The Problem and Its Background

Introduction
Many factors that determine the efficiencies and effectiveness of an academic institution is
through the employability of its graduates. The quality and caliber of graduates are very much
paramount in a function of instruction’s quality and facilities because these will assist and ensure
that BSHRM graduates are equipped and competent with the knowledge, skills and values that
will bring them to work in their respective choice and field. Mitchell and Ashley (2006) stated
that the most important impact of tourism industry is the local employment is generated by the
industry of Hospitality and Tourism. Tourism remains significant to more labor intensive than
other non-agricultural sectors as supported by other cross-countries data. The difference
between the graduate’s field of interest and the job has not been given much attention. This
captivated researchers’ attention in recent years. The number of schooling is not sufficient to

justify between a worker’s education and job that is based from 13 European countries.
According Wolbers (2003) mentioned the effects of the mismatch of job on the labor market,
found out that graduates with a non–matching job generally obtain a lower occupation position
than those with a match job on their education finished. He also finds that graduates with
mismatched jobs are engaged more on–the–job search and with probability higher than of
vocational training participation.

Also, policies on market of labor and in employment in public services are indeed vital to
supporting such risk in structural unemployment. PES performs labor function as mediators to
strengthen the efficiency of the matching process. They assist job finders to resume to work as
fast as possible, and employees to fill job available. They have a supportive role to steer
training and program in work experience to prevent unemployed skills from making it futile or
depreciated as a result of prolonged joblessness.

To be a globally productive and competitive worker, one should have competency

assessment and certification on national basis from TESDA because it eases work abroad.
(Guillermo, 2017) for the OFWs, TESDA already offers onsite assessment program (OAP)
abroad. With this, having the right competencies for a specific skill will give the person additional
learning and a national certification which are important for employers to prove that he is
competent for the job. (Arayata, 2018)

Educational Institutions are now required to take the TESDA assessment like Food and
Beverage, Bartending, Barista, and Housekeeping to name a few. This is another way of making
the students ready for the real world outside their universities and avoiding the job mismatch,
having the skills that matches the jobs being offered by the employers in the field of hotel and
restaurant. (Technical Educational Skills and Development Authority , 2018)

However according to Jaykumar, 2018 the concern in the growth of employability skills in
keeping with the changing expectations of the industry is lacking.

The researcher aimed to assess the employability skills of the BSHRM graduating students
who already passed exam qualification in TESDA assessment tool to bridge the gap between the
skills of the BSHRM graduating students and the needed competence of the employers in the
beverage and food industry. The result of this study hyad served the basis of the researcher to
make an intervention program to help strengthen the training assessment centers of TESDA,
meet the qualification policy of employers in food and beverage industry, and the competence of
the BSHRM graduating students.
