DIGITAL SELECTIVE CALLING (DSC)

1. INTRODUCTION

The International Maritime Organization (IMO) in its 11th meeting of 1979

considered the revision of the procedures of maritime distress and safety


communication established by the SOLAS agreement of 1974 for the Safety of Life at
Folio 110, Hoja 65.371-1 Inscripción 1ª - N.I.F. A-78022886, productor nacional 1.784.

Sea. To do this, the organization entrusted a group of experts to investigate a new global
integrated system which included the new technological advancements in
radiocommunications with the puropose of achieving an effective, fast and viable
system to handle maritime distress and safety communications.

As a result of the investigation, in 1988 the SOLAS agreement of 1974 was


modified giving place to the new GLOBAL MARITIME DISTRESS AND SAFETY
SYSTEM (G.M.D.S.S.). This new system is expected to increase the viability and
velocity of both the generation and receipt of distress and safety calls. For this purpose,
it contemplates the integration of various different communication services, even
simultaneously, so as to reduce the uncertainty of the abscence of a link through just
one medium. The normalization of the information contained in the distress and safety
messages to provide the necessary data for the precise localization of the damaged
vessel and for aid and rescue tasks. Simplification and automatization of the procedure
for the generation of distress and safety calls. Provide a world-wide cover for the
reception of alerts. This way, we would replace the traditional methods of MORSE and
radiotelephony, which have demonstrated and justified their use in a number of
occasions, but still manifested their numerous imperfections as they are subject to
reception uncertainty and involuntary human error.

As part of the G.M.D.S.S. and for the communication systems in VHF, MF and
HF, Digital Selective Calling has been defined. This is an automatic calling system for
ship-shore, shore-ship or ship-ship alerts.

Due to the limited range of each of the radio communication systems, several
operation and cover areas have been defined:

• A1- Zone near the coast with VHF-DSC cover


(approx. 25-30 miles)
• A2- Navigation zone with MF-DSC cover, excluding
zone A1 (approx. 250 miles)

• A3- Navigation zone excluding zones A1, A2 and the


polar regions (> 70º), with HF-DSC and INMARSAT
cover.
• A4- Polar zones, >70º N, >70º S

Therefore the communication services that configure a complete G.M.D.S.S.


system in a ship are:

The IMO established a period of adaptation to the new DSC system for the
different nations’ administrations and for all those ships of obligatory observance,
which ended on the 1st of February 1999.

In the Spanish administration, as a consequence of the liberation of


communications, it is the General Directorate of the Merchant Marine G.D.M.M. which
becomes responsible of the maritime distress and safety communications. Consequently,
it was also in charge of setting up a land network with VHF, MF and HF marine cover
throughout the whole of the national territory for the Digital Selective Calling DSC
within the time limits determined by the IMO.
For the implantation of such a network, the G.D.M.M. agrees with
TELEFÓNICA S.A. (Marine Service) the use of its own maritime communications
infrastructure and the exploitation of such service. And through public auction, the
Spanish firm INVELCO, S.A. installs the complete network with its own DSC system.

2. DIGITAL SELECTIVE CALLING SYSTEM (DSC)

As it was previously mentioned, Digital Selective Calling DSC is part of the


G.M.D.S.S. and it is used in this system mainly as an automatic calling system for
distress alerts from ships and for the acknowledgment of receipt of the corresponding
coast stations. It can also be used by the ships and the coast stations for distress alert
relays and any type of urgent and safety marine calls.

2.1 Basic Description

The DSC system, according to the recommendations of the ITU R M-493 and R
Folio 110, Hoja 65.371-1 Inscripción 1ª - N.I.F. A-78022886, productor nacional 1.784.

M-541, is a digital calling system which can be used to call ships and coast stations on
land using metric wave bands (VHF), hectometric wave bands (MF) and decametric
wave bands (HF). This means that a permanent reception in the mentioned DSC
frequency bands must be available.

