1 Organization of RFP Response


To facilitate a timely and comprehensive evaluation of submitted proposal, it is
essential that the Vendor adhere to the desired response format. TH requires a
standard format for the proposal submitted to ensure that clear, concise and
complete statements are provided from the Vendor in response to requirements
and areas of management concern. TH is not under any obligation to search for
clarification through additional or unformatted information submitted as a
supplement to the formatted response. Where a proposal contains conflicting
information, TH at its option may either request clarification or may consider the
information based on its judgement. The Vendor’s proposal submitted must
adhere to the standard sectional format as indicated below:

2 Proposal Detailed Requirements

2.1 Scope of Work Response

2.1.1 Section 1: Title Page

The proposal should include a title page, ‘“Strategic Review and


Proposal on TH’s Back-to-Basic New Business Model”.

2.1.2 Section 2: Table of Contents

The Vendor’s proposal should include a Table of Contents,


which lists the titles and page numbers for each major topic and
sub-topic contained in the proposal

2.1.3 Section 3: Executive Summary

This section should include a summary of the key points and


highlights of the Vendor’s proposal.

2.1.4 Section 4: Proposed Solutions and Scope of Works

Solution Overview

The Vendor should indicate briefly the scope of work of its


proposal to provide the complete services and scope of work.
The Vendor should clearly describe the proposed scope of work,
preferably with the assistance of graphical diagrams.

 The Vendor shall review current TH performance and position
(including key issues and concerns). The objective is to ensure
complete information as reference prior to any further
recommendation and design;

 The Vendor should assess TH strategies, business and operations


vis-à-vis optimal state/best practices (review TH Business Model);

TH), including future corporate structure and

3 Documentation
3.1 The Vendor is required to provide comprehensive documentation
pertaining to the scope of work, in both soft copy and hard copy. Key
documentations shall include the following (but not limited to):

3.2 In addition to the listed requirements in the above mentioned


document, the Vendor is to propose any other deliverables which are
not mentioned in this RFP document which are deemed necessary.
The Vendor may also propose alternative recommendations and
provide explanation accordingly.

4 Current Organization Setup of TH


4.1 Please include detailed CV of all key personnel especially those with
the domain knowledge and expertise in each of the subject matters
i.e.:-

 Experts in Malaysian GLCs transformation and restructuring

 Experience in the strategic plans or digital transformation

 Strong experience in developing operational model

 Possession of strong knowledge base on up-to-date industry


practice and future trends

 Strong experience in managing complex projects and facilitating


workshops

 Overall relevant project experience in related scope of works


including roles and responsibilities

 Specific role and responsibility in this proposal for TH

 Qualifications.

4.2 Approach and Work plan

4.2.1 In addition to providing a detailed project work plan, this section


should describe each of the proposed activities, tasks, key
milestones and dates.

4.2.2 The Vendor should also include a quality and a risk


management plan, as part of the scope of work.

4.2.3 The Vendor is expected to use Microsoft Project 2013 or similar


application to detail out the list of project activities.

5 Payment Milestone
The Vendor must follow payment milestones for the whole duration as
stated in table below. Payment by TH shall be done on a percentage
basis.
