INVITATION FOR BIDS

1. Office of the Road Fund of the Federal Democratic Republic of Ethiopia has allocated sufficient
budget towards the cost of Routine Term Maintenance Works of the following Seven (7) Road
Projects which are divided in three (3) Packages.

2. The Ethiopian Roads Authority now invites bidders to submit sealed bids for providing the
necessary labour, material and tools for the Routine Term maintenance of the above projects.

3. Interested bidders shall submit the following evidence:


Its Certificate of registration from Ministry of Urban Development and Construction or other
appropriate regional bureaus with Category GC-4 or RC-4 or BC-3 and Above, renewed for at
least 2004 EFY and other appropriate documentary evidences demonstrating the bidder’s
compliance, which shall include:-
i. Valid trading license renewed for at least 2004 E.C.
ii. Tax clearance certificate which states its eligibility to participate in public tenders and
valid at least at the deadline for submission of bids and VAT registration certificate; and
iii. Evidence of/Being/ Registered Supplier under Public Procurement and Property
Administration Agency.

N.B.
 Bidders can purchase bidding document for all the packages but shall not apply
for more than One Package. Submissions of bids for more than one package will
result in rejection of bidders’ bids,
 Bidders can bid for any one or all the Projects in a single Package, and;

 A bidder can only be awarded a maximum of two contracts among the projects in
a package that it has applied for by applying Multiple Contract Assessments
criteria set in the bidding document and based on the Employer’s best
economical advantage.

4. The works under these contracts require maintenance with quality and specification as depicted
in the bidding documents. The contract period for the whole of the Works under each contract is
24 months from the commencement date.

5. Bidding will be conducted through the National Competitive Bidding procedures specified in the
Bidding Documents.

6. Interested eligible bidders may obtain further information from and inspect the bidding
documents at the address given below from 8:30 a.m to 12:30 p.m. and 1:30 p.m to 5:30 p.m.
from Mondays to Thursdays and 8:30 a.m to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. on Fridays
local time. A complete set of bidding documents prepared in English language may be
purchased by interested bidders on the submission of a written application to the address below
and upon payment of a nonrefundable fee of ETB 150 effective as of September 18, 2012.The
method of payment shall be in cash or direct deposit to ERA’s account in the Commercial Bank
of Ethiopia - Sengatera Branch through Account No. Gov. 01715-33144600.

7. Bidders shall submit two envelopes, “Post Qualification Application & Bid Security” in one
envelope and “Financial Offer” separately in the second envelope and the two envelopes
should be sealed in an outer envelope.

8. Evaluation is to be carried out in two stages, evaluation of Post Qualification Application & Bid
Security first and evaluation of Financial Offers of post - qualified bidders next.

9. Bids must be delivered to the address below on or before October 23, 2012 at 2:30 p.m for
Packge II and October 25, 2012 at 2:30 p.m for Package I and Package III. All bids must be
accompanied by a bid security of ETB 100,000.00 per project. The amount of bid security
shall be a multiple of ETB 100,000.00 by the number of projects the bidder is applying for
in the packages, if the bidder applies for more than one project. Late bids will be rejected.
Qualification information and Bid security of the bidders will be opened in the presence of

bidders’ representatives who choose to attend at the address below on the above deadline for
submission dated with the time indicated in the Tender Document.