Each call or acknowledgment of receipt of a DSC consists of a sequence of


information which has been digitalized by means of a numeric code whose
interpretation has been established internationally in the recomendation 493. Every DSC
call includes the “type” of call, information about the destination of the call, and the
identification of the stations that make the call by means of a nine digit code known as
the MMSI (Maritime Mobile Service Identity).

2.2 Technical characteristics


The sequence of transferred information is configured as a synchronous system,
using a ten digit code for each information symbol. These 10 bits are, in turn, divided
into 7 bits of information and 3 bits for error detection

The classes of broadcast, the frequency displacements and the velocity of


modulation are the following:
• In the MF and HF channels the type of RF modulation will be F1B or J2B at
100 bauds and 170 Hz displacement. When the modulation by frequency
displacement is carried out by applying audiofrequency signals to the
entrance of single side band transmitters (J2B), the central frequency of the
audiofrequency spectrum applied to the transmitter is 1700 Hz.
• In the VHF channels the type of modulation will be of phase with a
preaccentuation of 6 dB/eighth and modulation index 2.0 +/- 10%, 1200
bauds, and 1700 Hz subcarrier with 400 Hz +/- 10% displacement.
• The frequency tolerances of the transmitter and receiver models in the MF
and HF bands should be:
- Coast station and vessel +/- 10%
- The bandwidth of the receiver should not be greater than 300
Hz

The duration of a simple DSC varies between 6.2 – 7.2 seconds in MF and HF or
0.45 – 0.63 seconds in VHF.

As mentioned before a DSC sequence in made up of a series of symbols grouped


in a series of information fields according to the type and category of the DSC itelf. A

The MMSI (Maritime Mobile Service Identity), which has already been
mentioned on several occasions, is a series of 9 numerical digits to identify the coast
stations, ships, group of coast stations and group of ships.
When this identifier is referred to a single station, the first three digits identify
the nationality or flag (MID, Maritime Identification digits).

assigned several MID.

When the identifier corresponds to a group of ships the first digit of the MMSI is

3. OPERATIONAL PROCEDURES

In general, it can be said that the use of a DSC call will be part of a procedure
with the following sequence of processes. In the first place a notice is generated by
means of DSC. Next, an acknowledgment of receipt is produced by the destination of
the notice, in the case when this is necessary and by the same DSC system. Finally
communication is established through a radiotelephony channel, associated to the DSC
channel, or through the channel/frequency and mode specified in the previous DSC
communication

The procedures and use of a Digital Selective Calling System are reflected in the

ITU-R M.541 recommendation. According to this recommendation, all the DSC


systems will have acoustic warning signals and visual indicators which will provide
information such as the type of address or call format, category, identification of the
calling station, numeric and/or alphanumeric information of the additional information
fields, the type of calling sequence ending, indication of sequence decoding errors in the
corresponding case, etc.

According to this same recommendation, the frequencies/channels of specific


use for DSC and the frequencies/channels of radiotelephony associated with the
previous are:

In VHF, for Distress, Emergency and Safety communications, and also to be


used for other purposes (Commercial, Routine, Semiautomatic/automatic Service, etc.)

With the aim of increasing the probability of reception of a DSC Distress call, it
can be transmitted as a call attempt in a single or in multiple MF and HF frequencies,
whilst in VHF only call attempts in one frequency are to be used.

A Distress call attempt in a single frequency is transmitted by the system as five


consecutive DSC calls. The system automatically repeats this attempt at intervals of 3.5-
4.5 minutes until an acknowledgment of receipt is received.

A call attempt in multiple frequencies can be transmitted as up to 6 consecutive


calls dispersed in a maximum of 6 distress frequencies (1 in MF and 5 in HF). There is
also the possibility of simultaneously transmitting the call in VHF with a call in MF/HF.

