Lately we seem to meet with you almost weekly about Covid-19 — some things should have been made aware to us earlier — property issues — don't wait for our monthly meeting ~ let us know — bring to us what is really important immediately. Keep issues separate. 1. Supplies. ILC: See attached agenda. Response: (DSS) We have authorized more cleaning solution. ‘Supplies are under the same guidelines as always — we are short on envelopes. Not sure why they wouldn't hand out toilet tissue (let us know of issues). 1a. Living Conditions. ILC: See attached agenda. Response: (FDS) When we walk we see porters out ~ bird feces — what block are you talking about? — let us know ~ | know 1 block they are working on — we have a bird crew — it is not easy to control the birds — let us know what area you need them in. We will check as we walk around. 2. 2a, Kiosk & Programming. ILC: See attached agenda. Response: (ILC) We are removing 2 and 2a. (DSP) | do get letters (on kiosks ~ if you can’t get on the kiosk due to work assignment — | need to know so we can take care of it. (ILC) A & D Block officers said they don't have to do it. (FDS) If you can't get on let us know — and remember that eventually we will lose the extra officers and it will go back to the way it previously was done. 3. Keeplock Meals. ILC: See attached agenda. Response: (DSA) | spoke to the Food Service Administrator this morning and they go by the statewide menus for scoops. The trays get replaced often as they get lost — they are washed and dried on the rack. The lids should be on and the tray handed to the inmate and we keep the lid. | don’t want it left if the inmate is not in the cell — when the bigger trays get used — it looks like smaller quantity, but it is really the same. (ILC) Keeplocks — they don't get released in the mornings — they get released the next day (it is an xtra day KL) (FDS) — let us know and we will address it. 4, Company rotation (let outs). ILC: See attached agenda. Response: (ILC) C-12 & 19 are always last. (DSS) | agree and there has been a security concer that has to be worked out and then we will do it. 5. Sick Call. ILC: See attached agenda. Response: (DSH) Sick call slips are picked up by the night nurse and then triaged and the nurse them makes the list for the block (the nurse does not let the inmates out). When the inmate is called by the officer if they are not up/dressed/ready ~ they are not let out ~ it’s not the nurse — it's if they are ready or not. (FDS) If there are any certain circumstances — let us know. 6. Package Room Issues. ILC: See attached agenda. Response: (FDS) We are looking into Package Room Complaints. 7. Property Delays. ILC: See altached agenda. Response: (FDS) That's an important issue ~ you have to let us know immediately — Don't wait for this meeting. 8. Roach Infestation. ILC: See attached agenda. Response: (FDS) As of right now we are at 6/19 ~ not far behind. Between 6/9 and 6/23 — there have been 14,791 incoming emails and 19,807 outgoing emails that need to be screened. Sometimes it gets backed up, but we really do try to stay on top of them. Additional Items: ILC-Honor Company asked about HBO on demand ~ can they get it back? — It has been gone about a year — (Stwd) Will check on it. ILC-need ice in Mess Hall pitchers. (FDS) no problem. DSS | have received a lot of letters saying we are removing photos after they have been approved —If an inmate deletes a photo off the kiosk — it removes it from the tablet — they have been removing the photos themselves. We don't go back in after we have approved them. Governor's directions.A quarter cup of bleach is NOT enough to clean and/or maintain the galleries,cells,shower areas or the kiosk(s) ) in this facility.Green solution is not being sent to the blocks thus cell clean Y up is pretty much non-existent and the inmate population is very concern about this particular issue. The inmate population are also concern about the distri- bution of (toilet tissue) during this COVID-19 pandemic.One(1) roll per person weekly ig NOF sufficient and Correctional Officers(C.0s.)are NOT accomodating ramdon reqhests when an inmate run out of tissue in the middle of the week. 1a)Inhumane Living Conditians;Porters are not being let out of their cells to clean/maintain the galleries(bars,floors,showers,kiosks) clean.And the \\ times when they do come out they are being allowed enough time to clean these 9 areas above mentioned.There is an excesive amount of (birds excrement) throughout the living quarters.During the kiosk run(s),when they do run it, the porters are NOT being let out,and the kiosk just as with the yard phones should be wipped down with bleach.Just as with the yard phones the kiosks have a receiver and a keyboard that everybody touch and should be disinfected after every use. 2)Henial of kiosk;Thoughout the facility an (C.0.) is being HIRED on a daily basis for the sole purpose of “running” the kiosk(s).This one(1) C.0. must cunduct the kiosk(s) on several galleries,in the meantime there is other officers that are not doing anything wxcept mingling by the block(s) desk area jcking,resting,etc...and prisoners are being denied communication with their family members.Obviously it's NOT enough for one(!) officer to run the kiosk on multiple galleries.This is an on-going problem.Also S.H.U. officers are NOT taking a list, for S.H.U. inmates to utilize the kiosk. 