Isang Ordinansa na magpapaalala sa mga pasahero tungkol sa pagpapanatili ng kaayusan at kalinisan sa

Baguio ang ipinanukala ng Tagapangulo sa ______________ na si Elaine Sembrano.

Ang Ordinansang ito ay nag-aatas sa mga operators ng Public Utility Vehicles o PUV gaya ng bus, tourist
land transport unit, at UV Express Service na maglagay ng audio o visual aids sa mga terminal at sa loob
ng sasakyan hinggil sa kasalukuyang mga Ordinansa sa siyudad.

Ayon sa kanyang Kalihim na si Eleazar M. Tejada, nagiging karaniwan na ang paglabag sa mga
Ordinansang pangkalinisan at kaayusan at maaaring ang sanhi nito ay kakulangan sa kaalaman sa mga
nasabing ordinansa.

Actualities: (36.04 – 57.22) Dahil napansin ni Councilor Sembrano na marami pa rin ang hindi
sumusunod … yan po ang number one na motivation niya.

Inaasahan din na makakatulong ang ordinansang ito upang mabawasan ang paglabag sa mga kautusan
ng siyudad lalo na sa mga turistang bumibisita rito.

Ayon sa isang Kundoktor ng bus na si Remark Sanchez, marapat lamang na magkaron ng ganitong
ordinansa (02.45- 22.61)

Ang mahuhuling operator na hindi sumusunod sa ordinansang ito ay magbabayad ng multang 1,500 sa
first offense, 2,500 sa second offense, 3,500 sa third offense, at 5,000 naman sa mga susunod na
paglabag.

Ang inihaing ordinansang ito ay sasailalim sa ikalawang pagbasa ng City Council sa susunod pang mga
araw.

Para sa mga Operators [owner of the vehicle, holder of the Cert of Public Convenience) ng Public Utility
Vehicles (PUVs): buses, mini buses, tourist land transport unit, UV Express Service papuntang Baguio City

Pagpapakabit ng Audio or Visual aids sa mga terminal at loob ng mga sasakyan upang paalalahanan ang
mga pasahero sa pagsunod sa iba pang mga ordinansa na nag pagreregulate ng sanitation & kalinisan,
traffic, kalusugan, at ang paggamit ng Styrofoam at plastic.

Motivation:

Marami pa rin ang lumalabag sa mga ordinansang naglalayong paigtingin ang kalinisan at kaayusan ng
siyudad. Maaaring ang sanhi nito ay ang kakulangan sa kaalaman ng mga tao sa mga nasabing ordinansa.
Common violations: Ordinansa sa Littering, improper garbage disposal, violation of traffic rules nad
regulations, smoking in public places, and prohibited use of plastic and Styrofoam

Prevention: Information Campaign on the existing ordinances and resolutions before visitors and
passengers of PUVs reach the city

Irresponsible, careless, and thoughtless violation of these ordinances prevents the efforts of the LGU
and Baguio residents to succeed in maintaining a clean, healthy, and orderly place to live in

Necessity: establish discipline and cooperation

All operators remind their passengers of existing ordinances considering that land transportation service
is the most common means to reach the city.

Objectives:

1. Guide and remind the passengers that there are city ordinances to be followed
2. Promote comfort, convenience, and general welfare of the public
3. Reduce violations of city ordinances

Penalties:

Any operator found to violate this ordinance shall be liable to pay fines:

First offense: 1,500

Second: 2,500

Third: 3,500

Succeeding Offenses: 5,000

Requirement prior to the issuance of business permits: Compliance

Renewal of business permit from the City Government of Baguio

City Tourism Office shall issue the necessary clearance stating among others that the operator strictly
complied with the provisions of the ordinance

Monitoring and implementing rules and regulations:

City Tourism Office in coordination with Baguio City Police Office, and the Permits and Licensing Division
of the Office of the City Mayor shall monitor and ensure the implementation and enforcement of this
Ordinance.

The City Tourism Office and the BCPO is hereby tasked to prepare the implementing rules and
regulations thereof and to submit the same to the City Mayor and to the Sangguniang Panlungsod for
approval.

For Second Reading

This Ordinance shall take effect in accordance with the provisions of the Local Government Code of 1991
as amended.