3.1. PROCEDURE FOR A DISTRESS NOTICE IN DSC

A distress alert in DSC will be transmitted by a ship when the person responsible
for it considers that it is in a dangerous situation and it requires immediate help.

This type of call is, implicitly, directed to ‘all stations’ which can receive this
type of notices and are located within the range of the transmission equipment being
used.

The information contained in this type of calls, which will be that displayed in
the DSC systems of the stations which receive the call, will be inserted automatically by
the DSC system, or in some cases manually by the operator.

• Format Specifier: ‘DISTRESS’, the system automatically introduces it when


this type of call is selected.
• Auto-identification: The system automatically introduces the MMSI of the
station.
• Nature of distress: The system automatically introduces ‘Undefined Danger’
by default, but the operator can specify one of the following situations, if
time allows:
- Fire, explosion
- Flood
- Collision
- Ran aground
- Reached low tide, in danger of sinking
- Shipwreck
- Loss of control and drifting off course
- Undefined danger (default)
- Abandon of ship
- Piracy / armed assault
- Man overboard
- EPIRB Emission
• Coordinates of the last known position of the ship (latitude, longitude): The
system can introduce this information automatically if it is interconnected to
a GPS system, or it can be manually introduced by the operator.

• UTC time when the coordinates were valid: As in the previous case this is
introduced automatically or manually.
• Type of subsequent communication: The system will automatically introduce
by default ‘radiotelephony’ in the associated channel of the corresponding
communication.

Next, the frequency or frequencies of distress which are to be used for the
transmission of the DSC notice are selected., and the notice is sent by means of a simple
operation, such as the pressing of a push-button, etc. From then on the equipment for

the following distress communication is prepared, tuning the transmitter and receiver of
radiotelephony to the associated channel/frequency of distress communication and

awaiting the DSC reception of the acknowledgment of receipt of the sent distress notice.
Once the acknowledgment of receipt arrives the distress communication by
radiotelephony begins immediately.

3.2. ACKNOWLEDGMENT OF RECEIPT DSC OF A DISTRESS CALL

These are transmitted, normally, by the coast stations on land that have received
the DSC distress notice, and they do this at the same frequency at which they received
the DSC, indicating that the ship’s distress situation is known and that the
corresponding rescue services will be immediately notified.

The acknowledgment of receipt of a distress call consists of a single DSC


containing the following information:
• Format Specifier: To all stations.
• Category: Distress.
• Auto-identification: The MMSI of the station that sends the
acknowledgement of receipt.
• Telecommand: Field of information specifing that the DSC is an
acknowledgment of receipt of distress call.
• Identification of the station in danger: MMSI of the station that sent
the DSC distress notice.
• Nature of distress, Coordinates and UTC Time: The same
information as that contained in the DSC distress call.

The coast stations send out the acknowledgments of the distress calls after a 1
minute wait, with a maximum delay of 2.45 minutes, after the reception of the DSC
notice in the MF and HF bands. Whilst in VHF, the acknowledgement should be sent
out as soon as possible

Once the coast station has proceeded to send the acknowledgment, it will come
to attention on the corresponding associated radiotelephonic channel/frequency.

In general, the ships that receive a DSC distress notice should not acknowledge
its receipt by DSC, as this should be done by the coast stations on land as was already
mentioned. The ships should only do this in the case when no other station receives the
notice and the affected station keeps sending it out. In this situation, as well as
acknowledging receipt of the distress call by DSC, the ship should communicate the
situation to a coast station on land by any possible means, incluiding DSC.

3.3. PROCEDURE FOR DISTRESS ALERT RELAYS BY MEANS OF DSC

When there is knowledge of a situation foreign to danger and/or the affected

station is not capable of transmitting the distress notice, or further help is to be solicited
in a dangerous situation, a Distress alert or notice relay should be transmitted by DSC.

