DL/'5174~—- 2003 1 Scope ‘The design principles and construction requirements of combined-cycle ‘power plants are stipulated in this mule This rule is applicable to simple cycle or combined-cycle power piants with rated output of 25 MW-250 MW gas turbine (5) that are newly built, expanded or in betterment. This rule mainly addresses the design provisions that are related to the features of gas turbine power plants, DL $000 shall apply for those not specifically described herein 3.0.3. The role of gas turbine power plants in power grids shall be determined based on the availabilty of resources and grid planning. A global view must be established for the planning and design of gas turbine power plants, for which technical and economic analysis is required to enable the maximum cost-effectiveness. 3.0.4 The design of gas turbine power plants shall be cartied out in accordance with the infrastructure procedures under national regulations. The design documents shall be subject to approval in accordance with the specified content and depth, 3.0.5 With short construction cycle, low initial investment, less land coverage, and other aspects of advantages in water saving, environmental protection, power generation efficiency and peak load shaving, gas turbine power plants may be constructed near load or urban districts. Where the environmental protection requirements are stringent, or oil, gas and fuel are available, and the technology and profit are relaively reasonable, building combined-cycle power plant will be a proper option. 3.0.6 For projects using imported equipment in complete sets and DL/'T5174— 2003 introduced foreign technologies where internationally accepted standards and the standards of the supplier’s country are applicable, such projects stall meet the technical requirements of this rule. 3.0.7 HRSG (heat recovery steam generator) mentioned in this rule is of non-supplementary firing type. 3.0.8 Newly built, expanded or reconstructed gas turbine power plants may use gas fuel (including natural gas, Yiquid natural gas (LNG), liquid petroleum gas (LPG)) or liquid fuels (including diesel oil, heavy oil and crade sil), 3.0.9 The construction of gas turbine power plants may be determined on basis of the allowable funds and load needs in the regional power grid, ot when the annual operating hours of units is relatively low, simple cycle gas turbine power plants may be initially ‘uilt after technical anid economic analysis, which may be then built into combined-cycle power plant. im the design, the construction of combined-cycle gas turbine power plants and expansion possibilities shall be considered in accordance with the planned capacity. 3.0.10 When heating is required and the technical and economic conditions are suitable, cogeneration power plants shall be prioritized. ‘The selection of units and system configurations shall be compatible with cogeneration power plants. 3.0.11 In the design of gas turbine power plants, relevant state laws and regulations syst be complied with, Practical measures must be adopted to reduce emission impact of exhanst gas, noise and ‘wastewater on the environment. Any harmful emissions must be consistent with the environmental protection and relevant provisions of labor safety and industrial hygiene. ‘The work facilities on pollution prevention, labor safety and industrial hygiene mast be designed, constructed and commissioned 8 DL/T 5174 — 2003 simattaneously with the main works. 3.0.12 The principle of prevention must be implemented on seismic design of gas turbine power plants. As for gas turbine power piants for which security measures are required in accordance with applicable regulations, the eivil construction technology and design must meet relevant requirements of seismic design code, and effective seismic and shock absorption measures must be taken, 3.0.13 Under the premise of safe operation, reasonable and economic technology, local utilities may be used for gas turbine power plants to reduce initial investment ar staffing when they are available in neighboring coramunities 3.0.14 I the design of gas turbine power plants, the current relevant national standards and industrial standards must also be complied with in addition to this rule. DL/T 5174 — 2003 4 Siting 4.0.1. The siting of gas turbine power plants shall be based on comprehensive considerations of power planning, natural gas pipeline network planning, fuel supply conditions, city (town) planning, water resources, relations with neighboring industrial and mining enterprises, regional natural conditions, transportation, environmental protection and construction plans and other factors. 4.0.2 Non-arable land and poor land should be used as plant site and earth and stone works quantity shall be minimized. 4.0.3 Areas with landslides, well-developed karst areas of earthquake fault zone and earthquake zones with basic intensity of above M9 must not be used 2s plant site, Important natural reserve areas and cultural relic areas, areas with perilous rocks, clling stones and debris flow shall be avoided. 4.0.4 Areas frequently subject to serious pollution by air suspension particles shall be avoided. 4.0.5 Fuel and bulky equipment delivery conditions shall be confirmed in siting, ‘Siting of natural gas turbine power plants shall be based on natural gas pipe network planning and layout of natural gas stations so that gas pipelines are short in distance and easy for connection, 4.0.6 Full consideration on transmission line conditions shall be given in siting, and sufficient transmission line corridor shall be reserved according tothe requirements of gas turbine power plants planning. 4.0.7 The noise level at plant boundary shall be in compliance with the provisions of standards GB 12348 and GB 3096. 10 DL/ 75174 — 2003 5 Overali Plant Planning 5.1 General Requirements 5.1.1 The overall planning of gas turbine power plants shall be done comprehensively in consideration of the plant area, construction area, Water area shoreline, transportation, and outgoing transmission line right of way based on the urban planning and the approved planned capacity 5.1.2 In the overall planning ef gas turbine power plants, minimum use of land must be highlighted. The scale of plant area shall be determined based on the planned capacity, with fand expropriated in stages and batches according to the construction demand. 