A meeting was held in the office of CEO, Delhi on 22.01.2015 at 11.00 am, to discuss the mechanism of implementation of ECI instructions regarding prohibition of misuse of SMSs as well as telecommunication and connectivity related issues during General Elections to Delhi Legislative Assembly-2015. The officers/ representatives of various Mobile Service Providers of Delhi such as Bharti Airtel, Aircel, Reliance, Vodafone, Tata Teleservices, MTS, Idea and MTNL, State and District Level Nodal Officers of MTNL besides Director(DOT), and Joint Advisor (TRAI) were present. The list of the officers who attended the meeting is enclosed. All officers were provided with the list of District Election Officers/District Magistrates, SDM (Election) as well as 70 Voter Centers of Delhi, besides relevant EC! instructions. 1. Accordingly, following directions/instructions are being issued to all Mobile/Landline/Internet service providers:- a. All the Mobile Service Providers shall appoint their nodal officer district wise also & submit list to CEO-Delhi office by 25.01.2015 by email at jtceo.delhi@gmail.com. The MTNL has already appointed their State & District wise Nodal Officers, the list thereof is attached herewith. b. All the Nodal Officers shall contact their District Election Officer immediately and shall obtain the complete list of Polling Stations/Locations, Election Offices, Reception & Counting Centers & all important election _related places/locations/buildings of the district and identify the communication i. shadow/problem areas in the district. The problem of the area will be resolved within two days and if the permanent solution in some shadowed area is not possible then temporary solution shall be provided and the same shall continue tll the completion of Poll process i.e. 12.02.2015. No officer appointed as State/District Nodal Officer shall be changed till the completion of election process. MTNL shall arrange telephone/internet connections for election functionaries as demanded by the District and CEO, Delhi office instantly. MTNL shall ensure the smooth functioning of lease-lines at CEO-HQ, District Election Offices level and connectivity between Delhi Secretariat and Laxmi Nagar Data Centre and CGO complex. All kind of digging on roadside in public place shall be banned/avoided now til completion of election process i.e. 12.02.2015 to avoid any connectivity related issues. MTNL and District Magistrates/District Election Officers shall take necessary steps and shall inform all concerned agencies in this regard. Internet connectivity related problem also raised in the meeting. MTNL was asked to sort out the broad band connectivity related problem at all election offices including 70 Voter Centers. MTNL shall also provide the alternative way in case of consistent connectivity problems. MTNL shall enhance the bandwidth from 1 MBPS to 2 MBPS on all the 15 temporary connections with internet provided to CEO, Delhi office for election purpose immediately. All the agencies shall ensure smooth and uninterrupted connectivity and communication services till the completion of poll process. Joint CEO informed that there has been severe connectivity issues in AIRTEL Services since last one month in entire premises of CEO-Delhi office which has not been rectified by the Company despite of repeated reminders to Senior Officers of the Company. M/s Airtel, is therefore, instructed to ensure uninterrupted Mobile Services in CEO-Delhi Office within next 24 hours, failing which strict action shall be taken. Further, following directions are bei ig issued to all Mobile Service Providers :- . All Mobile Service Providers shall provide the information regarding Bulk SMSs (more than 100 SMSs) of political nature transmitted during the campaigning period in the enclosed performa SMS-1. The said report shall be sent to this office every day, even if it is ‘NIL’ There shall be complete prohibition on transmitting bulk SMSs of political nature during the period of 48 hours ending with the hours fixed for conclusion of poll. Accordingly, Bulk SMSs of political nature shall not be transmitted from 06.00 pm of 05.02.2015 till 06.00 pm of 07.02.2015. The service providers shall ensure the same and also issue necessary directions to third party operators who are engaged in booking of bulk SMSs. Mobile Service Providers shall convene a meeting of all third party operators and issue written instructions / advisory to follow the ECI instructions in letter and spirit. Mobile Service Providers shall keep strict vigil on bulk purchase of SIM cards in the market and more particularly pre-paid SIM cards. Service Providers shall ensure compliance of TRAI & Department of Telecom (DOT) instructions and guidelines as well as mechanism for verification of new connection, strictly and without fail. Further, MSPs shall issue appropriate instructions/advisory to the vendors to ensure activation of new SIM cards only after due diligence in verification of the new connections and after following Standard Operation Procedure (SOP). Mobile Service Providers shall keep check over abnormal purchase of SIM cards by their distributors during the election period. The abnormal case shall be reported to CEO office, through email, on the same day with the details such as name of the distributor, address, contact nos., area allotted, quantity purchased and reasons of abnormalities. Further, Mobile Service Providers shall also keep vigil over the cases of abnormal re- charging and abnormal calling. Such cases shall also be reported to this office through email with relevant det: Mobile Service Providers shall take all necessary steps to ensure that no objectionable SMSs which are violating the provision of election law, Model Code of Conduct and the ECI’s directions and instructions issued in this behalf, are transmitted. They shall issue necessary instructions / advisory to the third party operators in this regard. The office of the Chief Electoral Officer is preparing a Caller Tune of around 45 seconds for the awareness of the electors. The Caller Tune shall be provided to all the Mobile Service Providers by 25.01.2015, who in turn will provide facility of this Caller Tune to the election officers as well as all their customers, free of cost, during the entire election period till 10" February, 2015. The Mobile Service Providers shall provide the CODES to this office by 11.00 AM on 27.01.2015 for circulation to election officers and media campaign. Mobile Service Providers shall make all efforts to circulate the CODES to their customers by various means as part of Public Awareness Campaign. Mobile Service Providers shall transmit the following SMS to all their customers for the purpose of awareness amongst electors of Delhi between 04" - 06" February, 2015 using this office message ID- TD-CEODE “Delhi Votes on 07" February, 2015 — Don’t forget to exercise your right. CEO, Delhi Call Centre No. 1950” 3. All concerned are hereby directed to ensure the strict compliance of above said directions as well as other instructions issued by ECI from time to time during the General Election to Delhi Legislative Assembly - 2015 and shall also be brought to the notice of all concerned immediately. 4.