The configuration process of this type of notice requires the following


information:
• Format Specifier: Can be directed ‘to all stations’ or can be directed
to a specific station, hence the need to establish its identity using the
9 digits of the MMSI.
• MMSI of the endangered ship, if it is known.
• Nature of distress.
• The last position of the endangered ship, if it is known.
• The UTC time when the position was valid, if it is known.
• The type of subsequent distress communication (radiotelephony).

Once all the possible information has been configured, the distress relay is sent
out by DSC in the single or multiple frequencies chosen.

Next, the equipment for the following distress communication is prepared,


tuning the transmitter and receiver of radiotelephony to the channel of distress
communication in the same associated band as that used for the transmission of the
DSC.

With this type of calls, a coast station on land should proceed by acknowledging
receipt by means of DSC, whilst the ships that receive this type of notices, should not
acknowledge receipt by DSC, although they should directly come to attention to the
associated distress channel of radiotelephony. This same procedure shall also be used by
ships that receive this type of notices from coast stations.

3.4. PROCEDURE FOR THE TRANSMISSION OF EMERGENCY AND


SAFETY MESSAGES

The transmission Emergency and Safety is carried out in two steps:


- Announcement of the message by DSC.
- Transmission of the message by radiotelephony.

In the DSC notice for the transmission of Emergency and Safety messages the
frequency of radiotelephony to be used should be indicated. Therefore the composition

of a DSC for this type of message is:


• Format Specifier: Can be directed ‘to all stations’ or to a station in

particular, in which case the MMSI of the station must be specified.


• Category: Select Emergency or Safety, whichever is pertinent.
• Channel or Frequency at which the message will be transmitted by
radiotelephony. By default the system will establish the associated
channel or frequency corresponding to the selected DSC frequency.
• The type of subsequent communication for the message
(radiotelephony).

Next, the DSC is sent out and the equipment is prepared in the frequency or
channel specified in the DSC to transmit the corresponding message.

The ships that receive this type of calls by DSC directed ‘to all stations’, will not
proceed to acknowledge receipt by DSC, but will tune their equipment to the channel or
frequency of radiotelephony defined in the DSC, and will come to attention to the
message.

3.5. PROCEDURES FOR CALLS DIFFERENT TO THOSE OF


DISTRESS AND SAFETY

As we previously mentioned, Channel 70 (VHF) shall be used for DSC distress


and safety calls, as well as for those DSC calls of public correspondence, whilst in MF
and HF, international and national frequencies and channels should be preferably used
for this type of DSC calls.

The acknowledgements of receipt for this type of calls can be initiated manually
or automatically, depending on how the DSC system is configured. For DSC
communication between a coast station and a ship, the coast station has the choice of
which channel or frequency is to be used.

A typical DSC calling sequence and acknowledgement of receipt for public


correspondence shall consist of the following fields of information:
• Select Format to call a specific station.
• MMSI of the station to be called.
• Category: Commercial, Routine, Semiautomatic/automatic service.
• Autoidentification: MMSI of the calling station. The system inserts
this information automatically.
• Telecommand: Type of subsequent communication (usually
radiotelephony).

• Information of channel or frequency of subsequent communication.


• Telephone number for the semiautomatic/automatic service

connections (exclusively from ship to coast station).


• End of sequence signal. The system introduces it automatically
depending on the selected format. When the call is directed to a
specific station, the signal is ‘RQ’.

A DSC call of public correspondence can be repeated in the same channel or in


another DSC channel if it does not receive an acknowledgement of receipt after 5
minutes. Further attempts can only be carried out after a minimum 15 minute wait if
there is still no acknowledgement.

Having received the acknowledgement of receipt indicating that the called


station can receive the message, the transmission must be prepared in the mode and
channel specified in the DSC.

Normally it is the ship that has to make the call again sometime after, if the
acknowledgement of receipt from the station indicates that it is not ready to receive the
message immediately.

If a ship, in response to a call from another ship, could not receive the proposed
message immediately, it must indicate this situation via a DSC acknowledgment of
receipt and it must call the ship (by DSC) that previously called it, once it is ready to
receive the message.

