Page 1 of 10 Sirt Gulf for Gas Projects SGGP Specification for Civil Construction New 24” Gas Transmission Pipeline to Alkhalij Power Station Gas Pipeline Introduction The objective of this project is to supply fuel gas to the new Alkhalij Power Station and Facilities, which are operated by GECOL in Libya. This Specification defines the methods, standards and materials to be employed in the Civil construction contract for the new 24” Gas Transmission Pipeline to supply feed gas to the new Alkhalij Power Generation Station. Precedence ‘Any case of apparent conflict between the requirements of this specification and any other relevant documents shall be notified to the Owner. The "Contractor" is the appointed party who shall execute the works defined in this Specification. Structural Steelwork GES S02 Structures for Operation and Maintenance Service and Environmental Conditions Maximum exposed metal temperature 93°C Maximum shade temperature 60°C Minimum shade temperature orc Average humidity 40% Technical Requirements 7.1 Site Conditions 7.1 Safe Working All work shall be carried out taking into account the relevant safety regulations Page3 of 10 Sirt Gulf for Gas Projects SGGP 7.1.2 Working on Live Sites Where work under this contract is required to be carried out under a permit to work system, the Contractor shall ensure that he is in possession of the full and correct paperwork for each activity 7.1.3 Existing Services and Facilities The Contractor shall be responsible for identifying any existing services and utilities, liaising with the appropriate utility owner, and for arranging for these to be protected or isolated to comply with utility owner requirements The Contractor shall be responsible for any required temporary relocation of existing services and reinstatement of the same to their original or agreed revised location The Owner shall be contacted immediately and shall be notified in writing by the Contractor should any previously unrecorded services or other objects buried in the ground or structures be discovered during investigations. A description, dimensions, levels related to reference datum and other relevant details of such services shall be accurately recorded and supplied at such a time and in a form previously determined. 7.1.4 Use of Explosives The use of explosives is prohibited, unless otherwise approved by the Owner. 7.15 Plant The Contractor shall use suitable approved modern plant adequately sized for the scale of works involved and the time limits required by the Contract. The selection of plant shall also take into account the types of material, proximity of existing structures or services and environmental considerations, Prior to the stark of works, the number and types of plant to be used and the method of working shall be submitted to the Owner for approval. ‘A weekly record of plant and labour returns shall be submitted as required by the Owner. 7.2 Site Preparation 7.2.1 Benchmarking The Contractor shall ensure that benchmarks remain safe and protected during the construction period and they shall be handed over to the Owner ‘on completion with positional and datum records. If the Contractor damages a benchmark, he shall repair it at his own expense The Owner Page 4 of 10 Sirt Gulf for Gas Projects SGGP reserves the right to perform random checking of benchmarking (location and elevation) during construction. 7.2.2 Setting Out All works shall be set out accurately from datum and benchmarks. The correct locations, elevations and alignments of all parts of the works shall be ensured at all times during the execution of the works. 7.2.3. Clearing Clearing shall include the removal of any existing trees and bushes, and other vegetation, to within 150 mm above the natural grade where required. It shall also include the removal of dense growths of ground plants, matted dead vegetation, and rubbish resting on natural grade. 7.2.4 Grubbing Grubbing shall include the excavation and complete removal of tree stumps and the excavation and removal of all other plant life including root structures, plus rubbish, to a depth not less than 450 mm below natural grade Other minimum grubbing depth criteria supplemental to the 150-mm minimum depth below natural grade requirements for grubbing are as follows for the following specific work areas: * Drainage ditches shall be grubbed to a depth not less than 300 mm beneath the finished sides and bottom. © All organic material, including trees, stumps, roots, and brush shall be stacked on the site adjacent to the work areas and shall not be disposed of without written approval of Owner. Times and locations for burning combustible material must be approved in advance by the Owner. 7.25 Demolition Demolition works if required shall be carried out taking into account all relevant safety regulations. Demolition works shall include if necessary but not limited to the demolition and removal of buildings, structures, foundations, culverts, roads, pavements, above and underground services. Demolition depth is at least equal to 1000mm below finished grade elevation. Nevertheless, demolition shall be performed at necessary depth in case of interference between old/new works, Page Sof 10, Sirt Gulf for Gas Projects SGGP 7.2.5 Demolition ...cont’d. Where existing foundations and installations are to be left in place, the Contractor shall be responsible for their care and protection during the course of the works. Materials required for re-use shall be stored in a safe location and protected from damage or deterioration as agreed with the Owner. ‘The Contractor shall stop its work and notify the Owner if any previously unrecorded work is discovered. The Contractor shall dispose of all removed materials in a tip approved by the Owner and local authorities. 7.2.6 Site Finishes Site areas shall be graded to natural contours and all construction debris removed. 7.2.7, Temporary Works To protect the personnel and the existing works the Contractor shall provide all the necessary temporary works such as: © Safety Barriers '* Supports © Bridging ‘© Shoring, etc.. The design of all temporary works shall be agreed by the Owner. 