DMRCmission requires: The organization to sustain No.-1 position in the transportation sector in India and to be one of the top 3 Metro Rail Systems in Asia with regard to- a) Safety b) Reliability ©) Punctuality 4d) Quality and ) Responsiveness to customer Quality of service Improvernent in quality is an ongoing process and therefore it was decided to benchmark and compare the services of Delhi Metro with national and international standards and benchmarks of other Metros of the world. (a) Benchmarking with International standards-Membership of NOVA/ CoMET NOVA is a Group of 15 Metros which have an annual ridership of less than 600 milion, while COMET is a Group of 15 Metros which have a ridership of more than 600 million annually. At present DMIRC is a member of NOVA group of Metro systems, The annual ‘ridership of DMRC is already more than 600 million. DMRC is slated to be elevated to CoMET in September 2014. DMRC has compared its performance with that of the members of NOVAVCOMET as these agencies normalize the indices of different metro systems to the same base. The NOVACOMET group publishes a dashboard of every member metro system where in ‘elativeranking of different metros is presented for various O&M parameters. {b) Assessment of DMRC’s position vis-a-vis Asian NOVA/CoMET member Metro systems ‘The Position of Delhi metro when compared with all the Asian metros under NOVA & COMET group derived on the basis of dashboard and other parametersis as under: pelea sie SA HEALTH & SAFETY (QEHS) POLICY Punctuali ‘Actual Train run on time per actual number of trains: Calculated on the basis of NOVA report of 2012, DMRCstands among top three metros among all the Asian metros. DMRC is among the top metros of Asia with regard to least or nil ‘actual trips per scheduled number of trips: In terms of reliability for year 2012, DMC stands at 7th position among the Asian metros. Ithas been observed that_for some of the Asian metros ‘the value of this Key Performance Indicator (KPI) is more than 100% as they might be considering additional trains inducted in congested period towards calculation of % actual trips per scheduled number of trips. DMRC also runs additional trains but itis considered as part of scheduled number of trains. If additional trains are not considered in computation of % actual ‘rips per scheduled number of trips, DMRCis certainly among the top three metros of Asia, If the metros, whose reliability is more than 100%, are excluded from the comparison, the position of DMC would beat number 3 Further, the value of actual trips per scheduled number of trips has improved to 99.95% in 2013, from 99.86% in 2012. Itis expected that in year 2013 also DMRC would remain among top 3 metro systems of Asian metros represented in NOVA/CoMET Group, Quality: Passenger Hour Delay: The quality of urban transport services is broadly measured in terms of Passenger Hour delay which indicates delay in hours of passengers due to service disruption. AS per the comparative values of DMRC for the year 2012, DMC stands best among the Asian metros. RTT) ia TY fe) Vv Responsiveness to customers: Customer satisfaction: As per the values for this KPI, DMRChas a customer satisfaction level (01 99.99% and DMRC stands first among all the Asian members of NOVACOMET group. (©) As discussed above, the comparative position of DMRC with respect to Asian Metros of NOVA/CoMET isas under: NIL death 2012 and 2013 {At present DMRC largely stands among top three metro systems in Asia which are members of NOVA/COMET with respect to Safety, Punctuality, Reliability, Quality and Responsiveness to the Customers. For reliability DMRC is at 3° position among Asian metros (NOVA members) on like- wise basis (a) Service Quality Parameters DMIRC has identified key parameters to assess the quality of service keeping the customer centric approach. The target for each Service Quality Parameters (SQP) has been fixed and the actual performance vis-a-vis the target will be published every year. The service quality parameters have already been discussed above which are stringent and comparable with the international ‘norms. To match thesenorms, benchmarking in maintenance of assetsis imperative. Quality in maintenance calls for an adequate level of maintenance and hence the highest priority accorded to a stringent maintenance regime. Redundancy iil, Maintenance-freeand modular design ‘To optimize the maintenance requirements, following principles, in general, have been adopted for re-scheduling of ‘Preventive Maintenance Check; i. Time-based maintenance requirements Mileage-based maintenance requirements ii, Time-cum-mileage based maintenance requirements Inspection of Trains on daily basis for any complaint and rectification is carried out. Inspection of coaches/cars is done as per schedule, which is prepared and modified based on condition based monitoring over the recommendations of manufacturers Washing of trainsis carried out every third day. Following the above broad set of principles of maintenance for sustainability, the reliability of trains has improved from their designed Mean Time Between Failures (MTBF) value of 10000 (RS1)/80000 (RS2/RS3) kms by approximately 4 to 5 times. 