Memorial Hospital Project Charter

PURPOSE Purpose Statement: The purpose of this training initiative is to implement


Phase 1 of a new online, patient triage system at the ER of Memorial
Hospital where 100 ER nurses will require training on the new system to
lower wait times across their health care network.

Project Overview: Memorial Hospital has identified a need for a training


initiative for their new online, patient triage system. The goal of the training
initiative is to significantly reduce wait times through the implementation of
this new system. This project is explicit in Phase 1 implementation of the
new system which will be introduced to 100 nurses that work in the ER at
Memorial Hospital. These 100 nurses will be expected to be proficient in the
new system within the launch timeline of 6 months. This training initiative is
of high importance to Memorial Hospital as it is a response to a recent
incident of patient death in the emergency room while waiting for care.
Successful implementation of the new online, patient triage system will
increase patient care and decrease nursing work load.

Instructional Goals:

1. Nurses will proficient on the technical usage of the new system


2. Nurses will understand the changes to process/workflow,
including transfer process to other departments and other clinics
3. Nurses will be able to introduce the “fast-transfer” process to
patients

SCOPE In-Scope: The training initiative is responsible for Phase 1 implementation


of the new online, patient triage system. The deliverables will be relevant to
training nurses on the technical usage of the new system, changes to
process/workflow, transfer processes and introducing “fast-transfer”
process to patients. Content will be created to assess pre-entry skills of
nurses, training materials, assessments and follow-through activities. The
training is focused on the 100 nurses that work in the ER at Memorial
Hospital.

Out of Scope: The training initiative is not responsible for the creation or
maintenance of the new online, patient triage system. This project does not
include the training of the remaining 700 nursing staff. The training
initiative does not provide the logistics of Memorial Hospital staffing, such
as scheduling, paid time for training and appropriate ongoing use of the
new system beyond the initial 6-month timeframe for implementing
training.

- Access to LMS or other networking administration tools for content upload
- Access to the patient triage system for appropriate content creation
- Technology availability for trainers and learners during classroom sessions

- Budget for content creation (special tool licensing, LMS licenses etc.,)

- Meeting rooms, classrooms and other spaces that can accommodate the
training

CONSTRAINTS Constraints:
- 6-month time frame for development of training initiative, training and
proficiency by users before new system implementation
- Available payroll/overtime for nurses to attend training
- Availability of stakeholders/SMEs for consultation
- Development of training materials is contingent on release of information
and access by the company that created the new system
- Budgets for training inititative development
- Enrollment and buy-in of ER nurses

Risks:
- Implementation of new patient triage system with hospital networks
- Change in staffing (new nurses with unfamiliarities with the hospital being
hired, nurses with seniority transferring or quitting)
- Stakeholders, SMEs, nurses do not see value in the training initiative or
new system

Assumptions:
- New patient triage system is successful in its goals (decrease wait times,
patient triage, utilization by patients)
- Technology integration between hospital and new system is reliable and
accessible

BUSINESS Cost Benefits:


CASE - Reduced wait times across health care systems and transfers to correct
departments will see a 200% increase in patients seen and less patients
waiting/turned away without paid services
- Successful implementation of new system will reduce workload of ER
nurses which will result in a decrease of overtime hours logged by 50%
- Reduced burnout and turnover rates will lower costs by $1000 a month
spent on training and on-boarding new staff
- Patient safety will be increased and the reduced capacity of the ER at
memorial hospital will result in less risk of litigation by patients
- Successful implementation will increase time available for nurses to attend
continuing education courses and produce a more education workforce
