A SCHEME FOR FARMERS THAT HAS NOT REACHED MOST FARMERS

CONTEXT The Union Cabinet, chaired by the Prime Minister Narendra Modi has
approved that the ambit of the Pradhan Mantri Kisan Samman Nidhi (PM-
KISAN) would be comprehensively extended. The revised Scheme is expected
to cover around 2 crore more farmers, increasing the coverage of PM-KISAN to
around 14.5 crore beneficiaries.
With this decision, all land holding eligible farmer families (subject to the
prevalent exclusion criteria) would avail of the benefits under this scheme.

ABOUT HE Under this programme, vulnerable landholding farmer families, having


SCHEME cultivable land upto 2 hectares, will be provided direct income support at the
rate of Rs. 6,000 per year. This income support will be transferred directly into
the bank accounts of beneficiary farmers, in three equal installments of Rs.
2,000 each.

LOOPHOLES The cash transfer is not linked to the size of the farmer’s land unlike Telengana
Rhytu Bandhu Scheme where farmers receive Rs.8000 per annum for every
acre of land. PM-KISAN fall short of Odisha KALIA scheme which even includes
poor households that do not own land? The benefits of the scheme has not
reached to most of the farmers, majority of the beneficiary households are yet
to receive even their first instalment.
Only two states Gujrat and Andhra Pradesh have gained a prominent share, a
total of 17 states have received a negligible share of the first instalment.
HOW TO PM-KISAN needs to be uniformly implemented across regions. Large structural
MAKE IT issues like infrastructure,irrigation,agricultural market reforms need to be
EFFECTIVE solved simultaneously. Landless and poor families should also be included.
Food security through National Food Security Act should be closely linked to
government interventions in grain market. Scale of production (farm size)
should be increased.
