satisfaction
is
that
it
continues
to
be
a
collectively
bargained,
bilaterally
negotiated
and

mutually
agreed
Settlement.
 
Bipartism
has
been
gifted
to
all
us
by
Com.
Prabhat
Kar

and
 Com
 Parvana
 and
 the
 generation
 of
 bank
 employees
 who
 fought
 and
 achieved
 this

wonderful
system
of
improving
our
wages
and
service
conditions.

Right
from
its
inception
in

1946,
AIBEA
has
been
committed
to
promote
the
economic
well‑being
of
bank
employees.

In

this
journey,
bipartism
is
the
best
vehicle
to
travel
to
reach
our
destination.

However
tough

the
roads
may
be,
this
vehicle
takes
us
to
the
place
where
we
want
to
reach.

That
is
why
it
is

important
 to
 preserve
 this
 vehicle
 of
 collective
 bargaining
 and
 bilateralism.
 
 It
 is
 like
 our

ancestral
property
bequeathed
to
us.

Generation
after
generation
we
need
to
cherish
it
and

preserve
it.
Because
it
is
a
system
best
suited
to
the
trade
unions,
for
the
same
reason,
the
employers
do

not
want
this
to
continue.

The
Government
is
also
uncomfortable
with
this
system.

So,
that
is

why
they
want
to
dismantle
collective
bargaining
and
foist
third
party
interventions
like
Pay

Commission,
Wage
Board,
Tribunals,
etc.

This
time
also,
in
so
many
sugar
coated
methods
like

Productivity
Linked
Pay,
Cost
to
Company,
Profit
based
wage,

efficiency
linked
salary,
etc,
bank

managements
wanted
to
weaken
our
hard‑won
rights.

We
are
happy
and
proud
that
we
could

see
through
the
game
and
thwarted
all
these
attempts.
 
This
is
the
real
achievement
of
this

Settlement.
Secondly,
the
beauty
of
bipartism
is
that
we
decide
the
price
of
the
labour
that
we
sell
to
the

employer.
 
Everywhere,
it
is
the
buyer,
the
employer
who
fixed
the
price
of
our
labour.
 
It
is

easy
for
a
trade
union
to
submit
a
glossy
list
of
demands
and
allow
the
management
to
decide

what
they
want
to
give.

But
in
bipartism,
the
trade
union
takes
the
responsibility
not
only
to

bargain
but
to
decide
our
wage.

That
is
why
it
is
a
difficult
job.

That
is
why
we
see
some
Unions

vacillating.

But
AIBEA
knows
what
to
demand,
how
to
bargain
and
where
to
anchor.

That
is

why
AIBEA
is
always
the
pace‑setter.

We
can
feel
proud
that
we
continue
to
be
so.
Thirdly,
bipartite
negotiation
means
two
way
traffic.
It
is
a
tug
of
war
where
both
sides
try

pull

rope

their
