the rice market in 2012−2013. The 10-year outlook of the rice market is produced using
the Arkansas Global Rice Market (AGRM) model.

13:30 – 15:15 Session 2: How resilient is the region to extreme rice price volatility?

Dr. Ramon Clarete, Professor at the University of the Philippines School of Economics
and ADB Consultant, will assess the resiliency of the regional rice market to extreme
price fluctuations using the AGRM model. A range of supply shocks triggered by
national rice policy measures in key producing countries in the region as well as in the
People’s Republic of China and India are introduced into the model to assess their
expected impact on rice imports, exports, consumption, and prices.

15:30 – 17:00 Session 3: Climate change and price volatility: What are the benefits and
limitations of the ASEAN Plus Three Emergency Rice Reserve (APTERR)?

Dr. Roehl Briones, Senior Research Fellow at the Philippine Institute for Development
Studies and ADB Consultant, will discuss the strengths and weaknesses of the
APTERR in managing production and price risks. Using his and Eric Wailes’s
simulations, Roehl Briones will show the impacts on the rice market of APTERR
releases, discuss the advantages and limitations of the APTERR, and provides some
thoughts about the appropriate size of the regional reserve. The presentation concludes
by discussing the need for coordination of policies beyond pooling of emergency rice
stocks to address collateral market repercussions of severe calamities.

8:30 – 10:00 Session 4: Commodity Exchanges: Options for addressing price risks and
price volatility in rice

Taking off from the findings of the prefeasibility study of ASEAN rice futures
trading conducted under an ADB technical assistance, Mr. Framroze Pochara,
ADB Consultant and former executive director of the Singapore Mercantile
Exchange and CEO of the Dubai Gold and Commodities Exchange, will discuss
immediate and practical approaches for addressing price risks. Possible
examples are developing a rice price index, exploring the doability of rice swaps,
and standardizing rice grades and standards.
