In this paper we critically examined the past and present debt reduction strategies, put in
place to resolve the debt crisis. The study focuses on two main questions: why should we be
talking about the debt problem today if the past debt reduction strategies were really
successful and whether the HIPC initiative will be a panacea to the African debt problem.
Thus, an analysis of the debt crisis reveals that the external debt burden of Africa is still
higher than that of any other region of the world due to the failure of the past debt relief
strategies. Even the most cherished HIPC initiative is far adequate to be a lasting solution to
the debt problems.
