Supplementary Learning Materials for the First Quarter, which focuses on the
Functions and Purposes of Oral Communication.

This module was collaboratively designed, developed, and reviewed by educators both

the learners meet the standards set by the K to 12 Curriculum while overcoming their
personal, social, and economic constraints in schooling.

acquire the needed 21st-century skills while taking into consideration their needs and

Government Imposes Community Quarantine in Metro Manila

President Rodrigo Roa Duterte on Thursday, March 12, announced the imposition of
Metro Manila-wide community quarantine that calls for stringent social distancing
measures in a bid to combat the threat of coronavirus disease 2019 (COVID-19).
The Code Alert System for the COVID-19 public health event is raised to Code Red
Sublevel 2, the President said during his public address following the 11th Inter-
Agency Task Force (IATF) Meeting for the Management of Emerging Infectious Diseases
in the Philippines at Malacañang Palace.
The Department of Health (DOH) declared on March 7 a Code Red Sublevel 1 following
the confirmation of localized transmission of the disease.
The Chief Executive also declared that the suspension of classes in all levels in Metro
Manila is extended until April 12. Earlier, classes were suspended only from March 10
to March 14. Despite the class suspensions, all students shall continue to fulfill their
educational requirements during the period.

“Avoid trouble with the law, avoid trouble with anybody, just in the meantime, follow.
Better just stay home and study. That is my advice,” the President said.
Local government units (LGUs) outside of National Capital Region (NCR), on the other
hand, are advised to “exercise sound discretion in suspending classes in their
respective localities without prejudice to a determination by the national government
to suspend classes if the situation so warrants”.
Also part of the stringent measures is the prohibition of mass gatherings — defined as
a planned or spontaneous event where the number of people attending could strain
the planning and response resources of the community hosting the event.
“But ako sa inyo, if you are advised, just obey. Wala namang mawala sa inyo tutal sa
inyo ‘yan eh. It’s for your own good. Hindi man ito para sa amin,” he said.
As community quarantine takes effect in Metro Manila, LGUs in other areas are
advised to abide by the guidelines imposing localized community quarantine in their
respective jurisdictions.
A barangay-wide quarantine is advised when there are at least two positive COVID-19
cases belonging to different households in the same barangay and a municipality/city-
wide quarantine shall be imposed when there are at least two positive COVID-19 cases
belonging to different barangays in the same municipality.
A province-wide quarantine, on the other hand, is advised when there are at least two
positive COVID-19 cases belonging to different municipalities, component cities or
independent component cities in the same province.
Village chiefs will play a key role in fighting the disease, the Chief Executive said,
reminding them that “a barangay captain is bound by what is written here whether by
way of rules implementing in the meantime or if it becomes a part of an executive
order”.
“You better implement this because if not, then you will also go to prison for
dereliction of duty or simply not enforcing a rule imposed by government,” he warned.
“It falls upon your shoulders to exactly do what this regulation wants to happen.
Huwag kayong magkamali dito kasi ‘pag hinabol kayo ng Department of the Interior
and Local Government (DILG), you can be dismissed, or you can be suspended and
you will have trouble. And besides, I think the electorate will remember you for being a
laggard,” he added.
LGUs carrying out community quarantine in their jurisdictions, upon the declaration
of State of Calamity, could tap their Quick Response Fund (QRF), the President said.
Under the new measures, work in the Executive branch is suspended “without
prejudice to the formation of skeletal workforces by government agencies in order to
maintain the unimpeded delivery of services to the public”.
For the private sector, flexible work arrangement is encouraged with the Department
of Labor and Employment (DOLE) and the Department of Trade and Industry (DTI)
issuing guidelines to safeguard workers’ welfare.
All manufacturing, retail, and service establishments are advised to remain in
operation during the duration of the emergency measures. Companies and
establishments are required to observe strict social distancing measures.

What is It

Functions and Purposes of Communication


Why do we communicate? Whether to a friend, relative or acquaintance we always
have a purpose for connecting. Our daily connections are always spurred by purpose
or motive.

The basic requirement of adapting and adjusting oneself to the environment is


information. The receiving and giving of information underlies all communication
functions. This includes Controlled, Social Interaction, Motivation and Emotional
Dissemination. Each function is based on the speaker’s purpose for communicating.

Information Dissemination Communication functions to convey information. It


enables humans to get to know the world. It enables us to process and structure what
we learn from it. Teaching is one of the most common examples of Information
Dissemination. Whether face-to-face, online, or modular, teaching still serves this
function.

Regulation/Control this function uses language, gestures and emotions to manage


individual or group activities such as a parent telling a child not to misbehave or
policy/rules and regulations of an institution or organization one belongs. It is
observable if we focus on the verbal and non-verbal cues performed by the speaker to
achieve his/her purpose. Verbal clues are used to communicate and emphasize the
purpose. These clue words are specific, chosen and used. Both the speaker and
listener using clue words should be respectful of each other’s culture as well as their
age, gender, social status, and religion. The words are usually directive orders coming
from the superior or administrator of an institution. One example of a controlled
function communication is following the rules and regulations of the school like
wearing IDs and complete uniform while inside the school premises, etc. There will be
violations if you neglect to obey.

Social Interaction Function is the most used function in social gatherings,


interactions involving friends, relatives, neighbors or even ordinary people we meet
every day. It is how we interact and socialize with others using this function. Take

note that interaction with different people from different groups will not be the same
interaction experience that happens between you and them.
Like in control/regulatory function, social interaction occurs when verbal and non-
verbal cues are appropriately applied. Interacting on any social media platforms is
considered Social Interaction Function.

Motivation it is a purposive communication where people communicate for a reason.


People talk to others to achieve a goal or to accomplish a task. Is used to accomplished
using the following verbal cues are the chosen and used specifically to achieve this
function. More direct and purposeful words are chosen for both men and women,
although these can be softened for children and the elderly. Nonverbal cues are hand
gestures, body movements, voice projection and eye contact. Strong words are
accommodated by emphatic gestures, social status and religion. Direct contact is
necessary needed.

Emotional Expression Function is whether it is love, fear, anger, joy, hope, or any
other emotions, humans need to let them out otherwise they harm our being,
Emotional expressions through language can come in the form of interjections or
exclamations. It is used by speaker for the purpose of moving another person to act, to
move in the particular direction the speaker want s that person to move. Usually, we
Filipinos are moved to tears by a movie, a TV drama, or a song. Verbal cues used in
this function is to achieve something. While nonverbal cues hand gestures and bodily
action and vocal tone and eye contact used in expressing their emotion.