7.2.8 Temporary Tracks and Access The Contractor shall construct any temporary access tracks he needs for performing his works, ensuring the maintenance of these tracks as may be required, throughout the period of work. ‘Temporary tracks shall be located within the project area and be subject to the Owner's approval_ They shall be designed to suit climatic, traffic, and subsoil conditions.. Earthwork machinery shall run on these tracks and use of existing roads is, to be avoided Should the use of existing roads be unavoidable, the Contractor shall obtain authorization and ensure they are kept clean and any damage repaired Page 6 of 10 Sirt Gulf for Gas Projects SGGP 728 74 7.4.1 7422 Temporary Tracks and Access ...cont’d. resulting from their use by the Contractor.. Traffic routing schemes should be established with suitable roadway signage and submitted to the Owner for agreement Earthworks Standard Earthworks construction shall be carried out in accordance with NOC Standard GES Q.01 - Earthworks (incl. Site Preparation, Pits and Trenches). Foundations and Concrete Works Standard Foundations and Concrete construction shall be carried out in accordance with NOC Standards GES Q 03 -- Foundations (Incl. Piling) and GES Q.04 Concrete Structures. Grouting General Grouting refers to all work carried out to fill the space between concrete surfaces and base plates of equipment, steel structures or concrete prefabricated elements, in order to achieve adequate transfer of horizontal and vertical forces, The grout thickness shall be the minimum necessary to provide adequate leveling, The nominal grout thickness shall be 25 mm; maximum and minimum thickness will depend on the material used but will normally be between 15 and 50mm, Grout shall be finished at a slope of 1: 1 from bottom corners of base plates to the finished concrete level. Mixing water for cement rich grout shall be at a temperature not greater than 24°C. Types of Grout Grouts shall be one of the following types: Type GI: Sand - Cement Grout. Its use shall be limited for grouting minor steel structures not assuming structural function or self supporting structures subject to the approval of the Owner. Page 7 of 10 Sirt Gulf for Gas Projects SGGP 2 Types of Grout ...cont‘d. Type G1 grout can also be used to ensure adequate transfer of force to adjacent supporting concrete elements. Sand aggregate shall be graded to flow into the restricted considered space, Mix proportion (cement, sand, water) shall be determinate by trial mixes to the entire satisfaction of the Owner. Preparation of grout shall be made in paddle type mortar mixer or by other suitable mechanical means. Grout shall not be mixed by hand, Dry material shall be mixed first in the designed proportion then with water ‘as quickly as possible, consistent with fluidity and placed as soon as possible. Minimum compressed strength as per ASTM C109 shall be not less that 28 MPa at 7 days and at least the same strength of reinforced concrete support. The grout strength shall be determined by tests on 50 mm (2") cubes as per ASTM C109. ‘Type G2: Non-Shrink Cement Base Grout. It shall be @ proprietary bagged product, applied for grouting major steel structures and stationary equipments unless Epoxy grout (Type G3) specified on drawing. Type G2 grout shall be also used to fill box after installation of post embedded anchor bolts. Minimum compressive strength at 7 days shall be of 40 MPa as per ASTM 109. The mixing and handling of grout shall be carried out strictly in accordance with Manufacturer's instructions, Sand or admixtures shall not be added unless spe Manufacturer. Type G3: Epoxy Grout. ied by the Type G3 grout shall be applied for grouting compressors or heavy equipments subject to vibration. Minimum compressive strength shall be 80 MPa at 7 days as determined by test in accordance with ASTM 0579. Epoxy product shall be submitted for prior approval of the Owner and applied in closely accordance with Manufacturer's instructions. Page 8 of 10, Sint Gulf for Gas Projects SGGP 7.43 75 75.1 TS1.2 75.14 Earthing and Lighting Protection Refer to Electrical specifications for earthing and lightning protection requirements of Civil structures and facilities. Roads Standard Roads works shall be carried out in accordance with NOC Standard GES Q.06 - Roads and Paving. The Contractor shall also take into account of the requirements specified below. Road Widths All roads shall be 5m wide, with the exception of lightly used access roads to pig traps or vents which may be 4m wide. Al site roads shall be provided with a 1m wide hard shoulder on each side. All off site access roads shall be provided with a 1 m wide hard shoulder and a drainage ditch on each side. Road Slopes Maximum allowable longitudinal slope Transverse slope on lane Transverse slope on shoulder Road Bends The internal radius of a bend shall not be less than 6 m. Vehicle Barriers Steel barriers or concrete bollards shall be installed where vehicles may cause damage to process piping or equipment. These shall be removable when access is required for maintenance. Roadway Signing Roadway signs shall be in accordance with international standards and symbols using metric units. Signs shall satisfy any local requirements and be approved by The Owner prior to any supply and installation,. Language for signs shall be English and Arabic. Page 9 of 10, Sirt Gulf for Gas Projects SGGP 76 7.6.1 17 78 78.1 782 782.1 79 79.1 Drainage Systems Standard No buried drainage works are envisaged at either station. Electrical and Instrument Cable Trenches The Contractor shall carry out all trench works required to lay electrical and instrumentation cables, including but not limited to: © The trenches required for lighting cables laid along security fences and internal roads. © The trenches required for electrical and instrumentation cables laid inside the stations (main trunk and branches). * Atroads or paved areas, the Contractor shall install PVC ducts surrounded with a minimum 15 cm of concrete. The ducts shall extend a minimum of fone (1) meter beyond the edge of the road shoulders. The size and number of ducts shall be determined to suit the cable run with ducts no more than 50% full and 30% spare ducts. Two polypropylene draw ropes shall be installed in every duct, securely tied off at the ends. Fences and Gates Standard ‘Any Fencing and Gates required shall be carried out in accordance with NOC Standard GES Q. 12 - Steel Fencing Systems. General Fencing of new works shall match as far as possible any existing fencing. Emergency Gates Emergency personnel gates shall be provided as required by the design Codes but not less than one in each corner of a site or one opposite the main gate If the site is less than 0.25 Ha. Structural Steelwork Standard Any structural steel access platforms, stairways of the like required shall be carried out in accordance with NOC Standard GES S.01 Steelwork Structures and GES $.02 Structures for Operation and Maintenance. This shall also apply to any structural modifications required, and to pipe supports. Page 10 of 10