1 are a 4 * RTT) ia TY fe) b) o 4) Also, the down time of major preventive schedules like ‘Annual Inspection’, First Major ‘Overhaul and Second Major Overhaul have been reduced from intially prescribed 2 days / 14 days / 25 days to 1 day /7 days / 12 days. The above reduction in down time of major schedules has also helped to maintain the train availability to meet the requirement and in reducing the train maintenance cost considerably to address financial sustainability Signaling The signalling system too is 'State of the Art’ design and provides fail safe technology in operations. It is well supported by preventive maintenance of Onboard ATP (Automatic Train Protection), Track Circuit, CCIP (Cisco Certified Internetworking Professional), ESP (Emergency Signalling Plungen, Signal, LATS (Local Automatic Train System) Cubicle in ‘Operation Control Centre (OCC), Point Machine, UPS (Uninterrupted Power Supply) /SMPS (Switched Mode Power Supply) System, ‘Overhead equipment The 25 KV rigid overhead power supply systems designed and provided for the frst time in India, with International Standards ina limited concentrictunnel diameter of 5.6m. Maintenance of Section Insulator ~Cleaning insulators, checking of all connectors, leveling of runners for smooth pantograph run. Auto Tensioning Device, periodic checkup of height, smoothness of overhead equipment and maintenance of electrical and mechanical clearances as per national and international standards adopted, Track DMRC has adopted ballastless technology for its tracks, The track has been laid to match the complex geometry precisely through top down method so as to avoid variation in track parameters and hence the requirement of maintenance are minimized. pelea sie SA HEALTH & SAFETY (QEHS) POLICY Similarly, the head hardened rails as per international standards UIC-60-1080 grade have been used to get the extended lfe. Itincludes: Cleaning & Housekeeping, Plumbing, Environmental Sanitation, Drainage, Sewerage, Horticulture, Pest Control, Special works and Modifications. |) Preventive Maintenance: This includes primarily operations undertaken for ‘maintaining different components of Via-ducts, The repair of works isto be carried out periodically RTT) ia TY fe) )) Periodic Maintenance:- The areas around bearing are to be kept free of debris, dust, Oil/ Grease etc. Drainage system is thoroughly cleaned and repaired as necessary before the onset of monsoon. Protective surface coat, wherever provided, is maintained. The sub- structure and bearings are maintained as per the designed requirements and any deficiencies defects noticed during inspection are attended to. 9) Power Supply Installation DMIRC receives power at high voltages- 220kV/132kV/66KY, provides infrastructure to bring the power at receiving sub stations, steps it down to required levels and distributes it all along the route. This entire networkis provided for and maintained by DMRC. h) Tunnel Ventilation Itis provided for the purpose of ventilation during normal train running, stabling of trainin ‘tunnel or in emergency for safe evacuation of passenger. Preventive maintenance of this system is carried out as per a check list. A manifestation of this is a humongous growth in, ridership in the recent past. With regard to service parameters, DMRC performances as under. + Train Reliability, which is defined as ratio of actual number of trips to scheduled number of trips is 99.5% Reliability of Train washing, which is defined as ratio of number of trains washed in within 3 days of total number of trains is 99.5% Punctuality, which is defined as % of trips run on time (= 2 mins delayed arrival at terminal), 1s99,95% + Customer response is 94% ‘Thenumber of trains pressed into serviceisin direct proportion to passenger demand. + Customer Satisfaction Survey DMRC has also taken positive steps to involve the commuters in the decision making process ‘through the commuter survey since Involvementis commitment” pelea sie SA HEALTH & SAFETY (QEHS) POLICY The first ever Customer Satisfaction Survey on the lines of European Standards - EN13816 was conducted at 2 selected stations for two weeks in July 2013. “+ Separate feedback forms were prepared for each day and feedback was obtained from around 1 Lakh commuters. + Itwas.a massivein-house effort with participation of DMRC& Contractor Staff. Reena) + Ratings for each service was graded as Excellent, Very Good, Good, Satisfactory & Need improvement. The reasons for low scores in accessibility, availability, condition outside metro stations, have been analyzed and action plan has been made to take up the issues to improve the same. Thus, DMRC has evolved a customer centric culture, which ensures quality of service by providing for ‘optimal and smooth waiting transition for passengers at metro stations. Its in DMRC’s culture to make Delhi Metro selfsustainable even as we provide quality service to our stake holders. To meet the drinking water requirement water supply from DJB is also being sourced where ever possible. The treatment at the source is being optimized between RO plant and softening plant depending on the water quality at remaining places. (0) A number of significant steps have been taken to prevent pollution from train ‘operations. Thus, Effluent Treatment Plant (ETP) and Sewage Treatment Plant (STP) have been installed at Depots to treat and reuse the wastewater generated and prevent water and land pollution (0) Medical Facility: DRC provides free annual medical health check up for employees & ‘spouses in the age group of 40 years and above, as preventive measure. (4). Maintaining Power Factor near Unity: Provide capacitor banketc to obtain unity power factor. b. Air-conditioning of Underground Stations: 75% of DMRC stations are elevated / on ground level and hence subjected to ambient vagaries. For remaining underground stations, DRC has provided proper air-conditioning and ventilation systems. Selection of closed system, where the conditioned air gets re-circulated: DMRChas ‘adopted 2 closed system in which the ventilation of tunnel has been achieved