5.1.3 The overall planning of gas turbine power plant shall meet the requirements of environmental protection, Water and land resource conservation against water and land loss. 5.2. External Planning of Plant Site 5.2.1 The planning of external water supply and drainage facilities of gas turbine power plants shal! be done in an integrated way with considerations of requirements in planned capacity, water resource, topography, geology and environmental protection requirements, and these facilities shall be constructed in phases in coordination with neighboring enterprises. DLIT§174— 2003 5.2.2 The width of outgoing transmission line right of way in accordance with the planned capacity of gas turbine power plants shal coordinate with the plant's overall planning. 5.2.3 The transport mode of gas turbine power plants fuels outside. the plant area shall be based on the local conditions through comprehensive comparisons of technical and economic factors Pipelines, highways, waterways or railway mode shall be reasonably selected. 5.2.4 The dedicated natural gas pipelines of gas turbine power plants shall be buried or ‘aid overhead, and meet the relevant fire protection requirements. 5.2.5 In accordance with the planning of fuel oil pipelines and natural ges pipeline network and the layout of natural gas transmission stations, the dedicated fuel and natural gas pipelines of gas turbine power plants shall be reasonably planned, and they shall comply with the urban planning regulations. The safety distances between buried crude cit transmission pipelines and buildings/structures shall be consistent with the provisions of Table 5.2.5-1 (see Appendix A, the same below). The safety distances between cil pipelines laid on the ground should be increased by 50 % based on the provisions of Table 5.2.5-1. The anchored water area in forefront of seaport dock shall be twice the water area of rated width (B) of designed ship. For ports suibject to serious siltation, the width may be appropriately increased according to the requirements of maintenance and dredging. ‘The anchored water area in forefront of river port dock shall not occupy the main channel, the width of which shall be the designed ship width (B) plus the margin width or the total width of designed ships in side-by-side anchorage plus the margin widtb. Table 5.2.9 specifies the value of margin width, The margin width for oil tanker or oil barge shail be appropriately widened. When the water velocity is above 2.0 mvs or the water flow is adverse in the dock during the service, the d value ‘may be appropriately increased. In the case of any lay-by berths, unloaded berths and trailed berths in the river region, the d value may be appropriately reduced. In accordance with the provisions of JTJ 211, the ship braking water area, roundabout water area and effective width of sea route and front elevation of dock in the seaport are calculated. 5.2.15 Dedicated railways and stations for fuel oil turbine power plants shall be designed to meet the provisions of GBJ 12 and the fire fighting regulation requirements. The railway grades of industrial enterprises are listed in Table 5.2.15. The overall planning of gas turbine power plants shall be designed in accordance with the approved planned capacity, current construction scale and configuration of units. 5.3.2 The main equipment area of gas turbine power plants shall be considered as the design critical point and reasonable processes as design principle, The natural topography and geological conditions shall be fully used (0 suit the local circumstances for overall plant area planning. 5.3.3. The requirements of fire protection, anti-vibration and noise 2 DL/T5174— 2003 abatement shall be taken into consideration in the overall planning of plant area, On the premise of meeting production process requirements, a certain distance should be kept between structures with high anti-vibration requirement and vibration sources, 5.3.4 The buildings or structures subject to flammable or explosive risk during gas turbine power plants operation shall be arranged in the ‘marginal areas of the plant, and the distance between them and the plant internal and external buildings/structures shall be in compliance with the provisions of GBJ 16. 5.3.5. The overall planning of gas turbine power plants shall meet the fire protection and environmental norms such as GBJ 16, GBI 74 and GB 50229, as well as the following requirements; 1 The main equipment area shal! be arranged in a moderate location, and the gas turbine or combined-cycle generator units (room) shall be arranged close to the switchgear facilities. Where once-through ‘water supply is used, the steam turbine house shall be arranged close to water sources. The main equipment arca should be arranged in the district with uniform soil and foundation with high bearing capacity. 2 The access of transmission lines of indoor and outdoor switchgears shall be kept convenient and the crossing of lines shall be avoided. 3 Natural gas pressure-regulating stations, fuel treatment room, hydrogen stations shall be kept away from other auniliary buildings, and they should be located in the leeward direction of wind with minimum occurrence frequency over years downwind such areas which may have flame or sparks. 4° Two entrances/exits shall be designed as a minimum for a gas turbine power plant. 5.3.6 Table 5.3.6 shows the fire hazards and fire resistance grades 2 DL/T 5174 — 2003 of gas turbine or gas turbine combined-cycle generator units (room), FIRSG (house), natural gas pressure regulating station and fuel oil treatment room in the production processes, Fire hazards and ‘minimum fire resistance grades of other produstion buildings or structures in the production processes shall meet the provisions of DL 5000.
