2. This Grantin-Aid is being released in conformity with the terms & conditions as well as norms of the scheme as alreedy
communicated, and also Being communicated inthis leter.
3. The sanctioned amount is debitabie to the Major Head 601.4(@) Gen. of the Scheme of Modernization and Removal of
Obsolescence Scheme (MODROB) and is valid for payment during the financial year 2018-18.

Disbursement of funds to institutions
‘The date of release of the grant by AICTE shail be taken as the date of commencement ofthe project. The Principal /
Director / Registrar shall intimate about the receipt of the grant to AICTE. Any expenditure incurred prior to the
iseuance of the approval letter will not be allowed to be adjusted in the grant and i the Institution / University do nt
take the project work within one menth of the cacaipt ofthe grant, the approval shal ipso facto lapse.
After receipt of the grant from AICTE, the Insitute shall send a confimation to AICTE within 2 months of receipt of
‘grant thet the sanctioned project has been startedis in progress.
100% grant of the sanctioned amount wil be released to GovernmentiGovt. Aided institutions. Utiization Certificate
(UC) and ether requisite documents are to be submitted within one month af the completion of the project.
To self fnanced/PYt Institutions 80% of the sanctioned amount willbe reléssed as frst installment followed by 20% as
reimbursement after receipt of UC and other requisite documents as specified in terms & Conditions of MODROB
Scheme,
‘Submission of documents by university/institution
‘The following mandatory relevant documents are required to be submitted by the universityinttuion within one month
of the completion of the program
() The Annual Progress Report (APR) in the prescrted format along with Statement of Expenditure and Aucited
Ublizaton Certfcate shall be submitted to AICTE net later than one month after completion,
(i) The Utilization Certificate (UC) supported by Aucited Statement of Expenciture to the effect that the grant has
been utilized for the purpose for which it has been sanctioned shall be furished to the AICTE immediately ater
Completion of the project. It should contain the headwwise break up of expenditure made trom the grantin-aid
Provided by the Council. In case of self-inancing/prvate institions, Statement of actual Expenciture & Utlization
Certificate are required to be audited & signed and sealed by a Chartered Accountant endorsing the membership
‘number and complete postal address. ,
(ii) Project Completion Report (PCR) in the prescribed format along with the copies of invoicefbills for the
equipments purchased and copy of stock entry register where entry of the equipments have made duly verified.
Audited Statement of Excenciture indicating expenditure incurred in the total duration of the project in the
prescribed format and GFR-19 shall be submitted to the Counc, Photccopies of formats are enclosed
‘A complete Status Repot of the project indicating the acives undertaking, numberof students benefited, laboratory
‘works photographs of students, together wih their views sto be suomitted.
The balance amount of the grant will be reimbursed to the universityinstitution only on submission of the above
decuments. On receipt of these documents, the total amount of balance of financial assistance, admissible as per the
norms, shall be worked out and grantin-aid shall be released, as second instalment, in favour of the beneficiary
institution,
‘The universityinsttuton is expected to submit the above said mandatory documents viz. Uilization certificate,
Expenditure Statement and completion certificate etc. within one month of completion of MODROB project. However.
delay of Rrther 2 months may be condoned by AICTE in special circumstances as explained by the insttute, Delay in
submission of documents after three months of the completion of the MODROE Project shall invite a penalty of 10% of
the total sanctloned amount of the MODROB Project, to be deducted from the balance amount of 2nd instalment. The
fentira amicunt of grant already released, along with interest accrued thereon shall be refunded to AICTE if mandatory
‘documents are not submitted by the institute beyond one year.

be treated as automatically withdrawn and the financial assistance released in favour ofthe beneficiary mnstituton shall
be refunded immediately to the Council. Kindly mention the File No. $il1/RIFD/MODROB/Policy-1/2017-18 in your
future correspondence.

register of assets shall be maintained by the Institute inthe prescribed form Le. GFR-18,