29kiosk for Inmates Programming;Inmates that have an assigned program or mandatory work assignment or on a schedule call-out should have the opportu~ nity to access the kiosk first either in the morning before going to programs or when they come back from their programs.For some people E-mails are the one and only means of communication and these individuals are NOT being given the oppor- tunity to make use of it. 3)Keep Lock Meals;The meals served to inmates confined to their cells are below quatity standards.All inmates,especially those on keep lock/S.H.U. shall be served with sufficient quantity of wholesome and nutricious food.Yet, nates are receiving "half-portioned" meals via meal trays designed for lesser “Page 2 of 3 portions.Also the meals are received cold most of the time.Inmates should received the appropiate size meal trays with lid and served hot.Inmates are also concerned about having to eat off of dirty trays and are requesting that the trays in the messhall be replaced. 4)The:rotation2invwhich “the companies :aze béing lat “out to the yard needs to be rotated.The second floor in C-Block(12 and 19 companies) are always last for everything.Some people can't even use the phone for they must get on the phone on whatever group is left by the time they get outside and by then it might be too late for them to call their families.Every com- pany should be afford the opportunity to the yard first every couple of days or so.The (A-Man) in the hgousing blocks could make a rotation for every company to make it out to the yard first at one point or another during the week. 5)Sick Call;Inmates submit (sick-call)requests and are being woken up by the night tour officers and notified to be ready for sick-call about 5:30/6:00 a.m. However,when the nurses arrives she randomly choose whose going to be seen and who's not and she let the officers know who to let out and who NOT to let out.There is no notice being provide to the inmates so as to prevent additional complaints of being denied medical aid,nor is the nur- se providing a reason for the denial of the request submitted,to the inmate personally.An inmate should NOT be waken up at 4:30 a.m. for sick-call and then Not being seen without a proper and valid reason. 6)Package Room Issues;The package room and the staff assinged to it have been the subject of multiple complaints submitted by the inmate po- pulation.There has been NO administrative action “taken toward any staff vhose-unproffessional misconduct have been properly reported.They are impro- perly denying inmates their packages.When an inmate request a sergeant re- view,this escalates matters where the officer becomes belligerent in his/her conduct being called into question by superiors.And (package room staff) takes it out on all inmates whom arrives for their packages.Subsequently new complaints arise.This leads to,packages being improperly returned, inmates wasting money paying for these improperly returned items/packages,abuse of authority by the package room staff,family and friends of inmates complining to the prison administration about the same conduct inmates are reporting and therefore ,negligence on part of the administration for it's failure to address these on-going complaints.Some packages are also being denied and Page 3 of 3 returned without the inmate being notified.The inmate population is also requesting that “dry cereal" be allowed in either from a home package or from an approved vendor as long as is hermetically sealed. There should be NO reason of why "dry cereal" is NOT being allowed in the package room. 7) New Arrivals/Property Delays;Inmates are directed to await 72 hours to receive their property and later compelled to await sometimes a whole week before receiving their property.In many occasions falsified ans- wers are made to justify:or thwart the lack of responsability for the delay. No accountability is issued by this administration.The administration provi- des no form of housing supplies,and althogh access to the shower(s) is available,an