ACTIVITY 005 – SHORT-TERM TECHNICAL ASSISTANCE FOR DEVELOPING


CITIZEN AND STAKEHOLDER CONSULTATION AND PARTICIPATORY
PROCESSES FOR URBAN MOBILITY AND ACCESSIBILITY IN GAMA

These terms of reference (ToRs) follow the amended agreement between the Government of the
Republic of Ghana and the Government of the Swiss Confederation for the implementation of the Ghana
Urban Mobility and Accessibility Project (GUMAP).
Background
GUMAP is a project financed by the Swiss State Secretariat for Economic Affairs (SECO) and implemented
by the Ministry of Local Government and Rural Development (MLGRD). The project's overall expected
impact is improved accessibility and mobility in the Greater Accra Metropolitan Area (GAMA). This
outcome is to be achieved through the combination of institutional and capacity strengthening, staff
development, studies, and a few pilot investments. The project was restructured in 2019 to give the
implementation consultant, (Transitec Consulting Engineers) additional responsibilities in its
implementation.
The project includes the provision of short-term technical assistance for developing citizens’ and
stakeholders’ consultation and participatory processes for urban mobility and accessibility in GAMA.
Indeed, such processes have shown in many countries that they are essential to ensure that mobility and
accessibility issues are properly identified, understood and acknowledged by decision makers, that
adequate policy and plans, focused on citizens’ needs, are elaborated for addressing these issues, and that
specific remedial measures and investments are properly designed. For the time being, however, although
the concepts are well known and their importance recognized in Ghana, consultation and participatory
processes have rarely been used in the urban mobility sector. There are no guidelines on how they could
be applied, nor any legal and regulatory obligations to put them into practice. There is also insufficient
knowledge among staff of what they consist of. The main goal of the assignment described in these ToRs is
to begin to correct these weaknesses.
More specifically, the objective of the assignment is to improve the quality and relevance of urban mobility
strategies and plans, the selection of priority actions, and the design of improvement measures and
projects through the systematic use of citizens’ and stakeholders’ consultation and participatory processes.
The consultant will be expected to work closely with the staff of the six metropolitan, municipal and
district assemblies (MMDAs) of GAMA that are direct beneficiaries of GUMAP, as well as with staff of the
nascent urban mobility agency of GAMA, GAPTE, and the Department of Urban Roads (DUR) of the
Ministry of Roads and Highways.
Scope of the Assignment
 Carry out a literature review and present international best practices on all forms of citizens’
and stakeholders’ involvement1 in the field of urban mobility and accessibility, particularly in,
but not limited to, emerging and African countries;
 Review past relevant experiences with citizens’ and stakeholders’ involvement in Ghana in, but
not limited to, the provision of urban infrastructure and services; highlight the factors of success
brought out by the international as well as the Ghana reviews;
 Review the legal and regulatory framework in Ghana concerning citizens’ and stakeholders’
involvement in the formulation or monitoring/evaluation of public policies and actions;
 Analyze how the various tools that have proven successful to foster citizens’ and stakeholders’
involvement in Ghana and other countries could be applied in GAMA regarding urban mobility
and accessibility depending on the nature of problems to be addressed, outputs to be prepared,
or projects to be designed;
 Identify citizens’ and stakeholders’ groups and representatives most likely to be willing and
capable to involve themselves and contribute to public action in the field of urban mobility and
accessibility in GAMA; collect their views and clarify the conditions under which their
involvement is likely to be successful;
 Taking main local constraints into account, formulate concrete recommendations on methods of
citizens’ and stakeholders’ involvement, including details on appropriate tools and techniques,
depending on problems to be addressed and projects to be designed 2;
 Prepare plans for citizens’ and stakeholders’ pilot involvement in two or three typical activities
of MMDAs in the field of urban mobility and for carrying out regular satisfaction surveys;
prepare the ToRs for carrying out such plans and surveys;

 To the extent possible given the different schedules of the assignments, observe and draw the
lessons of the citizens’ and stakeholders’ consultation process carried out through other
consultant’s activities in GUMAP3
Expected outputs
 Draft report on the first six above topics within four months of the signing of the contract
(including a summary matrix of problems and tools and techniques)
 Full day workshop (including PPT) for technical staff of the MMDAs, GAPTE, and DURs as well as
other interested parties to present the main findings and recommendations in the consultant’s
draft report, shortly after the issue of this report
 Final report within two weeks of the receipt of comments by the Client
 Draft special report (including ToRs) on the consultant’s proposals regarding plans for pilot
activities and satisfaction surveys, within six weeks of the workshop; final report within two
weeks of receipt of comments by the Client
 Note presenting the consultant’s observations and recommendations following the citizens’ and
stakeholders’ consultations carried out under GUMAP’s activities 006 and 014
Minimum Qualification Requirements
The expert will have a Master’s degree in sociology, human science, or public administration or
equivalent, 10 years relevant job experience in social and public policy analysis, or similar, considerable
field experience in addressing concrete problems, including in emerging countries, an ability to develop
good relationships with relevant stakeholders, excellent communication and writing skills, and full
proficiency in the English language
The expectation is that the assistance will be provided by an expert based in Ghana, possibly with the
support of a seasoned international expert.
Resources
The assignment is expected to require in total about 15-20 person-weeks of expert time.
