Question

Which components shall be inspected directly for manufacturing evaluation?

Rationale
Experience showed that the extent of Manufacturing Inspection is handled very differently
among RECBs. Therefore, the description of scope given in the OD-501 is not exact enough.
The following items should be addressed:
- For which components the inspection of the incoming goods at the wind turbine (WT)
manufacturer is sufficient?
- Consideration of the experience of the RECB with the component manufacturer.
- Consideration of the WT manufacturer’s Supplier Qualification System for alternative
components.

Proposal (if any)


1. Extent of Manufacturing Inspections:
For the following components manufacturing inspection is mandatory:
• hub and nacelle assembly (in workshop)
• rotor blades
• main gear box
• direct drive generator
• welded main and/or generator frame
• tower
• rotor hub*
• rotor shaft*
• main bearing*
• main bearing housings*
• cast main frame*
• generator*, converter*, transformer*
• pitch and yaw bearings**
• pitch and yaw drives**
• couplings**
• locking devices**
• mechanical brake**
• main switch gear**
• bolted connections**
• nacelle cover and spinner**

Components marked with * may be inspected at the component manufacturer’s workshop

to support the RECB’s evaluation of the quality records during incoming goods inspection
at the wind turbine manufacturer.
All components marked with ** can be inspected during incoming goods inspection at the
wind turbine manufacturer.
In case of components involving critical processes (see also OD-501), the RECB may
inspect these components in the component manufacturer’s workshop. This also applies
to components not explicitly mentioned in the above list.

2. Consideration of experience of the RECB with the component manufacturer:


For serial produced components such as brakes, couplings etc. experience of the RECB
with the respective component manufacturer could be considered. If e.g. the RECB has
already inspected the manufacturer’s workshop and is confident on the capabilities to
produce the product as specified by the purchaser of the product, the inspection could
then be omitted, unless new specific quality requirements have been identified within the
respective design evaluation. In that case the further procedures (e.g. new inspection,
documentation review of the changes, etc.) shall be agreed with the RECB on individual
case basis.

3. Consideration of the Supplier Qualification System (SQS) of the wind turbine manufacturer
for alternative component manufacturers:
If the wind turbine manufacturer has proven to the RECB a stable, controlled and effective
process for the qualification of his suppliers, inspections could be omitted for alternative
manufacturers. In this case the process has to be evaluated in general and at least the
following documentation should be available:
• certificates and experiences of the auditors (general)
• supplier approval process (general)
• periodical or product wise qualifications (general)
• evaluation of performance and related actions (general)
• questionnaires used of the qualification-process (general)
• reports and corrective action-report of conducted audits (for every
component supplier)
At least one third i.e. 33% of the manufacturers/workshops for this component will then be
subject to manufacturing inspection by the RECB for a given component of the same
design.

The used kind of qualification (direct inspection, inspection at incoming goods, qualification
through experience of RECB or qualification through SQS of wind turbine manufacturer) shall
be mentioned clearly on the Manufacturing Conformity Statement for each component
manufacturer/workshop covered by the Type Certificate.

Final CSH Decision

The WE-OMC Member Bodies approved the revised version of CSH 003 (WE-OMC/277/RV)
for immediate implementation and use. The comments from Republic of Korea & US Member
Bodies have been sent to SG 550 for their consideration.