3.6 TESTING THE EQUIPMENT USED FOR DISTRESS AND


SAFETY CALLS

Testing at the frequencies of DSC distress and safety calls should be avoided as
much as possible, other methods being recommendable.

Test transmissions must not be carried out in the VHF channel, as we already
mentioned in the previous section that this channel is to be used for distress and safety

calls, as well as for calls of public correspondence. Doing it could impose a significant
burden to the channel at certain times.

In MF and HF channels test calls, when these are inevitable, must be transmitted
by the ship’s station and the coast station must acknowledge its receipt. From then on
there shall be no further communication between both stations.

A test call to a coast station is transmitted as follows:

4. DESCRIPTION OF THE DSC NETWORK OF THE G.D.M.M.

In the introduction we already mentioned that the DSC network has been
implanted in Spain by making use of the maritime communications infrastructure of the
Maritime Service of TELEFÓNICA S.A. This network consists of emission and
reception stations distributed along the whole coast of the Spanish territory (including
islands) and situated on high lands to guarantee long ranges, even longer, in the
majority of cases, than those established by the definitions of the areas A1, A2, ... etc.

In turn, different groups of these coast stations are governed and managed by
Radiomaritime Communication Centres (R.C.C.), which are in charge of providing all

the maritime communication services, distress, safety, commercial, etc, including the
DSC service, in different zones and marine areas.

Due to the topology and exploitation of the network, a DSC system had to be
implanted which could guarantee the viability and safety required for such a system,
and that could be easily integrated into the existing infrastructure.

This meant that the coding/decoding DSC equipment needed a polyvalent


function with respect to its location, i.e. in some cases, the equipment would be placed
in the coast stations themselves, with the RF transmission and reception systems, and it
would use protected data links dedicated to the transfer of the contents of the DSC;
whilst in other cases the equipment would be placed in the R.C.C.

Independently of the location of such elements and of the nature of these (VHF,
MF, HF), all of them would be managed from a single operation and attention post
within each R.C.C.

In turn, these Communication Centres are permanently connected by means of


high velocity data networks to the various Rescue and Distress Coordination Centres
dependent of S.A.S.E.M.A.R. These are responsible for the coordination of rescue tasks
from the moment when they receive a distress alerts.

El Sistema de ldentifrcación Automática (SIA), Automatic Identifrcation System (AIS), es un sistema de radio
transponedor que opera en la banda de comunicaciones marítimas de VIIF y transfrere información muy precisa
entre barcos, y de barcos a estaciones costeras. Permite en las comunicaciones barco a barco, o barco a estación
costera y üceversa, prevenir abordqies. En pasos estrechos de gran tráfrco marítimo, o navegación por grandes
ríos y zonas peligrosas, facilita la ordenación del tráfrco marítimo. Por los datos que transmite puede conocerse

NAVTEX TRANSMISSION SYSTEM

The Navtex system is defined, according to the IMO, as a system for automatically sending and receiving
information related with the maritime safety. This is done with direct printing telegraphy of narrowband.
Therefore, this system is made up of several terrestrial stations in charge of disseminating in a coordinate
way some information relative to the maritime security. On the other hand, there would be an specific
equipment on ship in charge of receiving and presenting automatically such information.
In this document, we will describe the Navtex system related with a Navtex emission station developed
by INVELCO S.A..
This system has been developed fitting the IMO satndards relative to the Navtex system and service.
It follows the technical characteristics defined on the UIT Rc-540, Rc-476 and Rc-625 Standards and the
Navtex manual published by the IMO.
As the transmitter center is normally separated and distant from the communications center itself, and
these are joined by several communications means, the system is made up of two differenced parts.
One part is made by the local system located in the communications center and is made up by a Manager
Processor (computer terminal with an application program) where all operations related with the Navtex
service take place. It also has a link interface that is in charge of giving data transference service to the
transmitter stations by means of a dedicated analogical line link and Eternet.
The other part is made up by a group of elements located in the transmitter station. The Transmitter group,
antenna and remote Navtex manager (GR-400-S) communications interface stablish the communications
through the dedicated line. The Navtex Conmuter (CN-512-A) is in charge of managing the antenna and
the audio, and the remote Navtex Control (GX-400-A) will gather up data sent by the Navtex Manager and
the generation of appropriate signals for the Navtex transmitter system.
By means of the Navtex Emissions Manager we will have the prosibility of stablishing Navtex
transmissions in the international frequency (518 Khz) and in the national frequency (490 Khz).