inmate without property don't have shower shoes, soap, boxers ) brief,socks,etc...It's inhumane and very unproffessional that the adminis- At tration allowed an inmate to go without their property for so long.It will \ be most proffessional and safe,specially during this COVID-19 pandemic(and hereafter) that any and all inmatesarriving at Auburn C.F. and statewide be issued no less than (2)pair of boxers,(2)pair of socks,(2)T-shirts and (1) pair of shower shoes from the state shop.Also "FREE OF COSI" from commissary (1)bar of soap,(1)washeloth,and a bath towel inmediately upon arrival to the facility and before entering his housing unit.This practice will defi- nitely provide and maintain a sanitary and healthy conditions. BI Roach Infestation;Mostly (A-Block and D-Block) are requesting that the exterminator come and spray all the cells pee ages h traps in the back of the cells near the vents(catwalk). Already ed by 9)Extensive wait for e-mails,pictures and videos.Some inmates have waited months to receive pictures/videos sent to them by their family and/or S friends.This process should NOT take. that long.There should be no reason oo \\ ey an inmate wait weeks or months to get their pictures/videos,with the f type of technology that we have (tablets). MeCarthy: Good Moming everyone - we will talk about visits, but let's get through the agenda first. 1, South Yard Bathroom/Showers. ILC: See attached agenda. Response: (Capt. Norris) Showers close at 4:15 (water is shut off) and 9:15 at night. Yard runs are different without School. It seems like it is not as long. (ILC) If no one is waiting — they shut down early. (Capt. Norris) | will discuss with the regulars and take care of it. 2. Cross Over from Main Yard to South Yard. ILC: See attached agenda. Response: (Capt. Norris) It goes hand in hand with number 1 Library could be shut off - | understand — | will have to discuss with the Executive Team to see if maybe we can shut the Library earlier or run the showers longer. (ILC) Can't we be allowed to go to the Gym? (Capt. Norris) we will discuss this as an Executive Team together and decide. Page 2- ILC Meeting 7/30/2020 3. Package Room, ILC: See attached agenda. Response: (Capt. Norris) | have spoken to the Package Room - the formula is based on volume, size of the box, and weight. The Post Office is charging more — | can see about getting the prices posted. 4, State Shop. ILC: See attached agenda. Response: (DSA) Serviceable greens still are given out. Everything is cleaned in hot water ~ they will still be handed out. 5. Cell Searches & Pat Frisks. ILC: See attached agenda. Response: (Capt. Norris) Capt. Harte just send out a reminder email regarding this and | also have re-iterated the same for in cell and cell searches. 6. Company Porters. ILC: See attached agenda. Response: (Capt. Norris) The general consensus is to run % hour after eating breakfast, and the dinner run. What do you suggest? (ILC) Extend at least one module — 7-8:30 (1 1/2hours) would be sufficient (B Block does it — have all blocks do what they do). 7. MHU/Messhall. ILC: See attached agenda. Response: (Capt. Norris) I was told they want out 1°" & the blocks had to wait and switched it around because Messhall phones — 2 phones in Messhall area (for 50 people). (Capt. Norris) How many do not get on the phones. (ILC) 20-25/day. (Capt. Norris) Will have to look at it again. (ILC) The problem is in every block with callouts and phone use. 9. Old Issues Broken Phones ~ (DSA) Securus has been notified, the Plant Superintendent is aware - we need to wait for them to get in here. | will follow up on this. Cleaning Supplies - (Capt. Norris) Last 2 Saturdays | have made rounds and spoken to all CO's and all have said the same ~ | called and got supplies down to the blocks — the 2" week most of the supplies were there — How is it now? (ILC) E Block is good, A Block is a problem, C Block has had no bleach for three days. (Supt. McCarthy) ~ We want it clean - The Captain will keep looking into this. Exterminator ~ (ILC) When will this be addressed? (DSA) At the last meeting | asked you to have inmates write to me — | only received 2 letters (ILC giving a copy of a paper to DSA) - | have never seen these ~ when I got the 2 letters ~ I gave them to D. Vanni to set up the exterminator (ILC) We gave the list to the staff advisor. (D.Zambito) | put the names in the exterminator book. (DSA) Orkin says they do what the Steward puts in the book. Food in cells causes problems. (ILC) Lockers are a problem. (DSA) | will have D. Zambito get with the Steward and the Steward to enter the names in the book — We need to get this all in one area - send them all to me. McCarthy) We have to stick with social