Super-typhoon “Yolanda” struck Tacloban City and other parts of the region, resulting in numerous casualties and damages to lives and properties. that marked an unforgettable fateful event not only in the Philippines but also around the world: WHEREAS, House Bill No. 4960 entitled “An Act Declaring November 8 of Every Year a Special Non-Working Holiday in the Eastern Visayas Region fo be known as “TYPHOON YOLANDA COMMEMORATION DAY" has been approved on its third and final reading last November 4, 2019; WHEREAS, Section | of the said House Bill states that November 8 of every year is hereby declared a special non-working holiday in the highly urbanized City of Tacloban and the provinces of Leyte, Biliran, SOUTHERN LEYTE, Northern Samar, (Western) Samar and Eastern Samar to honor the memory of all who perished during the onsiaught of Typhoon Yolanda (Haiyan) on November 8, 2013 and to salute the selflessness of all volunteers and organizations that took part and contributed in the recovery and rehabilitation efforts of the communities affected by the typhoon; NOW, WHEREFORE, |, NACIONAL V.
