as opposed to the higher one where you blow a bit harder. So 'Pa means the low Pa
and Pa without the apostrophe means the higher one blowing with more pressure.

Also, the lower case "m" means that you are playing shuddh ma - so you cover half
of the top hole to produce this note - as opposed to taking off you finger
completely - because if you take it off completely you will play tivra ma.
