saudi Aramco Engineering
Requirement” and forward such requests to the Manager, Process & Control
Systems Department of Saudi Aramco, Dhahran.

4 General Requirements
Vendor compliance with the provisions of this SAMSS does not relieve Vendor
from the responsibility to furnish equipment of proper design to meet the specified
environmental, electrical, application, service, and operating conditions.
When the actuator is ordered with its related valve, the valve manufacturer shall
be responsible for the complete actuator-valve combination (reference testing
requirements for valve/actuator assembly in Section 7.2.3).

5 Design Requirements
The hydraulic actuator type shall be as specified under Actuator Data on Saudi
Aramco Form SA-8020-717-ENG. The hydraulic actuator and power unit
assembly shall consist of components required on the specification sheet. Each
component shall meet the applicable technical requirements listed in Section 6.
The valve operator shall be capable of opening and closing the valve within the
times specified on Saudi Aramco Form SA-8020-717-ENG given the worst case
service requirements (the maximum differential pressure across the valve equal

For ¼-turn valves: 4-5 seconds per inch of valve nominal size for 90 degree
rotation
Components and circuits shall be chosen so that the valve will be driven to the
fail safe position in the event of power supply, control power supply and/or
components failure. The fail safe position (open, closed, or fail-steady) shall be
specified on Saudi Aramco Form SA-8020-717-ENG.
5.5 Sizing
The torque/thrust available from the actuator at any point in the stroke shall be at
least 1.3 times the required torque/thrust output over the range of operating
pressures specified. Minimum gas/hydraulic supply pressure should be assumed
for these torque/thrust figures.

5.8.1 Certification
All enclosures shall bear labels from a third party testing laboratory
(i.e., UL, CSA, BASEEFA, KEMA, etc.) indicating that they are
designed, constructed and tested to the applicable standards referenced
within this specification.

6 Technical Requirements
The system shall be suitable for power and manual operation. The actuator
system shall consist of the following main items.

6.1.1.3 Accessories
Rising Stem Valve Actuators
a) A mechanical lock shall be provided in the gate in full up
position to assure that the valve will remain in the
extreme position upon loss of hydraulic fluid during
maintenance periods.

The actuator shall be fitted with a minimum of two limit switches for
valve position indication, one at each of the fully open and fully closed
positions. The switches shall be such that they are closed when the valve
is in the appropriate fully open or fully closed position as specified on
the I.S.S. Each switch shall operate within 3% of the valve travel from
the respective open and closed limits. The switches shall be:
a) Hermetically Sealed
b) Adjustable at each end of travel
c) Provided as durable complete assemblies

6.2.2 Accumulators
General
a) Accumulator bank total volume shall be sized for three (3) valve
strokes under maximum operating conditions in the event of failure
of the hydraulic pump drive power. A valve stroke is movement of
the valve from the open to close position or from the close to open
position. In multiple valve applications, the accumulator bank total
volume shall be sized based on the valve with the largest potential
supply requirement.

At the end of the valve travel, the power gas within the
gas/hydraulic tanks shall be vented to atmosphere. Power gas
vent shall be supplied and installed to allow the release of the
vented gas at the top of the operator. It shall be possible to
extend the vent piping without major modification to a safe
height above the valve operation platform. Provision shall be
made to prevent weather elements from entering the vent
piping, a bleed valve with plug shall also be installed allowing
any fluids to be drained.

7.2.1 Actuator shall be tested for actuator stem travel or shaft rotation, stroking
speed, fail safe operation, and overall actuator assembly respectively,
against the requirements of the equipment specification.
7.2.2 Tests shall be made at load and no load and shall ensure that all devices
operate as intended, such as pressure switches, limit switches, pressure
relief valves, speed control valves, hand operation, and automatic
override of hand operation (when specified).

For each actuator that is to be applied to an existing valve, Buyer will provide
purchase order and serial number of existing valve; and Saudi Aramco Form
SA-0375-ENG, Valve Data for Mounting Motor Operators, showing the
dimensions of the stem and the yoke flange.
8.3.3 A Material Safety Data Sheet (MSDS) for the hydraulic oil shall be
provided as part of the documentation supplied with the actuator.
8.4 Certificates
9 Identification
Stainless steel nameplates shall be securely attached to the actuator with similar
stainless steel fasteners. This tag shall be marked by raised or die stamped
lettering and shall be located so that the information can be seen after the
equipment is installed. This tag shall include the following information:
- Actuator and/or valve-tag number, if different from actuator.
- Manufacturer, model number and serial number and P.O. numbers.

9.3 Accessories
When accessories are supplied not mounted to the actuator, they shall have a
permanently attached stainless steel nameplate showing the actuator tag number
to which they belong, as well as hydraulic, nitrogen or electrical signal
(input/output) and supply figures.
