je -47' 9 @ 2" Highermsaa Summit on Summit Overview In 2011, the Commission on Higher Education as a major responsible agency under the Magna Carta of Women ‘Act of 2009 (RA 9710) ook a fim and bold step in addressing the issues of gender and development in the higher jucation sector. In effective collaboration with the Philippine Commission on Women, the Civil Service Commission, the U.P. Center for Women’s Studies, the Miriam College Women and Gender Institute, as well as the St. Scholastica’s Gallege Institute for Women’s Studies, CHED mobilized all public and private higher education institutions and held the 1st Higher Education Summit on Gender Issues in October 11-12, 2011 the rationale of which was to engender a meaningful partnership among HEIs for purposes of ensuring greater awareness of and advocacy {or policies and programs on Gender and Development. ‘Thus, the major objectives of that first Summit were to: Provide a situationer on the awareness of and good practices in school policies, curriculum and research development, programs and services pertaining to gender and develop: Retterate the importance ofthe strategic role of Ngher education n capacity bulding and empowerment of women through appropriate gender and development activites as enunciated in the Magna Carta for Women (RA 9710) and its Implementing Rules; Identity the various GAD activities of higher education institutions that contribute to the proper instituttonalization of Gender and Development programs and effective utilization of the GAD Budget in State Universities and Colleges to develop and maintain GAD projects that would effectively assist the localities where they are situated; and Commit to a Medium Term Action Plan to be implemented by all higher education institutions. The most significant output of the 1st Summits the Higher Education Gender and Development Accord which to date, has been signed by almost all 110 Sate University and College Presidents and GAD Focal Persons, and ‘over'a thousand private HEI presidents and their GAD Focal Persons and advocates in Higher Education. ‘As a commitment of CHED during that first Summit, the Regional Gender and Development Summits were conducted n all the 16 regions andin the ARMM from November 2011 unil September 2012, Through these activities, the objectives of the 1st Summit were further cascaded into the various public and private HEIs in all these regions, where resource speakers and participants tackled burning GAD iasues ofthe day. In al tho Regional GAD Summits, a wealth of information, insights, comments, recommendations emanated from all stakeholders from the faculty, administrators, students, and researchers. The CHED and its Co-convenors guided the CHED Regional Oices by providing funding from ihe Central GAD Budget, as well as highly competent and technically skilled resource speakers from the PCW, CSC, St. Scholastica, Miriam WAGI, and U.P. CWS and ‘other U.P. gender resource centers in Los Banos, Baguio and Cebu. ‘The Highlights of the Issues, Concems and Comments from the 17 Regional Summits have been collated into a single document, and categorized into the area clusters in the Higher Education Gender and Development Accord (HEGAD). These highlights will be further segregated into the issues, coneems and recommendations for each ‘of the six (6) Regional Cluster workshops and be utilized as the working paper to guide the Regional Cluster members in formulating their Reports with Plans of Action to which statement of commitments and pledges of advocacy will be appended, ‘Tg 2 Higher Education Summit on Gender issues being conducted tis year by CHED wil onus on “Mainstreaming Gender and Development in Higher Education’, following through trom its intial thrusts during last year's Summit, and on to the 17 Regional Summits spirtedly conducted by al the regions under the leadership of {he 18 CHED Regional Directors, including the Mindanao State University President and MSU-IIT Chancellor for j e ‘The current objectives have a three-fold thrust, namely, © Engendering a Safe Environment for Women in Higher Education, ® integrating Gender and Development in the Curriculum of HE, and ® Addressing Issues of Masculinities and the Other Genders. The roster of speakers for this year’s Summit have beencarefully selected for the plenary and parallel sessions and will share their insights and technical knowledge on the gender issues that all stakeholders of higher education should assimilate and advocate for in the coming year. During this yoa's Summit it is expected that all participants from the public and private HEIs will be suficienty enabled in aying the foundation for their GAD Focal systoms it not vel existing, of for steengihening and enhancing the capabilities of their present systems. They should also be able to effectively integrate the inputs derived trom the resource speakers to their own bureaucracies, and carry out the Plans of Actions that they will commit and pledge to abide by at the close of the Summit. Corollary, CHED as the responsible agency for Higher Education will continue its own Plan of Action for 2013, and maintain its strong partnership with PCW under its existing MOA through funds provided under the AECID. Education Gender Policy and Code. i Warm greetings to the participants of the 2 CHED Higher Education Summit on Gender Issues to be held on November 27-28, 2012 at the Bahay ng Alumni, University of the Philippines Diliman, Sponsored by the Commission on Higher Education with its co-convenors that include the Philippine Commission on Women, Civil Service Commission, Miriam College’s WAGI, St. Scholastica’s College and the U. P Women’s Studies Center, this second annual summit ‘seeks to build on the gains of the 1st Higher Education Summit on Gender Issues held last October 11-12, 2011. Specifically, it will focus on the key areas of gender equality, promotion of a safe environment for women, and the integration of gender and development in the curriculum. As a high-powered gathering attended largely by SUC presidents and the institutions’ gender and development (GAD) focal persons, this summit provides the venue for a systematic ‘assessment of what has been achieved in the above-mentioned areas and prepare the necessary policies, programs and collaboration projects to form an important part of the Plans of Action of CHED for 2013. Gender issues affect all of society. They shape and determine the processes that govern different institutions. The continuous effort exerted by government and government mandated for gender equality and the empowerment of women illustrates the government's attempt to establish linkages between genders and authentic development in various spheres of life. Educational institutions, with their task of “leading into the light” and forming men and women for others, constitute an influential site where such discourse can take place systematically and relevant policies and programs crafted to suit the needs of GAD in different regions. This summit revolves around the theme, “Mainstreaming Gender and Development in Higher Education,” which articulates the necessity of placing gender issues front and center as a core component of higher education in the Philippines. We look forward to two days of intensive discussion and sharing of insights. Such collaborative effort should redound to the benefit of the young people who are under our stewardship and to whom we are committed, as educators, to transform into proactive, responsible citizens in a just and compassionate society. ATTY. ARIEL V. VILLANUEVA is Director Ill at the Civil Service Commission, the constitutional body that has been an effective and supportive co-convenor of CHED in its Gender and Development initiatives. Atty. She is the Executive Producer of the weekly program "Nunsense, Make Sense" since 2010. DR. FE DE LA LUNA ALCANTARA-ANDICO is an active gender advocate and a dynamic promoter of Fhippine history, culture and arts. She isthe Director of Pangasinan State University Center for Gender Studies and Coordinator of the Urduja Regional Gender Resource Center. She obtained Doctor of Philosophy in Phiippine Studes from University of the Philippines and aught in various schools in the country including the Central Mindanao University in the south, Mariano Marcos State University and Pangasinan State University in the north. She conducted several research on the plight of women and is a member of various gender organizations. PROF. PHOEBE ANFONE-TAN, a children and women’s rights advocate is also an award- winning cook. Her sttong commiment in gender equality and women empowerment highlights her professional career, She is passionate in her advocacy. Being the Coordinator of Silliman University Center for Gender Studies and Development (CGSD), she is instrumental to mainstreaming gender and development issues and principles inthe acaderie which promoted partnerships among academic institutions, local government units, and non-government organizations. She is teaching at Siliman University since 1982 and has recently received a Faculty Recognition Award DR. MARIA THERESA D. UJANO-BATANGAN is Associate Dean for Academic AVfairs, University of the Philippines-College of Social Science and Philosophy and the Deputy Director for Training and Outreach, University Center for Women's Studies. She conducted numerous research and) consultancies and is actively involved in several community and outreach programs. Dr. Ujano- Batangan is Associate Professor 7 at tne Department of Psychology and serves as consutantwrtr for UNICEF and Action for Health Initiatives inc (ACHIEVE). ATTY. NOEL P. RAMISCAL is a counselor at law, private practitioner, published author, artist, poet, lecturer, blogger, technical and cultural consultant. He holds a Doctor of Philosophy (PhD) in Law degree and a Master of Law (Advanced) degree with High Distinction (the equivalent of Summa Cum Laude) from the University of Queensland and a recipient of numerous scholarships, grants and fellowships and awards including the "Year-Ender Excellence Young Professional Award for Law and Judiciary’(2005) and the Oblation Statue and a Plaque of Recognition for his service at UPLB. He won international awards and received research grants in Australia, Greece, Austria and United Arab Emirates for legal articles he authored. Among other commitments, he is a technical consultant to the Chairperson of the Commission on Higher Education. MS. MANUELA M. SILVA is currently serving as Deputy Executive Director for Operations at the Philippine Commission on Women from 2010. Ms. Silva worked for around 20 years in the then National Commission on the Role of Filipino Women (NCRFW) before becoming an independent fgsearch and wring consultant creating mainstreaming modules for women and gender issues ‘She was Gender Advisor of the Canadian International Development Agency (CIDA) and then PCW consultant for local governance and women’s economic empowerment in GREAT Women Project. She was one ofthe speakers in the recently concluded CHED sponsored Regional Gender and Development Summit conducted in 17 regions in the country. She obtained her Masters in Demography from the UP Population Institute ATTY. CARMELITA YADAO-SISON is currently the Director Ill, CHED Legal Service and Chairperson, CHED GAD Focal Committee. She spearheaded the move on Gender and Development in CHED and put women empowerment in the forefront of the male dominated Philippine State College of Aeronautios during her term as OIC President in 2009-2010. She served as, the frst female General Counsel of the University ofthe Philppines for 9 years where she obtained her Bachelor in Broadcast Communication and Bachelor of Laws (LL.B.), She eared academic units in the MPA program of the College of Public Administration of UP, MNSA degree from the NDCP and Doctor of Philosophy in Peace and Security Administration from Bicol University Atty. Yadao-Sison, being the GAD Focal Person in CHED is the workforce Behind the successful HESGI-1 and the 17 Regional GAD Summits. She is now pursuing a doctoral program in Curriculum ‘Studies at the U.P. College of Education, DR. EUFRACIO C. ABAYA (Ph.D. Anthropology, Michigan State University, 1994) is a member of the graduate faculty of the College of Education, University of the Philippines teaching social and Cultural foundations of education, ethnographic methods, educational anthropology, and social and cultural dimensions of education in the Philippine setting. Professor Abaya conducted ethnographic stucles covering topics such as emotional capital and care-aiving: gender and sexuaity poles, spirituality and artisanship; disaster and resettlement; salvage ethnomusicology. Drawn to the virtues of collaborative research and advocacy, he works closely with practitioners in music education, indigenous learning systems, museum and education, and transportation engineering. Professor Abaya is a member of the Ethics Committee of the World Council of Anthropological Association. DR. ARCHE L. LIGO is a resource person, expert trainer, consultant on the broad and deep field of gender equality and women's issues and feminist studes in he Philippines and abroad since 2003. She was a speaker in the recently concluded 17 Regional GAD Summits for higher education institutions in the country and served as consultant to the Philippine Commission on Women projects and to international organizations like the Canadian International Development Agency and ASEAN Committee on Women’ on Violence Against Women.