The Navtex transmissions manager allows the maintainance of the programmed transmissions
in 518 Khz and 490 Khz configuring them according to the needs.

As a difference from other versions, once a Navtex is modified or created, it is updated to a


remote equipment located in a transmitter station. We, therefore, obtain Navtex transmissions
even if the communication between both equipment is cut.

The communication with a remote equipment is done simultaneously through two communication
lines (Ethernet and Modem connection), assuring the information arrives to its destiny. The
state of such lines stays reflected by means of signalings in the main panel.

During the transmissions, the Navtex manager receives from the transmitter centre the Navtex
monitoring in the remote receiver allowing therefore the maintenance of the data synchronization
with the remote equipment located in the transmitter station.

MODEL GX-400-A
The GX-400-A is an autonomous unit for the automatic/manual managing of the 518 and/or
490 kHz NAVTEX transmissions. This unit is located in the transmissions center and will be
remotely governed by the Navtex Operation Software. It will update the suitable information for
the Navtex automatic/manual transmissions by means of TCP/IP communication channels
and/or Analogic dedicated Line.
When both communication means are used, we get a redundant communication. The unit has
the capacity of monitoring the NAVTEX tranmissions by means of using an additional
NAVTEX receiver.
Its functional structure is based in the use of a SBC (Single Board Computer) rackable in a 19"-
1U chassis, together with an unatended Navtex Remote Control software program.

The antenna model AT-111-F is made of fiberglass and installed


self-supported with no struts, obtaining high performances in wind
resistance and adverse climatological conditions.
This antenna is designed for communication applications in the
range from 100KHz. to 1.6MHz, for its use in maritime coast
stations, aviation communications aswell as all type of
communications in telegraphy, telephone, etc. in the range of the
H.F.
A complete radiant system of great efficiency can be formed when
combined with the AC-160-W antenna coupler.
The antenna must be executed in its installation with a good
ground to obtain better efficiency.
The antenna supports itself by twelve stainless steel esparragous
fited in a concrete base or other anchorage capable of supporting
the weight of the antenna (135 Kg.) and the weight originated by
the wind on the antenna.
This antenna has a charge coil inside the fiberglass which forms
part of the second section with the intention of making easier its
coupling and increase the editing efficiency.

The MP-100-A pre-selector multicoupler is destined to connect, with no losses, one

Self-suporting vertical antenna of 74 pies


(22.7 metros).

Typical applications:
- Maritime coast stations.
- Air traffic.
- H.F. communications in general of
1.6 to 30 MHz.

The antenna model AT-111-A is made of fiberglass and


installed self-supported with no struts, obtaining high
performances in wind resistance and adverse
climatological conditions.
This antenna is designed for communication applications
in the range from 1.6 to 30 MHz, for its use in maritime
coast stations, aviation communications aswell as all type
of communications in telegraphy, telephone, etc. in the
range of the H.F.
A complete radiant system of great efficiency can be
formed when combined with the AC-160-A/F antenna
coupler.
The antenna must be executed in its installation with a
good ground to obtain better efficiency.
The antenna supports itself by twelve stainless steel studs
fited in a concrete base or other anchorage capable of
supporting the weight of the antenna (135 Kg.) and the
weight originated by the wind on the antenna.