distancing at this time. Supt. McCarthy ~ Lets get to the Visit Schedule — | have a calendar - we are doing 25% of the alphabet per day in groups — Group 1 ~ A-G Group 2- H-M Group 3-N-S Group 4 -T-Z We will start in order — weekends will be- 1% weekend - Sat - 4 Sun 2-4 weekend Sat-2 Sun-3 3% weekend Sat-4 Sun—-1 4" weekend Sat-2 Sun—3 and so forth. The numbers rotate through the weekdays. We may swap weekends from 4 & 1 to 1 & 4, but for now it will stay as it is. We will present this to Albany, (ILC) Can you post it? (Supt. McCarthy) When it is finalized we will post it. It is unknown as to how many visitors will participate — We can change it later if it is not working out. (DSA) Make sure your people know what day they can visit so they don't drive up for nothing. (ILC) When does the temperature check happen? (FDS) Right when they step up to the Reception/Visit Desk. Barber Shop ~ (ILC) They have to train and watch videos? (Supt. McCarthy) We are waiting on supplies to come in. (DSH) Barbers must be Covid tested initially and then tested every 2 weeks after that. EXTERMINATOR: Inmates that signed up for the exterminator, ce complaining that the exterminator asn't sprayed each of thé es of the inmates that signed up. And the cells that were / ‘ sprayed, were only given one or two drops of the paste/gel on top of the lignt fixture. ADDENDUM 10. General Population is complaining about not being able to access the Law Library on a daily basis, due to the capacity being reduced from twenty-four seats to ten only. Inmates that are granted Special Access, limits the number of seats available for general population to get on the call-out. Visiting & Visiting Room Issues. ILC: See attached agenda, Response: (DSP) Nothing has changed with the Hospitality Center = They (your visitors) need to know some days they need to wait in line ~ It is a public sidewalk and we cannot put up a tent. The Hospitality Center is under State Contract ~ we can only staff it 4 half days. Visitors have to know they need to wait in jine if they want to come early. (FDS) Itis a city sidewalk — there is no option for a tent. At least they have something — other places have nothing at all. There is no other option here. 2. Packages. ILC: See attached agenda. Response: (A/DSS Harte) There are no exceptions — if there is no visit — no package will be left. The past 2 weeks we have only tumed away 2 people. Response: (A/DSS Harte) | have pulled the last 1 1 weeks of sheets for visits - the visitors get processed, then the inmates get called — the 1® inmate called is 9:09 AM, 20 — 9:06 AM, 9:15 AM, 9:23 AM, 9:18 AM, they are right around the same time every day. (ILC) The problem is the visitors wait 2 ¥% hours before the inmate is called and comes up. (FDS) If the visitor comes at 7 — and visits don't start till 9 ~ itis their choice to wait. (ILC) Can the Directive get put up? (DSP) It was done. 4, Messhall Phones, ILC: See attached agenda. Response: (A/DSS Harte) 2 phones are down in the Messhall There is a sign-up sheet for the time frame to use the phone. It is the CO's discretion to let them use the phone, after Messhall they have a job to do to prepare and clean up - itis up to the Sgt and CO to decide. (FDS) How many complaints have you received? (ILC) 75-80 to use the phones ~a lot don't get the opportunity. (Capt. Norris) What happens when we let you out and you clog up the phones and the blocks can't use them — they have 2 phones to use in the Messhall (ILC) It will never work for that amount of people. (FDS) At this point we will leave it up to the Sergeant and | will walk down to check it out and see if maybe we can do something different. 5. Sanitizing all Bathrooms & Showers in Gym/Bathhouse. ILC: See attached agenda. Response: (Capt. Norris) | will touch base with you after this meeting. (FDS) Bleach in a power sprayer is not an option. 6, Package Room. ILC: See attached agenda. Response: (FDS) We will get the Directive posted. 2-tone is due to the tag and logo? (Capt. Nortis) | will research that and also outgoing packages. We will post the new Post Office standards. 