 1. Introduction & Executive Summary

 Wataniya Mobile intends to get Solar system solutions for Network sites In Gaza through
insuring proper solutions to generate power connections in order to reduce the using of the
electrical generators.

 This PQD aims to make prequalification assessment for all interested vendors to get a
qualified short list who will receive the RFP after passing this stage of assessment.

The main purpose of this project is:

• Supply and install new Solar system solutions for GAZA sites.
 The Vendor must supply and install a Demo for the solar system solution in one of
Wataniya Mobile site and for three months. The Demo will be installed upon the vendor
cost and the vendor has the right to get back the Demo after 4 months from installation
date.
 The awarded vendor/ Vendors will install the Solar system solution for (90-100) Sites over
Gaza Strip.

2. Required Qualification of Participants:

The interested Vendors should attach the following documents with their applications:

i. Certificate of registration with concerned professional body.

ii. List of permanent professional staff along with CVs or relevant core staff showing project wise
experience with exact time duration for each project. CVs of maximum 5 core staff members who
will be made responsible to plan and implement the project. Maximum size of each CV should be 4
pages.
iii. Similar works completed by the company during last five (05) years.
iv. Audited financial statements of accounts for the last three (03) years.

3. Acceptance or Rejection of Bids

 Wataniya Mobile may reject all bids or proposals at any time prior to the acceptance of a
proposal.
 Wataniya Mobile reserves the right to accept or reject any bid, cancel the bidding process, split
the bid or reject all quotations at any time before the contract is awarded without any
responsibility to the affected bidder or any obligation to inform the bidder affected by its
decision and without any obligation to clarify Reasons for his decision.

5. Evaluation

The PQD shall be evaluated as per evaluation criteria mentioned in this PQD as per Wataniya Mobile
Procurement Rules. The Interested vendors will be informed, in due course of time about the result of
the evaluation of PQD. The vendors scoring an aggregate of 65% marks & above in evaluation shall only
be prequalified / shortlisted.

6. Request for Proposals (RFP)

The RFP shall only be issued to shortlisted Vendors.

7. CORE TEAM OF EXPERTS

The core team for the proposed project would be as under:

 Team Leader

o Must have a Bachelor degree in Electrical Engineering

o Master degree will be preferred
o Background in project planning, designing and implementation of solar power projects

o Experienced in appraisal, monitoring and evaluation of contracts

o More than 5 years of experience in relevant field

 Project Managers
o Must have a Bachelor degree in Electrical Engineering
o Multi-disciplinary expertise in infrastructure planning for solar PV projects

o Familiar with application of quality assurance/ control protocols and regimes

o More than 3 years’ experience of supervising execution of solar projects.

 o Experienced in development / preparation of BOQ documents for execution of solar
projects and evaluation of BOQ estimates

o Must have the ability to review the design/drawings and conduct post installation
testing & commissioning of the solar systems

 Technical Inspectors

Electrical Engineer
o Must have a Bachelor degree in Electrical Engineering
o Must have 3 year experience in preparation of Feasibility studies and design documents for solar
energy development
o Experience in parameters of photovoltaic systems and components
o Having expertise in optimizing execution and operational costs and implementation phasing of the
project
o Having expertise in conducting post-shipment inspection of the solar equipments

Mechanical Engineer
o Must have a Bachelor degree in Mechanical Engineering
o Having 3 year relevant experience

8. ELIGIBILITY REQUIREMENTS OF Vendors

 9. EVALUATION/SELECTION CRITERIA

The Vendors who have not submitted the above information required as in PQD, may be excluded and the
remaining complying Vendors shall be evaluated according to the following criteria.
