Apple’s new “AppTrackingTransparency” framework means a user
has to grant explicit permission before an app can track them
or access their “device’s advertising identifier”.
The new policy might mean that Facebook could no longer access
user tracking behaviour
This tracking behaviour is crucial for apps like Facebook, which
have their business model built around being able to target
advertisements on the basis of this data.ms Facebook launches all-out attack on Apple

“Apple's move isn't about privacy, it's about profit. Paying for content may be fine
but most people, especially during these challenging times,
don't have room in their budget for these fees.”
“While it’s difficult to quantify the impact to publishers and developers at this
point with so many unknowns, in testing we’ve seen more than a
50% drop in Audience Network publisher revenue when personalization
was removed from mobile app ad install campaigns.
In reality, the impact to Audience Network on iOS 14 may be much more,
so we are working on short-and long-term strategies to
support publishers through these changes."

Apple says it isn’t trying to prevent ad-tracking, but just wants to offer users

This is true, but somewhat misleading: the wording the company is using makes
‘Ad-tracking sound much scarier than it is.

Also, Apple’s wording is misleading because the tracking system in question —
IDFA, or IDentifier For Advertisers — was designed by Apple, and it very specifically
prevents the tracking of identifiable individuals.
At no point does Facebook or anyone else have any idea who you are because
Apple ensured that in the way it designed IDFA. é