by the piston effect ofthe train itself. Tunnel parameters have been so selected that the rolling stock with a blockage ratio of 46% pushes the airin front of the trainin the direction of movement of train. During normal train running this air is released to atmosphere before entry at the stations through the pressure relief shafts, so as the heat carried in the tunnel does not interfere with the station’ air-conditioned air. As the train passes under the pressure relief shaft, it sucks in fresh air from the atmosphere. Thus, the energy required to air-condition tunnel or for ventilating the tunnel under normal train running gets reduced. Adopting of 1% design criterion: During summers, the temperature in Delhi reaches a maximum up to 47°C. However, this temperature occurs during the afternoon i.e. non-peak hours when stations are not heavily occupied. As for the MRTS, the traffic peaks during the morning and evening rush hours, Therefore, in order to design optimum capacity and save energy, it is preferred to adopt 1% design criterion. This implies that the design temperature shall not be exceeded for 99% time during summer season. For Delhi, the 1% design conditions are 43°C Dry Bulb Temperature (DBT), 28°C Wet Bulb Temperature(W8T). Similarly, the design condition for monsoon season has also been optimized. This implies that the heat released by various equipments will be adequate to maintain acceptable conditions inside the subway. Hence there is considerable energy saving on Ventilation and Air Conditioning (VAC) system during the winter season, Choice of Acceptable conditions inside coaches and stations areas using Relative Warmth Index. In an MRTS station, passengers are not expected to wait for longer durations and therefore. they would not reach a thermal steady state with respect to the environment. Relative Warmth Index (RWI) is the widely recommended thermal index for subway environmental control. In order to keep the RWI values within 0.4 and 0.45 the design conditions for the platform area has been prescribed as 29° C and 65% Relative Humidity (RH). These conditions fall within the borderline of comfort zone and the passengers would feel comfortable as they facea graded environment from outside to the station and then to the coaches, By selecting these design conditions the cooling capacity has been optimized thereby reducing the initial cost as well as the recurring energy cost of operation and ‘maintenance. ant VAC Equipment Selection of energy efficient Screw Chillers and controlling of the Air-conditioning of the Underground Stations through State of the Art Building Management System having the features of running the system in Open or Closed loop, Enthalpy and Time Table Control has ‘made the air-conditioning system energy efficient. Variable Refrigerant Volume (VRV) Indoor Unit pelea sie SA HEALTH & SAFETY (QEHS) POLICY (iii) Occupational Health & Injury Under the integrated management system which includes, IS 9001on Quality, ISO 14001 on Environment and 18801 on Occupational Health and safety, processes and procedures have been developed across the operational corridors to prevent ill health and injury. Procedures have been developed to and to ensure safe-handling (including loading/unloading), use and storage of hazardous chemical/ paints/ waste /oil/HSD to control health hazards, resource depletion and contamination of land; to prevent leakage of refrigerant gases in environment during operation and maintenance of Air-conditioners; to. prevent pinching hazard in escalator operations; for proper handling, storage and disposal of lead acid batteries; for fall protection efc. (@) (Energy Efficiency & Environment Friendly: Delhi Metro is committed to providing a clean and environment friendly public transport network of international standard for its ‘commuters and to set the bench-mark in India for operating a metro on sound commercial Tines, which can be achieved only by ensuring an energy efficient system at design stage and ‘hen to make constant endeavors to operate in the most energy efficient manner. (i) DMRC believes that a Sustainable Motion is one which is energy efficient and environment friendly while being inherently safe and devoid of health hazards. This belief has been translated into practice by implementing a number of measures, as enumerated below, in ‘operating and maintaining the system. (ii) Major activities implemented to reduce Energy consumptions ‘+ Nurturing energy efficient technologies at design stage for optimum benefits. + Promoting energy efficient technologies during operation stage for recurring benefits. + Identifying areas for improvement, through periodical audit of existing installation. + Creating awareness about Energy Conservation amongst the employees through seminars. + Controlling & Monitoring energy consumption by periodic review and improving energy performance through an effective Energy Management System. 4. are a 4 * pelea sie SA HEALTH & SAFETY (QEHS) POLICY iv) Action Implemented: The energy being consumed for the purpose of Traction and Non-Traction isin the ratio of 60% and 40% respectively. A number of energy conservation / optimization steps have been taken so far. Some of them are enumerated hereunder:- (Traction + Rationalizing the headway as per commuter requirement. + Improving driving techniques. + Reducing ‘unscheduled stoppage.’ + Reducing the “dwell time”. i) Non-Traction + No incandescent lamps have been used in DMRC. (b) Health & Safety: 0 “ DMC system designs are such thatthe trains can't collide; whenever one train approaches another, the emergency brakes are immediately applied.