7. (FDS) It has not been brought to our attention ~ if there is a particular issue — have the inmate write to us. 10. Additional issues — Call Outs - (ILC) Why can’t we use the phones - if we go to an ORC callout -we can't get to use the phones — can we work anything out? (Capt. Norris) What Sergeants have you dealt with? (ILC) Sgts. Zehr, Zirbel, Tallman, (Capt. Norris) Talk to them again — if you don't get any help — write to me. Norris) | will ook into that. (ILC) — Population would like a copy of the Visit Memo posted in the Visit Room (Guidelines). (DSP) We will get that posted in the blocks also. DSP Schenk - School is starting next Tuesday — there is a whole new policy ~ itis the same throughout the whole state - classes are smaller — trying to get in vocational — merit and upcoming parole board will be first — those who have already satisfied their requirements must come out. Academic — All will be in School - A and B group will go 2 days - on the days of no school there will be cell assignments. You must wear a mask for School - if you don't comply ~ you will be removed or get a misbehavior report. (ILC) What about Corneli? (DSP) They are holding 5 classes and doing it by mail in/out. They want a video conference and we hope to get it eventually. There will be 16 students in each class. DSH Cicconicrozier- Remind everyone to wear a mask to everywhere you go. Wear a mask daily to protect yourself, also Fall is coming and so is flu season — | encourage everyone to get a flu shot this year — itis important to help determine which one you have if you get sick. The flu shot does not give you the flu — it is a dead virus. When you are exposed it helps fight it off. VISITING & VISITING ROOM ISSUES When the Hospitality House is not open, visitors are subjected to stand outside waiting to visit (sometimes for hours) and when they are finally permitted into the facility, they aren't allowed to buy a bottle of water or use the bathroom until seated and their name is called from the vendors list. A simple solution requested is that elderly people shouldn't have to wait for their names to come up on a list to utilize the bathroom or buy something to drink out of the vending machines. 2. Inmate are permit to receive packages one of two ways: (1) through the mail and/or (2) through the package room if receiving a visit. However, due to COVID and the limited number of visits allowed on any given day, there are instances when visitors can't get in due to over crowdedness, yet they are not permitted to leave the package for the inmate. Population is requesting that they be able to receive their package if the visitor(s) are not permitted in due to over-crowdedness. 3. Visits start at 9:00 a.m., however visitors are not being allowed in until 9:30 a.m. Also Pursuant to Directive #2611 titled "Discriminatory Treatment Complaints - Procedures for Visitors" is policy (Title 9 NYCRR, Part 7695) to establish a procedure for the processing of complaints of discriminatory treatment of visitors. Attachment "A" of said Directive #2611 of the complaint procedure must be permanently posted in areas where visitors can read it. Population is requesting that "Attachment A” be posted in the Hospitality House, the Front Desk Area and the visiting room. 4 MESSHALL PHONES Messhall workers are requesting that after the chow runs, they would like the messhall phones turned on. The reason being they are last to go out to the yard on the 1:00 p.m. and 3:30 p.m. yard runs and many of these men aren't able to get on the phone. a 5. SANITIZING ALL BATHROOMS & SHOWERS IN GYM/BATHOUSE In addition to the daily cleaning of these areas, the walls and floors need to be scrubbed with a brush and bleach. Population is requesting that a power washer with the appropriate cleaning chemicals added, are utilized on a daily basis as well. 6 PACKAGE ROOM According to Package Room personnel Directive #4911 needs to be updated, inasmuch as the current copy being followed by package room staff is from 2005/2011 revisions. The latest Directive was the revision dated 6/28/19. Population requests that the Package Room updates the Directive and posts said directive outside Package Room window. Population would like to know why tee-shirts with 2 logo are not permitted? As well as shirts that have a different color label on the inside of the shirt with "Care/Washing Instructions” are not being permitted? How can these items of clothing be deemed to be two toned/colored shirts? Towels, bed sheets have different color labels (usually white) from the color of the item. Modern times in the textile company have always produced these items with different color labels. Additionally, there is no memo that prohibits multi-colored slippers; yet inmates are being denied two toned slippers or multi-colored slippers. 7, PREVIOUS ISSUE RELATING TO OVER CHARGED MAIL-OUTS Population is requesting that a chart describing the weight and size of package (the costs/fees) be posted to see what the rates are, Additionally, inmates should be given the option to chose the type of postage (First Class, up to Fourth Class) they wish to use. 8. REGULAR CELL SEARCHES Tf an individual isn't a security threat, he should be allowed to watch the search according to Directive 4910. Inmates are not being permitted to view the cell searches.
