Dear Representative Schroer,

I want to thank you for the invitation to testify before the House Special Committee on Small
Business. Unfo1iunately, my duties prevent me from appearing to testify personally. However, I
would like to offer the following information and respectfully request that it be put into the record.

St. Louis County ,has relied on facts and science to craft its response to the COVID-19 pandemic.
We have rigorously collected and analyzed data on the virus' spread through our county to create
and implement specific protocols to keep our people as safe as possible while preserving our
economy. These targeted protocols have been effective in slowing the rise in new cases while
preserving the ability of businesses to operate. Our community's compliance with public health
protocols has protected our residents' safety and health. We also have provided small businesses
with direct financial assistance as well as engagement with our public health experts, who have
closely collaborated with business owners on our protocols.

We recognize Governor Mike Parson's decision to direct local officials to determine the best
pandemic responses based on their knowledge of their own communities. We support continuing
the Governor's philosophy moving forward, and we welcome continued and enhanced cooperation
in vaccine distribution as well as other aspects of our recovery. The best way to return to normal
is to eradicate COVID-19 while supporting our local businesses, which are the backbone of our
economy.
