Perspectives – U.S. Capitol Police and Other Federal Law Enforcement Funding
and Staffing
Sample of Federal law enforcement and security organizations and programs indicates wide range of
funding and staffing levels
Since January 6, 2021, various factors have been suggested as contributors to the inadequate security
and law enforcement response at the U.S. Capitol. Human and financial resources have often been
mentioned, so we took a quick look at Federal security and law enforcement entities and programs with
similar missions of protecting government facilities and assets for some additional context.
• U.S. Capitol Police (USCP): $515.5M in FY21 appropriations for 2,249 employees (1,879 of
whom are sworn)
• U.S. Secret Service (USSS) Protective Operations: $1.0B in FY21 appropriations with roughly
3,500 full-time equivalents (FTEs)
• Pentagon Force Protection Agency (PFPA): $245.3M in request funding for FY21 operating
expenses, including 1,042 FTEs
• Federal Protective Service (FPS) Protective Security Officers (PSOs): $1.2B in FY21
appropriations for roughly 13,000 contract PSOs
• U.S. Marshals Service (USMS) Judicial Facility Security Program (JFSP): $664.0M in FY21
appropriations in support of approximately 5,100 contract Court Security Officers (CSOs)
• FPS Operating Expenses: $387.5M in FY21 appropriations for 1,507 FTEs (1,134 of whom are law
enforcement)
While the specifics of their respective missions and activities are different, one rough metric that can be
used for comparison is funding per government or contract employee.
• USCP: $229K
• USSS Protective Operations: $294K
• PFPA: $235K
• FPS PSOs: $91K
• USMS JFSP: $130K
• FPS Operating Expenses: $257K
There is no clear indication that overall funding or staffing levels were core factors that resulted in the
insufficient response on January 6, 2021. However, the expectation is that these will continue to be
among the many factors that will be scrutinized to fully understand what led to and what transpired
during the events at the U.S. Capitol that day.
